Reconceptualising Arms Control by Neil Cooper,David Mutimer Pdf

The theory and practice of arms control seemed to have its heyday during the height of the Cold War, with its focus on the East-West conflict and nuclear arms. In the past twenty years, both arms technologies and various practices aimed at their control have continued to develop, but scholarly thinking has not kept up. This volume seeks to redress this scholarly neglect of the range of issues associated with the control of the means of violence, by asking the question: what does arms control mean in the 21st Century? In asking this question, the volume examines issues surrounding sovereignty, geopolitics, nuclear disarmament, securitization of space, technological developments, human rights, the clearance of landmines, the regulation of small arms and the control of the black market for arms and nuclear secrets. The book discusses terrorism with reference to the case of the suicide attacks in Beirut in 1983 and how the Obama administration is orientating its posture on nuclear arms. This book was published as a special issue of Contemporary Security Policy.

Strategies of Arms Control by Stuart Croft Pdf

In this groundbreaking analysis, Stuart Croft brings the subject of arms control into the era of complex, multi-polar international relations. He moves beyond the narrow definitions of the phenomenon associated with the Cold War to show how it not only has a long past, but also a clear future. The author begins by tracing the history of agreements between polities over weapons back to ancient times. An understanding of this history allows him to put forward a typology of arms control. It occurs at the end of major conflicts, stabilises balances between states, develops norms of behaviour, manages weapons proliferation, and acts as a tool of international organisations. Stuart Croft examines the evolution of these five qualitatively different strategies, and applies the typology to arms control agreements in the post-Cold War world. This definitive new study will be of interest to students in international relations and security studies, as well as specialists in these disciplines.

The Future of Arms Control by Michael A. Levi,Michael E. O'Hanlon Pdf

Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most types of arms control for outer space. This book provides a framework for an effective arms control strategy in a new age of international security.

Arms Control by Lawrence Freedman Pdf

Originally published in 1986, although the pace of arms control negotiations has been stepped up, there is still little sign of agreement. In this paper the author examines the current negotiating effort, with particular emphasis on its implications for European security. He provides an up-to-date analysis of the superpower discussions on nuclear arms control, including the impact of ‘star wars’, and also of the talks at Vienna on conventional force reductions and at Stockholm on confidence-building measures. He notes a shift in emphasis from ‘parity’ to ‘transparency’ in Western proposals, and questions whether this promises greater results than were achieved from earlier approaches. He also warns of the risks of arms control arrangements obstructing possibilities for reforming the European security system.

Arms Control in the 21st Century by Oliver Meier,Christopher Daase Pdf

This volume evaluates the impact of coercive arms control efforts to curb the spread of weapons of mass destruction in the twenty-first century. A new paradigm in arms control is gradually replacing the idea that mutually agreed restrictions on armaments can improve international security. Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the effectiveness of arms control as a conflict management instrument. While some argue that new instruments can complement and strengthen traditional, multilateral and inclusive arms control regimes, others maintain that conflicts and contradictions between coercive and cooperative arms control regimes will severely limit their effectiveness. This volume provides a forum for academics and practitioners from around the globe to discuss these developments in depth and to assess the specific strengths and weaknesses of these new instruments of arms control. This book will be of much interest to students of arms control, global governance, foreign policy and IR/Security Studies in general.

Rethinking the Unthinkable by Ivo H. Daalder,Terry Terriff Pdf

Rethinking the Unthinkable examines the future direction of nuclear arms control in the post-Cold War security environment. Believing that the new environment requires a radical rethinking of the purpose and role of nuclear weapons in international politics, the contributors address many fundamental issues influencing further US, Russian and European nuclear arms reductions. This volume is a product of the Project on Rethinking Arms Control, sponsored by the Center for International and Security Studies in Maryland.

Arms Control Policy by Marie Isabelle Chevrier Pdf

In this work, an expert on biological weapons offers a thoughtful examination of the political and technical issues that have affected the implementation of arms control agreements from the 1960s to the present. Arms Control Policy: A Guide to the Issues examines the history of the major arms control treaties since the early 1960s. It offers readers a broad understanding of the ways in which arms control agreements were negotiated and implemented during the Cold War, the international and national events that affected treaty negotiation and implementation, and how the arms control landscape has changed in the war's aftermath. Specifically, the handbook overviews the obligations contained in bilateral U.S.-Soviet/Russian and multilateral arms control agreements covering nuclear and nonnuclear weapons. It also treats such agreements as the Biological Weapons Convention, the Chemical Weapons Convention, the Treaty to Ban Land Mines, and the Treaty to Ban Cluster Munitions. The book concludes with a look at the current challenges in the implementation of arms control agreements and the future of arms control.

The Superpowers and Nuclear Arms Control by Dennis Menos Pdf

The nuclear arsenals of the United States and the Soviet Union are larger, better equipped, and deadlier than at any other time in history. This incisive book contends that the superpowers, while exhibiting enormous ingenuity in the area of arms development, have shown only a minimal interest toward the containment of arms. This is a carefully documented evaluation of the mismanagement of nuclear arms control by the superpowers, and of their failure to contain the nuclear arms race despite their involvement in the process for over a quarter of a century. Only the superpowers can reduce the proliferation of nuclear arms and in the process lessen the likelihood of nuclear war through accident, miscalculation, or crisis escalation. Yet forty-four years after Hiroshima, not a single wanted nuclear weapon has been eliminated by them. The Superpowers and Nuclear Arms Control addresses a broad spectrum of nuclear arms control issues, beginning with the history of the nuclear arms race, the lukewarm attempts by the superpowers at nuclear arms control, and the role of the nuclear havenots. The book then considers current threats to arms control evidenced by the termination of the SALT regime and plans to discard the ABM Treaty. A discussion of the congressional-executive split on numerous key arms control issues is followed by conclusions drawn from observing decades of negotiation. Comprehensive appendices contain valuable charts and other documents that reinforce the content of the text. This resource is a useful tool for arms control and disarmament activists, students, and researchers, and for the many men and women everywhere who are at a loss to understand why so little is being accomplished in this critical area.
