Serving Teen Parents in a Welfare Reform Environment by Helene Stebbins Pdf

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 presents states with new opportunities and flexibility to design programs for teen parents. This report summarizes how welfare reform has changed the environment for teen parents dependent on welfare. The report presents research findings on the costs of supporting teen parents and the benefits of delaying childbirth, and summarizes the provisions of the new legislation that relate directly to teen parents and state services for this population. The report then presents the components of a comprehensive policy for teen parents based on recommendations of researchers, state program administrators, direct service providers, and policymakers who met in 1996 to discuss the impact of the new welfare legislation on teen parents. The role of state governors in developing an effective and comprehensive teen parent policy is also explored. The report's four appendices include summaries of findings from evaluations of teen parent programs, acknowledgment of state experimentation in serving teen parents, a listing of the participants in the policymaking meeting, and a listing of information resources. Women at the Margins by J Dianne Garner,Rosemary Sarri,Josefina Figueira-Mcdonough Pdf

A compelling look at the crisis of disadvantaged women This powerful document takes a sobering look at the phenomenon of marginalized women pushed to the edges of society, holding on with the barest of hope and extraordinary bravery. Handicapped by the increasing societal inequality they face as an everyday fact of life, these women (and in many cases, their children) have been disconnected from the mainstream for reasons of age, race, gender, health, incarceration, domestic abuse, unwanted pregnancy, unemployment, and economic circumstance. They are poor in an affluent society, powerless in a powerful nation, and the suffering caused by their exclusion is poignant and troubling. Eloquently illustrated with poetry, art, and prose created by marginalized women, Women at the Margins: Neglect, Punishment, and Resistance makes a compelling argument for social change. The book offers a no-holds-barred look at how economic restructuring, welfare reform, neo-conservative ideology, and institutional exclusion have locked women into subservient, substandard roles, stripping them of their citizenship and rendering them expendable. Diverse authors track the life cycle of marginalized women, from teenage pregnancy to the lonliness of older women in poverty or prison. Women at the Margins: Neglect, Punishment, and Resistance addresses: the effects of welfare reform the forgotten group: women in prison and jail low-income women and housing women marginalized by substance abuse, poverty, and incarceration teenage pregnancy children and their incarcerated mothers recidivism and reintegration women, law, and the justice system and much more! Women at the Margins: Neglect, Punishment, and Resistance acknowledges the long history of the inequality faced by women living in exclusion but focuses on the present with a hopeful but realistic eye toward the future. It is an indispensible resource for sociology, social work, legal and penal system professionals, and academics, and an essential read for everyone.

Social Capital and Welfare Reform by Jo Anne Schneider Pdf

In this groundbreaking study, Jo Anne Schneider considers the reasons behind the limited success of most welfare reform initiatives and offers evidence-based recommendations for enhancing the effectiveness of welfare policy. Schneider draws on her rich and nuanced ethnographic studies of Philadelphia, Milwaukee, and Kenosha, Wisconsin to clarify the role of social capital for both individuals and institutions. She shows that the social relationships and patterns of trust that enable people to gain access to resources like government services, organization funding, and jobs are crucial in helping families achieve their goals. Schneider examines the complex ways in which social capital functions in conjunction with economic, human, and cultural capital, and explores social capital dynamics among government, nonprofits, and congregations that together provide the welfare support system. Social Capital and Welfare Reform is compulsory reading for researchers and students in social work, sociology, anthropology, public policy, education, community psychology, social psychiatry, and non-profit and public administration as well as policy makers interested in welfare reform, poverty, and nonprofits.
