Safe and free by Council of Europe Pdf

How does democratic security interact with democracy, human rights and the rule of law? How can the Council of Europe help its member states guarantee security for citizens through their commitment to democratic norms? The European continent is facing today a democratic crisis and fresh impetus is required to enhance democratic security. As the most comprehensive pan-European organisation, the Council of Europe is uniquely placed to play a substantial role in this regard, thanks both to its specific mandate and its vast expertise in the field. In partnership with the Strasbourg-based National School of Administration (ENA) the Council of Europe organised a series of debates providing an intellectual framework to examine the challenges facing democratic security. Eminent personalities from politics, civil society and the academic world shared their views, and their contributions are collected in this publication.

Safe Spaces, Brave Spaces by John Palfrey Pdf

How the essential democratic values of diversity and free expression can coexist on campus. Safe spaces, trigger warnings, microaggressions, the disinvitation of speakers, demands to rename campus landmarks—debate over these issues began in lecture halls and on college quads but ended up on op-ed pages in the New York Times and the Wall Street Journal, on cable news, and on social media. Some of these critiques had merit, but others took a series of cheap shots at “crybullies” who needed to be coddled and protected from the real world. Few questioned the assumption that colleges must choose between free expression and diversity. In Safe Spaces, Brave Spaces, John Palfrey argues that the essential democratic values of diversity and free expression can, and should, coexist on campus. Palfrey, currently Head of School at Phillips Academy, Andover, and formerly Professor and Vice Dean at Harvard Law School, writes that free expression and diversity are more compatible than opposed. Free expression can serve everyone—even if it has at times been dominated by white, male, Christian, heterosexual, able-bodied citizens. Diversity is about self-expression, learning from one another, and working together across differences; it can encompass academic freedom without condoning hate speech. Palfrey proposes an innovative way to support both diversity and free expression on campus: creating safe spaces and brave spaces. In safe spaces, students can explore ideas and express themselves with without feeling marginalized. In brave spaces—classrooms, lecture halls, public forums—the search for knowledge is paramount, even if some discussions may make certain students uncomfortable. The strength of our democracy, says Palfrey, depends on a commitment to upholding both diversity and free expression, especially when it is hardest to do so.

Making Healthcare Safe by Lucian L. Leape Pdf

This unique and engaging open access title provides a compelling and ground-breaking account of the patient safety movement in the United States, told from the perspective of one of its most prominent leaders, and arguably the movement’s founder, Lucian L. Leape, MD. Covering the growth of the field from the late 1980s to 2015, Dr. Leape details the developments, actors, organizations, research, and policy-making activities that marked the evolution and major advances of patient safety in this time span. In addition, and perhaps most importantly, this book not only comprehensively details how and why human and systems errors too often occur in the process of providing health care, it also promotes an in-depth understanding of the principles and practices of patient safety, including how they were influenced by today’s modern safety sciences and systems theory and design. Indeed, the book emphasizes how the growing awareness of systems-design thinking and the self-education and commitment to improving patient safety, by not only Dr. Leape but a wide range of other clinicians and health executives from both the private and public sectors, all converged to drive forward the patient safety movement in the US. Making Healthcare Safe is divided into four parts: I. In the Beginning describes the research and theory that defined patient safety and the early initiatives to enhance it. II. Institutional Responses tells the stories of the efforts of the major organizations that began to apply the new concepts and make patient safety a reality. Most of these stories have not been previously told, so this account becomes their histories as well. III. Getting to Work provides in-depth analyses of four key issues that cut across disciplinary lines impacting patient safety which required special attention. IV. Creating a Culture of Safety looks to the future, marshalling the best thinking about what it will take to achieve the safe care we all deserve. Captivatingly written with an “insider’s” tone and a major contribution to the clinical literature, this title will be of immense value to health care professionals, to students in a range of academic disciplines, to medical trainees, to health administrators, to policymakers and even to lay readers with an interest in patient safety and in the critical quest to create safe care.

Seeking Safety by Lisa M. Najavits Pdf

This manual presents the first empirically studied, integrative treatment approach developed specifically for co-occurring PTSD and substance abuse. For persons with this prevalent and difficult-to-treat dual diagnosis, the most urgent clinical need is to establish safety--to work toward discontinuing substance use, letting go of dangerous relationships, and gaining control over such extreme symptoms as dissociation and self-harm. The manual is divided into 25 specific units or topics, addressing a range of different cognitive, behavioral, and interpersonal domains. Each topic provides highly practical tools and techniques to engage patients in treatment; teach "safe coping skills" that apply to both disorders; and restore ideals that have been lost, including respect, care, protection, and healing. Structured yet flexible, topics can be conducted in any order and in a range of different formats and settings. The volume is designed for maximum ease of use with a large-size format and helpful reproducible therapist sheets and handouts, which purchasers can also download and print at the companion webpage. See also the author's self-help guide Finding Your Best Self, Revised Edition: Recovery from Addiction, Trauma, or Both, an ideal client recommendation.

Strategic Narratives, Public Opinion and War by Beatrice De Graaf,George Dimitriu,Jens Ringsmose Pdf

This volume explores the way governments endeavoured to build and maintain public support for the war in Afghanistan, combining new insights on the effects of strategic narratives with an exhaustive series of case studies. In contemporary wars, with public opinion impacting heavily on outcomes, strategic narratives provide a grid for interpreting the why, what and how of the conflict. This book asks how public support for the deployment of military troops to Afghanistan was garnered, sustained or lost in thirteen contributing nations. Public attitudes in the US, Canada, Australia and Europe towards the use of military force were greatly shaped by the cohesiveness and content of the strategic narratives employed by national policy-makers. Assessing the ability of countries to craft a successful strategic narrative, the book addresses the following key areas: 1) how governments employ strategic narratives to gain public support; 2) how strategic narratives develop during the course of the conflict; 3) how these narratives are disseminated, framed and perceived through various media outlets; 4) how domestic audiences respond to strategic narratives; 5) how this interplay is conditioned by both events on the ground, in Afghanistan, and by structural elements of the domestic political systems. This book will be of much interest to students of international intervention, foreign policy, political communication, international security, strategic studies and IR in general.

Safe Enough Spaces by Michael S. Roth Pdf

From the president of Wesleyan University, a compassionate and provocative manifesto on the crises confronting higher education In this bracing book, Michael S. Roth stakes out a pragmatist path through the thicket of issues facing colleges today to carry out the mission of higher education. With great empathy, candor, subtlety, and insight, Roth offers a sane approach to the noisy debates surrounding affirmative action, political correctness, and free speech, urging us to envision college as a space in which students are empowered to engage with criticism and with a variety of ideas. Countering the increasing cynical dismissal—from both liberals and conservatives—of the traditional core values of higher education, this book champions the merits of different diversities, including intellectual diversity, with a timely call for universities to embrace boldness, rigor, and practical idealism.
