Though it is rarely explicitly articulated, many believe that there is no "public" in the Middle East. Scholarship on the Middle East and North Africa almost always engages with politics-a prominent focus of this region-yet the assumed absence of public spaces and fora has led many to think that debate, consensus, and concerted social action are antithetical to the cultural, religious, and national heritage of the region. It is a mistake to exclude the public dimension from the study of processes in this region. Recent studies have demonstrated not only the critical importance of the public in everyday practices of the MENA region, but they have also shown how the term and notion of the public sphere can be used productively to advance understandings of collective life. The first section of this volume offers alternative conceptions of the public sphere through rich and innovative theoretical analysis. Philosophical investigations focus on the role of collective action, the relationship between nationalism and democracy, and the notions of the public employed by socioreligious movements. The second section addresses a wide range of counter-hegemonic discourses and practices that enable the public sphere, such as memoirs, testimonies, strategies of surveillance, the Tehran bazaar, and the movements of migratory workers. The third section provides empirical accounts of the way in which mutual communication through technology has vitally expanded the notion of the public in the MENA region. In conclusion, conflict and resistance are shown to be generative forces in public discourse and debate and in the production of national publics.

Over the last two decades, the literature on political participation has flourished, reflecting the increasing use of diverse modes of citizen involvement. These include established modes of participation, such as voting, protests, mass demonstrations, and petition signing, but also newer modes specific to the online environment (ICT-related), participation in referendums, public consultations, or engagement in political deliberation. The importance and intensity of these modes is reflected both in the number of people getting involved and in the increasing number of policies that are subject to various modes of participation on a regular basis. There is extensive literature about how these modes of participation function, why people get involved, and the consequences of their participation. However, limited attention is paid to the relationship between political participation and the pursuit of sustainability at a local, regional, or central level. Existing studies indicate that citizen engagement can be a cost-effective method to characterize changes of local environments; however, not much is known beyond this process. This Special Issue aims to address this void in the literature and brings together contributions that analyze how participation can be associated with sustainability and local development in various settings. It explores the relationship between political participation and the management of their local environment. This Special Issue enhances the existing knowledge and understanding about how modes of participation can be reflected in stronger sustainability. Strategic litigation against public participation (SLAPP) involves lawsuits brought by individuals, corporations, groups, or politicians to curtail political activism and expression. An increasingly large part of the political landscape in Canada, they are often launched against those protesting, boycotting, or participating in some form of political activism. A common feature of SLAPPs is that their intention is rarely to win the case or secure a remedy; rather, the suit is brought to create a chill on political expression. Blocking Public Participation examines the different types of litigation and causes of action that frequently form the basis of SLAPPs, and how these lawsuits transform political disputes into legal cases, thereby blocking political engagement. The resource imbalance between plaintiffs and defendants allows plaintiffs to tie up defendants in complex and costly legal processes. The book also examines the dangers SLAPPs pose to political expression and to the quality and integrity of our democratic political institutions. Finally, the book examines the need to regulate SLAPPs in Canada and assesses various regulatory proposals. In Canada, considerable attention has been paid to the “legalization of politics” and the impact on the Charter in diverting political activism into the judicial arena. SLAPPs, however, are an under-studied element of this process, and in their obstruction of political engagement through recourse to the courts they have profound implications for democratic practice.

Over the past century, opinion polls have come to pervade American politics. Despite their shortcomings, the notion prevails that polls broadly represent public sentiment. But do they? In Silent Voices, Adam Berinsky presents a provocative argument that the very process of collecting information on public preferences through surveys may bias our picture of those preferences. In particular, he focuses on the many respondents who say they "don't know" when asked for their views on the political issues of the day. Using opinion poll data collected over the past forty years, Berinsky takes an increasingly technical area of research--public opinion--and synthesizes recent findings in a coherent and accessible manner while building on this with his own findings. He moves from an in-depth treatment of how citizens approach the survey interview, to a discussion of how individuals come to form and then to express opinions on political matters in the context of such an interview, to an examination of public opinion in three broad policy areas--race, social welfare, and war. He concludes that "don't know" responses are often the result of a systematic process that serves to exclude particular interests from the realm of recognized public opinion. Thus surveys may then echo the inegalitarian shortcomings of other forms of political participation and even introduce new problems altogether.
