Reforming Public Enterprises by R. K. Mishra,Ch Lakshmi Kumari,J. Kiranmai Pdf

Public enterprises reforms occupy the central place in the schemes of economic reforms in India. In many developing countries opting for economic reforms, public enterprise reforms have come at the beginning of the cycle of economic reforms. In India, it has not happened so and the results are there for us to see. The present book makes an attempt to present a case for reforming public enterprises in India and also the agenda for action for this purposes. It outlines the challenges ahead for public enterprises and the need for reforms viewed from the global perspective. It outlines the performance of the public enterprises and the areas requiring the attention of the reformers. It presents the case of a state in which reforms have to be carried out and the context for such reforms. It identifies regulations as one of the key component of the reforms. The book also elucidates the reform experience of some of the states. It presents a balanced view of the theory and practice of public enterprise management in the reform context. It incorporates case studies of nine public enterprises to demonstrate the need and effect of economic reforms.

Reforming the Public Sector by Giovanni Tria,Giovanni Valotti Pdf

Many countries are still struggling to adapt to the broad and unexpected effects of modernization initiatives. As changes take shape, governments are challenged to explore new reforms. The public sector is now characterized by profound transformation across the globe, with ramifications that are yet to be interpreted. To convert this transformation into an ongoing state of improvement, policymakers and civil service leaders must learn to implement and evaluate change. This book is an important contribution to that end. Reforming the Public Sector presents comparative perspectives of government reform and innovation, discussing three decades of reform in public sector strategic management across nations. The contributors examine specific reform-related issues including the uses and abuses of public sector transparency, the "Audit Explosion," and the relationship between public service motivation and job satisfaction in Europe. This volume will greatly aid practitioners and policymakers to better understand the principles underpinning ongoing reforms in the public sector. Giovanni Tria, Giovanni Valotti, and their cohorts offer a scientific understanding of the main issues at stake in this arduous process. Reforming State-Owned Enterprises in Asia by Farhad Taghizadeh-Hesary,Naoyuki Yoshino,Chul Ju Kim,Kunmin Kim Pdf

This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

Public Sector Reform by World Bank. Independent Evaluation Group Pdf

The effectiveness and efficiency of a country's public sector is vital to the success of development activities, including those the World Bank supports. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.

Evaluating Public Management Reforms by George Boyne,Catherine Farrell,Jennifer Law,Martin Powell,Richard Walker Pdf

Governments across the world are pursuing reform in an effort to improve public services. But have these reforms actually led to improvements in services? Evaluating Public Management Reforms develops a framework for a theory-based evaluation of reforms, and then uses this framework to assess the impact of new arrangements for public service delivery in the UK. This book: * identifies the conceptual and practical problems of finding clear criteria for evaluating reforms * focuses on the shifts in public management towards markets and competition, towards the publication of performance indicators, and from larger to smaller organizations * considers what impact these reforms have had on the efficiency, responsiveness and equity of services * comprehensively reviews the evidence on the effects of reform on health care, housing and education * discusses the implications for public sector management.

Public Sector Reforms in Developing Countries by Charles Conteh,Ahmed Shafiqul Huque Pdf

The ability to manage government departments and operations has become less important than the ability to navigate the complex world of interconnected policy implementation processes. Public sector reform policies and programmes, as a consequence, are a study in the complexities of the institutional and environmental context in which these reforms are pursued. Building on theory and practice, this book argues that advancing the theoretical frontlines of development management research and practice can benefit from developing models based on innovation, collaboration and governance.

This book is informative and readable. It will be of interest to anyone wanting to learn about the development of the Chinese economy in general and the reforms of state-owned enterprises in particular. The data and in-depth discussion presented in the book will appeal to academics as well as policymakers. Yin-Fang Zhang, Journal of the Asia Pacific Economy China watchers will welcome a book which provides a detailed insight into the two pillars of that economy: the state-owned enterprises (SOEs) and the state-owned banks (SOBs). This is a scholarly work, rich in detail. Shelagh Heffernan, The Financial Regulator For China to sustain her transformation requires that she tackle reform of her state-owned enterprises (SOEs) and banks. This book comprehensively assesses the scale of the problem, reviews previous reforms and suggested solutions. Finally the authors propose their own reform agenda, sensitive to Chinese realities. Michael Artis, European University Institute, Italy This is an excellent study of the nexus between the effects of party control, the soft budget of state-owned enterprise (SOEs) and the financial fragility of the state-owned banking system (SOBs) in China. It is both sympathetic and knowledgeable about the problems of achieving reform and progress. Beautifully written, it should become the most influential work in this field in the English-speaking world. Charles A.E. Goodhart, London School of Economics, UK This book s starting point is that after two decades of experiments, during which other transition economies have effectively privatised all of their former state enterprises, China is still endeavouring to find a way to reinvent and re-engineer its own state-owned economic establishments. The authors explore these reforms along with the problems of China s state-owned banks, which have long been troubled by the adverse loans of Chinese enterprises and face foreign competition in 2007 under China s WTO commitments. Drawing on wide-ranging case studies of enterprise reform, Becky Chiu and Mervyn Lewis combine their extensive experience to give an authoritative account of China s enterprise and bank reform agenda, involving property rights, improved corporate governance and stimulating enterprise. This book will be of great interest to business economists, academic economists and those following the development of the Chinese economy.
