In February 2013, a delegation of Dutch technicians working in Indonesia handed over the book “For Profit and Prosperity”, dealing with the Dutch contribution to public works in Indonesia during the period 1800–2000, to dr. ir. Suyono Sosrodarsono, who was Director General of Water Management (1966-1982) and Minister of Public Works (1983-1988) in Indonesia. In his expression of thanks, dr. ir. Suyono Sosrodarsono noticed that important information was missing in the book, especially in the field of irrigation in modern Indonesia. He suggested that Dutch participants of the irrigation projects in Indonesia since 1965 should provide the missing information by putting their memories on paper. This suggestion was adopted and has resulted in the present anthology, focusing on the rehabilitation and creation of a few irrigation projects with Dutch assistance during the period 1965-2014. Apart from purely technical information, legal frameworks, policies and programs are treated, as well as systems regarding water management, settlement, training and education. Special attention is given to the problematic nature of the West Tarum Canal and to Indonesia’s unique tidal and non-tidal swamp development. This thesis presents analysis of the status of IWRM implementation along with the challenges with regards to policy and institutional measures as well as the required basin information and management instruments. The research entailed a detailed analysis of water resources systems based on a case study from the Awash River Basin in Ethiopia, covering the historical and present state of the challenges and gaps in policies, institutional arrangements and management instruments. The status quo of practical water management, implications of plausible management alternatives in terms of their impact to future water availability, demand fulfilment, patterns of use, and sustainability of the environment were examined. Moreover, the interlinkages and dynamics between key water dependent resources sectors, broadly categorized into water, energy, food, and ecosystems (WEFE) was explored to identify key tradeoffs and synergies. This was deliberated as to improving the synchronization of sectoral plans and resources management programs, thereby fast-tracking the coordination process in IWRM. Overall, the research provides a clearer understanding of the system-wide problems, structural challenges and possible future consequences regarding the management and sustainability of the entire water resource system. Ultimately the purpose is to set in motion new strategies and mechanisms to improve the implementation of the currently applied IWRM framework in the context of the SDGs.
Legislating for an ecosystem approach to fisheries – Revisited by Food and Agriculture Organization of the United Nations Pdf
The ecosystem approach to fisheries (EAF) is a risk-based management process for the planning, management, development, regulation and monitoring of fishing and fishing-related activities. EAF addresses ecological consequences of fishing as well as social, economic and institutional aspects of fisheries sustainability. Adequate legislation and regulatory frameworks are key to successful implementation of the EAF. The continuous review and update of information on legislation and regulatory instruments require the analysis of existing legal frameworks at all levels of governance, to assess whether they remain in force, valid and aligned with international fisheries law standards, including the EAF. The present work was prepared with a view to provide current information on how the EAF is being implemented through national legal frameworks of selected countries in Africa. It revisits a previous legal study prepared by Anniken Skonhoft and published by FAO in 2011. A decade later, based on the scope of that study, the present work provides updated data and contributes to the knowledge on the current global and regional legal frameworks for an EAF, which are vital for EAF implementation purposes. This update also re-analysed certain countries’ national legislation and their evolution with respect to capturing the EAF requirements. Ultimately, the present work supports the legal implementation of an EAF for a holistic, integrated and innovative way of managing fisheries that promotes the participation of all relevant stakeholders and the use of best available knowledge for decision making, whilst balancing the human dimensions with the care for the environment, habitats, ecosystems and biodiversity related with fishery resources on which they depend.
