The movement toward greater openness represents a change of philosophy, ethos, and government and a set of interrelated and complex changes that transform markets altering the modes of production and consumption, ushering in a new era based on the values of openness: an ethic of sharing and peer-to-peer collaboration enabled through new architectures of participation. These changes indicate a broader shift from the underlying industrial mode of production—a “productionist” metaphysics—to a postindustrial mode of consumption as use, reuse, and modification where new logics of social media structure different patterns of cultural consumption and symbolic analysis becomes a habitual and daily creative activity. The economics of openness constructs a new language of “presuming” and “produsage” in order to capture the open participation, collective co-creativity, communal evaluation, and commons-based production of social and public goods. Information is the vital element in the “new” politics and economy that links space, knowledge, and capital in networked practices and freedom is the essential ingredient in this equation if these network practices are to develop or transform themselves into 'knowledge cultures'. The Virtues of Openness investigates the social processes and policies that foster openness as an overriding educational value evidenced in the growth of open source, open access, and open education and their convergences that characterize global knowledge communities. The book argues that openness seems also to suggest political transparency and the norms of open inquiry, indeed, even democracy itself as both the basis of the logic of inquiry and the dissemination of its results. The Virtues of Openness examines the complex history of the concept of the open society before beginning a systematic investigation of openness in relation to the book, the “open text” and the written word. These changes are discussed in relation to the development of new open spaces of scholarship with their impact upon open journal systems, open peer review, open science, and the open global digital economy.

The focus of this inquiry, by the Science and Technology Committee, was the support by the UK Government for the Beagle 2 project developed as part of the European Space Agency's (ESA) Mars Express mission. The Committee found the Government showed enthusiasm for this project, but was unable to provide a guaranteed financial backing for the development of a lander, resulting in a failure to secure sufficient sponsorship income, which was subsequently seen to have a detrimental impact on the project's success. The Committee feels, that Government needs to put in place a system that can deal with major financial commitments at short notice. In hindsight, the development of the lander and orbiter separately is seen as wrong, impeding the flexible co-ordination of the mission, leading to tensions between the Beagle 2 consortium, ESA and other contractors. Further, there was a lack of co-ordinated oversight between these three groups, and therefore a failure to identify important weaknesses in the mission. Despite the failure of Beagle, the Committee does see some positive potential for future projects, both in scientific and educational benefits, but that the costs of such projects would benefit from greater participation by other organizations.

This report indicates that the oversight of research integrity in the UK is unsatisfactory. The Science and Technology Committee concludes that in order to allow others to repeat and build on experiments, researchers should aim for the gold standard of making their data fully disclosed and made publicly available. The report examines the current peer-review system as used in scientific publications and the related issues of research impact, data management, publication ethics and research integrity. The UK does not seem to have an oversight body for research integrity covering advice and assurance functions across all disciplines and the Committee recommends the creation of an external regulator. It also says all UK research institutions should have a specific member of staff leading on research integrity. The report highlights concerns about the use of journal Impact Factor as a proxy measure for the quality of research or of individual articles. Innovative ways to improve current pre-publication peer-review practices are highlighted in the report, including the use of pre-print servers, open peer review, increased transparency and online repository-style journals. The growth of post-publication peer review and commentary also represents an enormous opportunity for experimentation with new media and social networking tools, which the Committee encourages. There should also be greater recognition of the work-sometimes considered to be a burden-carried out by reviewers, by both publishers and employers. In order to do this, publishers need to have in place systems for recording and acknowledging the contribution of those involved in peer review.
