Recent controversies about Ronald Reagan's visit to the Bitburg military cemetery and revelations about Kurt Waldheim's past underscored the political problems inherent in Germany's military traditions and in the relationship of the army to National Socialism. The Allied victors disbanded the German armed forces after World War II, only to press for the arming of the Federal Republic of Germany under the altered political conditions of the cold war. This book is the first comprehensive narrative and analysis of the efforts of German military professionals to discover for their new army an acceptable body of tradition in the proud, ambiguous, and at times criminal history of the German soldier. The author shows that, despite a complex of political obstacles, the founders of the Bundeswehr generally succeeded in persuading the international community and Germany itself that the army of the 1950s and 1960s would not revive the militarism of the past. However, the rapidity of the military buildup was a major drawback to their reform ideas. Certain officers and NCOs in the Bundeswehr undercut changes made by the leadership, and the debate on tradition building became a major political issue in the Federal Republic and NATO. A provocative approach to evaluating civil-military relations. Dale R. Herspring considers the factors that allow some civilian and military organizations to operate more productively in a political context than others, bringing into comparative study for the first time the military organizations of the U.S., Russia, Germany, and Canada. Refuting the work of scholars such as Samuel P. Huntington and Michael C. Desch, Civil-Military Relations and Shared Responsibility approaches civil-military relations from a new angle, military culture, arguing that the optimal form of civil-military relations is one of shared responsibility between the two groups. Herspring outlines eight factors that contribute to conditions that promote and support shared responsibility among civilian officials and the military, including such prerequisites as civilian leaders not interfering in the military's promotion process and civilian respect for military symbols and traditions. He uses these indicators in his comparative treatment of the U.S., Russian, German, and Canadian militaries. Civilian authorities are always in charge and the decision on how to treat the military is a civilian decision. However, Herspring argues, failure by civilians to respect military culture will antagonize senior military officials, who will feel less free to express their views, thus depriving senior civilian officials, most of whom have no military experience, of the expert advice of those most capable of assessing the far-reaching forms of violence. This issue of civilian respect for military culture and operations plays out in Herspring's country case studies. Scholars of civil-military relations will find much to debate in Herspring's framework, while students of civil-military and defense policy will appreciate Herspring's brief historical tour of each countries' post–World War II political and policy landscapes.

At midnight on October 2, 1990, the West German armed forces took over the approximately 90,000 men comprising the National People's (East German) Army (NVA) and assumed control of its substantial arsenal. This study is an analysis of that unification from its beginning in July 1990 to the end of summer of 1993 when all applications for future service of former NVA officers and non-commissioned officers had been processed. Using numerous un-published sources and interviews, the author addresses the following areas: the organization used by the Bundeswehr and the political control exerted in the Takeover, the key decisions reached and the explanation of these decisions, the relationship of the Takeover to the new Army Structure 5 being implemented at the time, and the effect of the Takeover on the Bundeswehr's operational readiness, especially its ability to perform its new tasks identified in the spring 1991. The first scholarly study of the Takeover, this study focuses on 11 key decisions, made not only for military reasons, but also for political, economic, social, and psychological purposes. Overall, the Takeover was a success in light of the numerous goals it achieved while avoiding the outbreak of violence. The Bundeswehr achieved this success mainly because it relied on liberal democratic principles, including those comprising the unique German concept of Innere F^Duhrung (civic education and moral leadership). This book also provides an overall evaluation of the Takeover and contributes to theory-building on army amalgamations.
