Public Service Management and Asylum by Kirsty Strokosch Pdf

Co-production occurs when citizens actively participate in the design and delivery of public services. The concept and its practice are of increasing interest among policymakers, public service managers and academics alike, with co-production often being described as a revolutionary solution to public service reform. Public Service Management and Asylum: Co-production, Inclusion and Citizenship offers a comprehensive exploration of co-production from the public administration and service management perspectives. In doing so, it discusses the importance of both streams of literature in providing a holistic understanding of the concept, and based on this integration, it offers a model which differentiates co-production on five levels. The first three refer to the role of the public service user in the design and delivery of services (co-construction, participative co-production and co-design) and the other two focus on inter-organisational relationships (co-management and co-governance). This model is applied to the case of asylum seekers in receipt of social welfare benefits in Scotland to explore the implications for social inclusion and citizenship. It argues that as public service users, asylum seekers will always play an active role in the process of service production and while co-production does not provide asylum seekers with legal citizenship status, if offers an opportunity for asylum seekers to act like citizens and supports their inclusion into society. It will be of interest to researchers, academics, policymakers, public services managers, and students in the fields of public management, public administration, organizational studies.

Migration: Policies, Practices, Activism brings together a range of scholarly research papers to examine the place of international migration in the modern world, starting with the overview of migration and development by Alejandro Portes. There are many aspects to migration today which are treated in this collection, including new patterns of migration flows, asylum and the handling of refugees, multiculturalism, religious and cultural diversity, identity formation among immigrant communities, and the impact of migration upon social and economic development. Chapters in this book look at a variety of migration case studies, including aspects of international migration in Europe; movement from sub-Saharan Africa northwards; movement from Albania to Italy; a comparison of the USA and Germany; the entry of international brides to South Korea; and the concept of diversity and its use in the study of the outcomes of migration. This is a stimulating collection which looks at many facets of the phenomenon. This book was originally published as a special issue of Ethnic and Racial Studies.

Social justice and social policy in Scotland by Gerry Mooney,Gill Scott Pdf

Social justice and social policy in Scotland offers a critical engagement with the state of social policy in one of the devolved nations of the UK, a decade after the introduction of devolution. Promoting greater social justice has been held up as a key vision of successive Scottish administrations since devolution began. It is argued throughout this important book that the analysis of Scottish social policy must therefore be located in wider debates around social injustice as well as about how the devolution process affects the making, implementation and impact of social policy. Social justice and social policy in Scotland focuses on a diverse range of topics and issues, including income inequalities, work and welfare, criminal justice, housing, education, health and poverty, each reflecting the themes of social inequality and social justice. This book will be essential reading for academics, researchers, policy makers and practitioners as well as students of social policy and of society in Scotland and other devolved nations.

Social Policy for Social Work, Social Care and the Caring Professions by Janine Bolger Pdf

Since devolution in 1999, social policy within Scotland has burgeoned. The Scottish Parliament has a range of powers in relation to key policy areas including social work, education, health, child care, child protection, law and home affairs, and housing. These powers and the existence of a distinct legal tradition in Scotland means that social work practice has developed a distinctive style, attuned to the particular needs of Scotland. Scottish distinctiveness however, has rarely been properly represented in textbooks on either social policy or social work. This innovative text offers comprehensive coverage of the discipline of social policy and its central relevance to social work, social care and related practice in Scotland. Designed to complement teaching and study associated with the new Honours degree in Social Work (Scottish Executive 2003), it fills a notable gap in the literature on this subject and will be essential reading for students, professionals and academics within a variety of health and social care occupations.

Interpreting and Translating in Public Service Settings by Raquel De Pedro Ricoy,Isabelle Perez,Christine Wilson Pdf

Translation, interpreting and other forms of communication support within public sector settings constitute a field which deals, quite literally, with matters of life and death. Overshadowed for many years by interpreting and translating in other domains, public sector interpreting and translating has received growing attention in recent years, with increasingly mobile populations and human rights, diversity and equality legislation shining the spotlight on the need for quality provision across an increasing range and volume of activities. Interpreting and Translating in Public Service Settings offers a collection of analytically-grounded essays that provide new insights into the reality of the interaction in public sector settings and into the roles and positioning of the participants by challenging existing models and paradigms. Issues of local need, but with global resonance, are addressed, and current reality is set against plans for the future. The triad of participants (interpreter/translator, public sector professional and client) is investigated, as are aspects of pedagogy, policy and practice. Empirical data supports the study of topics related to written, spoken and signed activities in a variety of professional settings. Bringing together academics and practitioners from different countries in order to explore the multidisciplinary dimension of the subject, this collection should serve as a valuable reference tool, not only for academics and students of public sector interpreting and translating, but also for practising linguists, providers of language services and policy makers.

Immigration under New Labour by Somerville, Will Pdf

Lurid headlines on every aspect of migration have been a consistent feature of the last decade, from worries over asylum seekers to concerns about unprecedented economic immigration from Eastern Europe. This book presents the first comprehensive account of government policy on immigration over the last ten years, providing an in-depth analysis of policy and legislation since Tony Blair and New Labour were first elected. The account begins by placing policy change under Labour in their proper historical context, before examining the key policy themes - economic migration; security; integration; asylum; delivery - of the last decade. Through an analysis of such policy themes, the author contends that immigration policy has undergone an intense and innovative transformation in the period from May 1997 to May 2007. Arguing that a more plural system of governance exists, the author challenges traditional accounts of policy development. By addressing the various influences on immigration policymaking, from globalisation, the European Union and the law, to politics, the media and the networks of special interests, he seeks to provide a holistic explanation for the transformation of immigration policy. The author concludes with an evaluation of Labour's immigration reforms, and whether government policy can be judged a success. The book will be of interest to policymakers, academics, students studying immigration, and readers interested in serious current affairs.

International Covenant on Economic,Social and Cultural Rights,Twenty-First Report of Session 2003-04,Report,Together with Formal Minutes,Minutes of Evidence and Appendices by Great Britain: Parliament: Joint Committee on Human Rights Pdf

The Joint Committee on Human Rights examined the implementation of the UN International Covenant on Economic, Social and Cultural Rights in the UK. Domestic legislation protects many of the economic, social and cultural rights, with the Covenant itself having little impact in UK domestic law. The Committee believes that there is scope for incorporating further protection of rights in the UK, by enshrining some of the guarantees contained in the Covenant. Further, that for the Covenant rights to be effective, they should be part of a framework for government policy development, and that Government along with the Commission for Equality and Human Rights should develop ways of measuring the progress of these rights. The Committee also recommends, that explanatory notes to Bills, should include discussion of the Bills compatibility with Covenant rights, which is a way of enhancing the scrutiny of proposed Government legislation. Furthermore, the Committee recommends the introduction of an Equality Bill, to address the concerns of discrimination faced by ethnic minorities and persons with disabilities in employment, housing and education.
