Excerpt from Safe Citizenship, Or, Canadian and American Citizenship: An Historical Parallel of All Great Events in Canada and the United States, Bimetallism, Gold and Silver Coinage, Tariffs, Etc;, Fully Explained, Different Systems of Government, Compared and Expounded In preparing this volume the aim of the publishers has been to present as clearly as possible to their Canadian readers the leading events in the history of Canada and the United States, and the characteristics of citizenship in the two countries, respectively. The history of Canada was prepared by a writer thoroughly familiar with the events which he has recorded. Beginning with the earliest settlement of the country, he has discussed, with great clearness, the influences which developed its peculiar form of Government. The recognition of the French language and the Roman Catholic religion by the Treaty of Paris, in 1763, had the effect of attaching very strongly to the British Crown the inhabitants of Lower Canada, and it was this circumstance perhaps, more than any other, that prevented them from uniting with the other thirteen colonies in the Convention which met in Philadelphia, in 1774, to remonstrate against the Stamp Act and the other duties imposed upon goods imported into the colonies. The subsequent events which led to the establishment of a Parliament in Upper and Lower Canada, in 1791, will be found both interesting and instructive. Several contributors deal with the quality of Canadian citizenship and the principle of distributive justice applied to all citizens. Others offer a "lament" for the Canadian nation, analysing and explaining why the vision of Canadian citizenship as an allegiance to the federation did not succeed in overcoming the varied loyalties pulling Canadians in different directions. Some authors celebrate this failure, arguing that maintaining dual alliance to the nation and province is more important. The essays reflect a consensus that Canada and Canadians have failed to give their citizenship meaning. One explanation for this, offered by the editor William Kaplan, is that Canadians are private about their patriotism, even if it is deeply felt. If Canadian citizenship is to endure, that patriotism will have to be more strongly and publicly expressed.
