This book primarily explores the welfare-policy responses to the Great Recession, reform trajectories that swept across Europe over the last decade, with a final chapter that focuses on Covid-19 welfare management. The 2008 crash marked a critical stress test for European welfare states with dramatic repercussions, including a massive surge in unemployment, a widening in wage and income disparities, and rising poverty. Hikes in fiscal deficits and public debt, required to pre-empt an economic meltdown, forced policymakers to make painful cuts in welfare services to shore up public finances, thereby jeopardizing welfare support for vulnerable groups. The overall scope of welfare-policy responses is heterogeneous, disparate, and uneven. In some cases, the response to the Great Recession was accompanied by deep social conflicts, while in others unpopular crisis-management measures received broad consent from opposition parties, trade unions, and employer organizations. Alongside serious retrenchments, there have been assertive attempts to rebuild social programmes and institutions, to accommodate policy repertoires-not merely domestically but also at the EU level-to the new realities of the knowledge economy and an ageing society. Growth and Welfare in Advanced Capitalist Economies takes stock of the major economic challenges that advanced industrial democracies have faced since the early 1990s and the responses by governments to them. It has three goals: firstly, to further our understanding of how political economies have transformed over the past decades; secondly, to analyse the contribution of governments to these changes, by looking at their growth strategies and thirdly, to highlight and analyse the role of the reforms of welfare systems in this transformative change. In a nutshell, this book maps and provides general understanding of the evolution of growth regimes in advanced capitalist countries. It identifies five main growth regimes in contemporary advanced capitalist economies (three export-led and two domestic demand-led ones). To do so the book combines a supply side approach to economic growth as advocated by the Varieties of Capitalism Literature (OUP, 2001) with a demand side perspective as the recent discussion on growth models has exemplified. It argues that all political economies consist of growth regimes, which are based on a set of institutions that shape the supply side of the economy as well as on demand drivers such as government spending and private consumption. Both supply and demand are heavily shaped by the welfare state which provides for skills through education systems and stimulates demand through high social spending and private pension funds. The book focuses on the analysis of welfare reforms as growth strategies pursued by governments in an era characterised by financialization and the rise of the knowledge economy.

We know that Mario Telò has perfectly fulfilled these many wishes, in particular through his commitments towards his colleagues as well as his very active role as member and President of the Institut d’études européennes – Institute of European Studies (IEE-ULB), but also through the support that he has given numerous researchers who have completed brilliant doctoral theses under his supervision. It is difficult to pay him tribute, however, as Mario Telò has engaged in and still engages in multiple and international academic activities. We have lost count of the number of foreign invitations that have been extended to him as well as his numerous speeches to defend and to explain the need for a European area. There is little question today that processes of globalization affect national and local economies, governance processes, and conditions for economic competitiveness in the major urban regions of the world. In most liberal-democratic countries, these processes are occurring according to a rationale which attempts to combine strategies of state-supported development with increasing local-regional governmental decentralization and autonomy. Against this background, the issue of metropolitan development is being redefined worldwide, along with its institutional frameworks, modes of governance, policy instruments, and spatial planning strategies. The overarching assumption of this volume is that ‘metropolitan space’, far from being consolidated as a policy object, is currently being redefined and in some instances ‘constructed’ and contested as a scale, through a variety of policy practices related to spatial-economic development objectives. Through case studies drawn from across four continents, the authors reveal a range of interesting cross-national commonalities concerning the power that state actors, situated at various spatial scales, exert as agents in these processes.
