Why is it difficult to design innovative IT? by Siri Wassrin Pdf
It may seem strange to claim that it is difficult to design innovative information technology (IT) in a time when the technological progress leaps forward like never before. However, despite the numerous opportunities that this rapid progress provides, we often design IT that is similar to existing artifacts, making IT design incremental rather than radical. At the same time, IT innovations are pointed out as crucial to meet the societal challenges we are facing, not least in the public sector, including a growing and older population, increasing demands from citizens and reduced tax revenues. This calls for us to better understand why it is difficult to design innovative IT. Previous research on this topic have mainly focused on human and social aspects, not paying close attention to IT. In this thesis, it is suggested that the sociomaterial theory agential realism can help shed light on the role of IT in innovative IT design, acknowledging the sociomateriality of IT. Thus, the overarching aim of this thesis is to apply agential realism on an empirical case in order to explore and explain why it is difficult to design innovative IT. To fulfill the aim, a qualitative case study was conducted in publicly funded healthcare. The empirical case is an example of an attempt to design innovative IT in a healthcare context. The empirical material was generated through participant observations, including video recordings, and semi-structured interviews. The material was analyzed in several rounds, with and without a theoretical lens. In the agential realist analysis, IT has been viewed as entangled with the world. The analysis focused on what boundaries IT produced and how these boundaries were consequential for what was possible and impossible to design. The thesis illustrates how IT is produced and productive in terms of both matter and meaning, and thus, is agential – IT makes differences in the world. What is possible to design is not only constrained by social structures but by the materiality of IT, what boundaries IT helps produce and the material-discursive practices that enact IT. Innovative IT design means to design material configurations that produce boundaries that are different from what have been enacted before and, thus, deviate from existing material-discursive practices. However, it is difficult to deviate from these since material-discursive practices are agential and define what boundaries are meaningful and legitimate. Hence, it is difficult to design innovative IT since innovative IT design has to both enact boundaries that deviate from agential material-discursive practices and also gain legitimacy. Through this explanation, the thesis makes an explanatory knowledge contribution which differs from and adds to earlier explanations. It also makes a contribution to conceptualizing the IT artifact by emphasizing IT as sociomaterial and providing examples of how IT can be understood as produced, productive, agential and entangled. Finally, the thesis also makes an empirical and methodological contribution in the sense that it demonstrates how an agential realist case study can be conducted in the field of Information Systems. Med denna förklaring ger avhandlingen ett kunskapsbidrag och bidrar till ny förståelse för varför det är svårt att designa innovativ IT. Avhandlingen bidrar också till att konceptualisera IT-artefakten genom att betona ITs sociomaterialitet och att ge exempel på hur IT kan förstås som producerad, producerande, agentiell och entangled. According to the EU Commission, the heating and cooling sector must sharply reduce its energy consumption and cut its use of fossil fuel in order to meet the EU's climate and energy goals. In the Nordic countries, a lot of effort has already been put to make heat production and consumption energy efficient and to decrease the emissions. To disseminate these experiences and good practices wider in Europe, and to identify further needs for co-operation, this study attempts to identify the common approaches of the Nordic countries towards the EU’s heating and cooling strategy and Winter Package regulation. This report describes the results of the work based on Pöyry’s analysis of the current heating and cooling sector practices and regulation in the Nordic countries, and interviews of the regulators and energy industry representatives from each country.

Guaranteeing third country national workers robust equal treatment with regard to working conditions and pay is a crucial condition for avoiding social dumping, exploitation, and other reasons for regime shopping within the EU. However, Member States are still reluctant to compromise control of their borders and their labour markets. The EU legislation adopted is, as a result, fragmented and full of solutions that give Member States an extensive margin of room for manoeuvre. In this book six distinguished European labour law academics discuss how three EU directives on labour migration – the Single Permit Directive, the Blue Card Directive, and the Directive on Seasonal Employment – interact with the labour migration systems of France, Germany, Italy, Poland, and Sweden – five countries with very different characteristics and approaches to implementation. Concrete issues dealt with in each country include the following: – conditions for granting work permits; - reasons for withdrawing a work permit; - how long a migrant worker can stay; - whether a migrant worker can bring his or her family; - employment and labour rights of migrant workers; - migrant workers' access to social rights; - how a migrant worker may enforce rights; - sanctions for violations of applicable provisions; and - potential for permanent status for a migrant worker. For each of these issues the authors analyse to what extent national legislators have been ready to adapt their national systems in order to fulfill the aims of the EU directives. They also identify unintended, or at least not explicit, effects of the implementation process. The authors clearly reveal whether the ambitions of the EU when initiating this process can be detected in the implementation process, and how implementation of the three directives have changed and could change national law on these issues. As the first in-depth analysis of how the intersection of migration and labour law and their impact on labour and employment relations play out in the EU context this book brings important insights to the growing literature in this field. The analysis will be of particular interest to national legislators, but is also sure to be warmly welcomed by academics and practitioners in fields related to labour and employment and migration.

Measures to abate emissions of Short-Lived Climate Pollutants (SLCP) are to varying degrees already in place in the Nordic countries. To reduce emissions beyond current emission projections, additional measures are required. Both technical measures, such as improved technologies, and non-technical measures, such as promoting behavioral changes favoring reduced emissions are discussed in this report. The overall objective of this project is to improve the Nordic emission inventories of Short Lived Climate Pollutants. This report presents results from the third and final phase of the project, an assessment of efficient measures to reduce emissions of Short-Lived Climate Pollutants (SLCP) in the Nordic countries.
Utilisation of Excess Heat Towards a Circular Economy by Sofia Päivärinne Pdf
In order to significantly lower the environmental impact from human activities, numerous efforts and approaches related to the transformation of human activities have developed during the last decades. Examples of such efforts are policies and strategies at different levels, some with a top-down approach focusing on extensive institutional changes, and some with a bottom-up approach focusing on industrial actors and industry-led activities. One essential aspect of these efforts concerns the energy used producing the products and services provided within our society. This includes, for example, improved efficiency of processes in order to minimise the amount of energy used, or optimisation of efficiency by using energy with the lowest possible exergy value. It can also be about re-use of energy, which is the focus of this thesis. Heat, which is the main by-product of all energy systems, can be utilised for heating purposes to lower the primary energy demand for heating. Increased utilisation of excess heat, however, requires collaboration between normally unrelated actors, those with a supply of and those demanding excess heat. In Sweden, which is a Northern European country with high demand for heat, the tradition of large energy-intensive manufacturing industries generating large amounts of excess heat, in combination with well-established district heating distribution systems, constitute good conditions for excess heat utilisation. Despite the fact that Sweden is among the world leaders in utilising excess heat, there is however, still a large unutilised potential. From this background, the objective of this thesis is to identify challenges behind excess heat utilisation for heating purposes, and to propose practical suggestions to facilitate expanded excess heat utilisation. The overall objective is analysed with a focus on drivers and barriers behind interorganisational collaborations on excess heat utilisation, important components of interorganisational business models and how the technical conditions regarding supply and demand could be facilitated by strategic municipal spatial planning processes. The research is largely based on interviews conducted with societal actors with different perspectives on excess heat utilisation; energy companies, industries generating high-grade excess heat, facilities generating low-grade excess heat, facilities demanding low-grade excess heat, experts of utilisation of low-grade excess heat, branch organisations, municipal spatial planners, energy- and climate advisors, and developers. Document studies have been conducted in order to collect case specific knowledge. The research questions are explored based on literature studies on the principles of industrial symbiosis, business model perspective and strategic planning. Further, they are examined in a Swedish context. It is concluded that the three perspectives complement each other by providing a system perspective on increased utilisation of excess heat as they seek to contribute both environmental and financial benefits at both a company and societal level. In order to facilitate further utilisation of excess heat it is important to focus on the organisational factors of humility, honesty, transparency, trust, fine-grained information transfer, joint problem solving, and shared visions of common goals, which are important conditions behind development of functional and long-term durable collaborations. Business models for collaboration could contribute to the creation of these organisationally important conditions. Such business models could also provide knowledge on how to create and capture joint values. For some collaborations involving actors lacking the technical knowledge related to the capturing and distribution of excess heat, a third-party providing services related to the technical knowledge required could be beneficial. Collaborations in which one of the actors consists of an energy company often entail the technical knowledge required. This implies that different collaborations involving different types of actors and under different prevailing financial, technical and organisational conditions require customised and flexible business solutions. Local authorities could, through their overall function, initiate interorganisational collaborations on excess heat within the framework of municipal spatial planning. The results do however show that the investigated planning processes could develop more extensive stakeholder participation to include further societal actors related to excess heat. More extensive stakeholder participation, have the potential to initiate new development of collaborations on excess heat between normally unrelated actors, both with and without involvements of third-party knowledge brokers. A broader participation is also expected to result in increased knowledge on how to plan to further facilitate the condition of excess heat utilisation.

This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Participation of people in all ages is one of the main goals in Swedish disability policy. Despite this, ageing and becoming old with intellectual disability has been given very little attention in policy documents and guidelines regarding support and service provided for this group. This thesis aims to explore ageing and participation among older people with intellectual disabilities who live in a group homes in accordance to the Swedish Disability Act. The focus has been on the group of people who were born before or around 1960. This group belongs to a generation that share unique experiences. They have lived a long life with disability, and they have experienced first-hand the development of the Swedish disability policy that started in the 1960s and resulted in today’s disability policy. These experiences carried through life course are likely to influence this group’s opportunities to participate as they age and reach later life. The thesis has a multiple methodological approach. Participant observations were executed and combined with individual semi-structured interviews with older people with intellectual disabilities as well as group home staff. The results of this thesis show that there is a discrepancy between how older people with intellectual disabilities experience ageing and later life and how these in turn are described by the staff. The thesis also reveals how aging and becoming old is not given particular attention to in everyday discussions in the group home, and that aging is understood mainly as a physical phenomenon. The results show that the formal organizational culture of the group home is weak in relation to ageing and becoming old with intellectual disability. This is because the staff perceives a lack of preparation, discussion and working methods on how to support participation among older residents. The results also show, however, that the residents’ age does play an important role for the staff’s perceptions and attitudes regarding participation of the older residents. The concept of participation is described and operationalized as a social contextual doing, and as an aspiration to create a sense of coherence or experience of meaning and security at home. Finally, this thesis underlines that the life course unique to persons growing old with intellectual disabilities may influence the opportunities for and the experience of participation in the group home.
Organizing Language Interpreting Services in Elderly and Emergency Healthcare by Christina Lundin Pdf
With an increasing migrant population there is a growing need to organize interpreting practices in healthcare in order to deliver equitable high-quality care. This thesis focuses on healthcare institutions’ organization of interpreting services. The aim of the study was to explore interpreting practices in a healthcare context by comparing two different healthcare areas – elderly and emergency healthcare. The study aimed to highlight the impact of the organizational and institutional context. This study was designed as an explorative and descriptive qualitative study including 79 healthcare professionals with experience of interpreting practices recruited via purposeful sampling in elderly and emergency healthcare. Data were collected through individual and focus-group interviews and analysed with inductive qualitative content analysis. The main findings show that the processes and structures around interpreting practices were complex and mainly linked to individual and interpersonal levels and, to a limited extent, to the institutional level. On the institutional level the Public Procurement Act was the only formal policy to follow. On individual and interpersonal level interpreting practices were structured by self-established informal workplace routines developed by the professional groups. The norms and routines used was determined by access to interpreters, time aspects, characteristics of the care given, health conditions and the person’s problem, expectations and requests from the person and also from healthcare professionals. There were wishes for improvement, with better flexibility in access to professional interpreters, training for users and interpreters, and also better technical solutions and equipment. In conclusion, the use of interpreters was rooted in the organizational environment of interpreting practice, including the availability of laws, policy and guidelines, and closely related to individuals’ language skills, cultural values and social factors. The use of professional interpreters was based on the nature of care in context and access to interpreters and determined by health professionals’ estimation of the person’s current health status in order to deliver fast and individualized care based on humanistic values. Thus, it is important to consider organizational framework and cultural awareness when formulating interpreting practices adapted to the context, and formal guidelines in order to achieve the aim of personcentered and equal health care.
