Mexico today is one of the most dangerous places in the world to report the news, and Mexicans have taken to the street to defend freedom of expression. As Benjamin T. Smith demonstrates in this history of the press and civil society, the cycle of violent repression and protest over journalism is nothing new. He traces it back to the growth in newspaper production and reading publics between 1940 and 1976, when a national thirst for tabloids, crime sheets, and magazines reached far beyond the middle class. As Mexicans began to view local and national events through the prism of journalism, everyday politics changed radically. Even while lauding the liberty of the press, the state developed an arsenal of methods to control what was printed, including sophisticated spin and misdirection techniques, covert financial payments, and campaigns of threats, imprisonment, beatings, and even murder. The press was also pressured by media monopolists tacking between government demands and public expectations to maximize profits, and by coalitions of ordinary citizens demanding that local newspapers publicize stories of corruption, incompetence, and state violence. Since the Cold War, both in Mexico City and in the provinces, a robust radical journalism has posed challenges to government forces.

This book addresses the causes, effects, and dynamics of political corruption in Mexico. Systematic analysis of corruption is critical to a better understanding of the politics of Mexico, and despite the many conceptual and methodological obstacles, the importance of the subject matter demands treatment. Morris's work should therefore be seen not as definitive, but as an initial step in understanding a central dimension of Mexican politics. Corruption, as a topic of research, invites certain misunderstandings, as it is a broad concept conveying a variety of moral connotations. Mixed-member electoral systems may well be the electoral reform of the 21st century, much as proportional representation (PR) was in the 20th century. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

Voting in Old and New Democracies examines voting behavior and its determinants based on 26 surveys from 18 countries on five continents between 1992 and 2008. It systematically analyzes the impact on voting choice of factors rooted in the currently dominant approaches to the study of electoral behavior, but adds to this analysis factors introduced or reintroduced into this field by the Comparative National Elections Project (CNEP)—socio-political values, and political communication through media, personal discussion, and organizational intermediaries. It demonstrates empirically that these long-neglected factors have significant political impact in many countries that previous studies have overlooked, while "economic voting" is insignificant in most elections once long-term partisan attitudes are taken into consideration. Its examination of electoral turnout finds that the strongest predictor is participation by other family members, demonstrating the importance of intermediation. Another chapter surveys cross-national variations in patterns of intermediation, and examines the impact of general social processes (such as socioeconomic and technological modernization), country-specific factors, and individual-level attitudinal factors as determinants of those patterns. Complementing its cross-national comparative analysis is a detailed longitudinal case study of one country over 25 years. Finally, it examines the extent of support for democracy as well as significant cross-national differences in how democracy is understood by citizens. Written in a clear and accessible style, Voting in Old and New Democracies significantly advances our understanding of citizen attitudes and behavior in election settings.
