L'évaluation des politiques publiques dans les collectivités territoriales remonte au début des années 90. Largement impulsée par l'Europe, elle s'est d'abord imposée dans les régions, puis dans les départements et les grandes collectivités comme un outil au service de la démocratie locale. Il met en perspective les raisons d'évaluer, aux échelons territoriaux, des politiques de plus en plus complexes censées répondre aux principes et aux enjeux du développement durable, au moment où les marges des budgets publics se restreignent fortement et où le niveau d'exigence s'accroît sous la pression des transferts de compétences. L'ouvrage présente donc en quoi ce contexte peut ou non être porteur dans la mise en place d'une démarche d'évaluation dans les collectivités, selon leurs motivations. Il traite des questions concrètes que se posent, à propos de l'évaluation des politiques qu'ils/elles mettent en oeuvre, les décideurs publics, élu-e-s et managers, ainsi que toutes les personnes chargées de conduire techniquement l'évaluation ou d'intervenir lors de son élaboration. Les auteures s'appuient sur leur expérience professionnelle, en collectivité et en cabinet, sur leur implication au sein du réseau développé par la Société française de l'évaluation (SFE) depuis 1999 et sur une enquête auprès de responsables d'évaluation reconnu-e-s.
