Flak-Catchers explores the ways in which riot commissions-the institutional bodies appointed by an executive in the aftermath of a race riot to determine a riot timeline, investigate causes, and offer prescriptions for change-have dealt with racial violence in the United States over the last century. In studying five American riots and their commissions this book shows that riot commissions only serve to give the appearance of strong and responsive government action during uncertain times. They primarily benefit the instituting body by focusing on a restoration of law and order while undermining any larger civil rights message.

Thousands of people in dozens of countries took to the streets when world food prices spiked in 2008 and 2011. What does the persistence of popular mobilization around food tell us about the politics of subsistence in an era of integrated food markets and universal human rights? This book interrogates this period of historical rupture in the global system of subsistence, getting behind the headlines and inside the politics of food for people on low incomes. The half decade of 2007–2012 was a period of intensely volatile food prices as well as unusual levels of popular mobilization, including protests and riots. Detailed case studies are included here from Bangladesh, Cameroon, India, Kenya and Mozambique. The case studies illustrate that political cultures and ways of organizing around food share much across geography and history, indicating common characteristics of the popular politics of provisions under capitalism. However, all politics are ultimately local, and it is demonstrated how the historic fallout of a subsistence crisis depends ultimately on how the actors and institutions articulate, negotiate and reassert their specific claims within the peculiarities of each policy. A key conclusion of the book is that the politics of provisions remain essential to the right to food and that they involve unruliness. In other words, food riots work. The book explains how and why they continue to do so even in the globalized food system of the 21st century. Food riots signal a state unable to meet a principal condition of its social contract, and create powerful pressure to address that most fundamental of failings. .

Riots in Literature addresses representations of crowd disorder as manifestations of popular politics, including colonial and postcolonial contexts. The terms used to describe disorder are themselves, of course, contested. Words like “mob,” “demonstration” and “protest,” not to mention “riot’ itself, denote a particular perspective based on an elitist taxonomy for dealing with social and cultural phenomena in society. Of primary concern is the way in which the text describes and designates crowd behaviour using the language of denigration, metaphors of the primitive and animalistic, brutal images, and silences, and where the mediation of the event is expressed in terms of the binary order/disorder. The actual political power wielded by the underprivileged city dwellers before the twentieth century has received little scholarly attention or has been downplayed. Researchers often described urban inhabitants as having little influence over both their lives and on the politics of their day. The elite were perceived as having firm control over the political process. The seven essays in this reader analyze urban riots that broke out in major Latin American population centers between 1765 and 1910. Inspired by the works of Eric Hobsbawm and George Rud_, the authors find that the participants in these riots were far from irrational. The crowds responded to specific social provocation and attacked property rather than people. When taken together these essays challenge the notion that prior to 1910 power was strictly in the hands of the elite. Lower-class city residents, too, held strong opinions and acted on their convictions. Most important, their voices were not unheeded by those who officially wielded power and implemented social policies.
