This book examines citizenship as practiced in China today from a variety of angles. Citizenship in China—and elsewhere in the Global South—has often been perceived as either a distorted echo of the ‘real’ democratic version in Europe and North America, or an orientalized ‘other’ that defines what citizenship is not. By contrast, this book sees Chinese citizenship as an aspect of a connected modernity that is still unfolding. The book focuses on three key tensions: a state preference for sedentarism and governing citizens in place vs. growing mobility, sometimes facilitated by the state; a perception that state-building and development requires a strong state vs. ideas and practices of participatory citizenship; and submission of the individual to the ‘collective’ (state, community, village, family, etc.) vs. the rising salience of conceptions of self-development and self-making projects. Examining manifestations of these tensions can contribute to thinking about citizenship beyond China, including the role of the local in forming citizenship orders; how individualization works in the absence of liberal individualism; and how ‘social citizenship’ is increasingly becoming a reward to ‘good citizens’, rather than a mechanism for achieving citizen equality. The transformation of ‘regular’ citizens into deportable ‘irregular’ citizens involves the removal of the rights, duties, and obligations of citizenship. This includes unmaking citizenship through official revocation or denationalization, as well as through informal, extra-legal, and unofficial means. The book features stories about struggles over removal and return, deportation and repatriation, rescue and abandonment. The book features eleven ‘acts of citizenship’ that occur in the context of deportation and anti-deportation, arguing that these struggles for rights, recognition, and return are fundamentally struggles over political subjectivity – of citizenship. The triple disaster that struck Japan in March 2011 forced people living there to confront new risks in their lives. Despite the Japanese government’s reassurance that radiation exposure would be small and unlikely to affect the health of the general population, many questioned the government’s commitment to protecting their health. The disaster prompted them to become vigilant about limiting their risk exposure, and food emerged as a key area where citizens could determine their own levels of acceptable risk. Food Safety after Fukushima examines the process by which notions about what is safe to eat were formulated after the nuclear meltdown. Its central argument is that as citizens informed themselves about potential risks, they also became savvier in their assessment of the government’s handling of the crisis. The author terms this “Scientific Citizenship,” and he shows that the acquisition of scientific knowledge on the part of citizens resulted in a transformed relationship between individuals and the state. Groups of citizens turned to existing and newly formed organizations where food was sourced from areas far away from the nuclear accident or screened to stricter standards than those required by the state. These organizations enabled citizens to exchange information about the disaster, meet food producers, and work to establish networks of trust where food they considered safe could circulate. Based on extensive fieldwork and interviews with citizens groups, mothers’ associations, farmers, government officials, and retailers, Food Safety after Fukushima reflects on how social relations were affected by the accident. The author vividly depicts an environment where trust between food producers and consumers had been shaken, where people felt uneasy about their food choices and the consequences they might have for their children, and where farmers were forced to deal with the consequences of pollution that was not of their making. Most poignantly, the book conveys the heavy burden now attached to the name “Fukushima” in the popular imagination and explores efforts to resurrect it.

The history of Canada was prepared by a writer thoroughly familiar with the events which he has recorded. Beginning with the earliest settlement of the country, he has discussed, with great clearness, the influences which developed its peculiar form of Government. The recognition of the French language and the Roman Catholic religion by the Treaty of Paris, in 1763, had the effect of attaching very strongly to the British Crown the inhabitants of Lower Canada, and it was this circumstance perhaps, more than any other, that prevented them from uniting with the other thirteen colonies in the Convention which met in Philadelphia, in 1774, to remonstrate against the Stamp Act and the other duties imposed upon goods imported into the colonies. The subsequent events which led to the establishment of a Parliament in Upper and Lower Canada, in 1791, will be found both interesting and instructive.
