This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

This thesis, a single case study, focuses on the manner in which Belarus handles the sovereignty that it acquired during the implosion of the Soviet Union. Various Belarusian factors likely to generate or to foster national identity and state independence are examined. None of them (ethno- cultural patterns, institutions and politics, attitudes of the Belarusian people) gives reason for optimism. Belarusian national identity is poorly developed and unable to serve as a formative factor in nation-building. In addition, Belarus shows a high economic dependence on Russia. Thus, the country pursues a course of close alignment with its former overseer. Belarus and Russia have initiated an integration process, the real aims of which are unclear. Bilateral treaties remain largely unimplemented, while the countries' leaders make contradictory statements about the possibility of a Belarusian-Russian unification. For Russia, this inconsistency reflects a lack of consensus on the issue within the government and among the various political factions. In the absence of an agreed-upon foreign policy in the 'near abroad', Russian nostalgia for Slavic unity and the loss of the Empire further complicates the debate. Hence, the future of a sovereign Belarus or the form of a Belarusian-Russian political alignment is still to be decided.

The concept of presidentialization of politics means that parties tend to adjust by becoming ‘presidentialised’ in the sense that parties delegate their leaders-as- Presidents to shape both their electoral and governing strategies. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.
