The relevance of applied economic and social analysis stands or falls with the strength of the analytical tools, on the one hand, and the appropriateness of the underlying data framework, on the other hand. Whereas virtually all economic and sociological research focuses on the analytical tools, this book deals with the design of an appropriate data framework. In many countries, it is not so much a lack of data per se that is the problem. Official statistics often comprise a wealth of information, laid down in many different publications. The main difficulty then relates to the lack of integration of these statistics, so that all kinds of events that are interrelated in reality can only be studied in isolation. Of course, the lack of integration of statistics applies less to economic data, as the national accounts function as a coordinating information system for these data. In fact, an important aim of this book is to demonstrate that the basic principles of national accounts can and should be extended to a wider range of statistics, notably social and environmental statistics. For this purpose, a so-called System of Economic and Social Accounting Matrices and Extensions (SESAME) is designed and applied in this book, following its announcement in the 1993 System of National Accounts, the guidelines of the United Nations and other international organizations.

Those familiar with input-output analysis know well that compilation of input-output tables is a difficult statistical work. The very first input-output tables (e.g. such as those for the United States economy in 1919 and 1929 or for the Federal Republic of Germany in the fifties) were the results of applied economic research. But soon after, official statistical bodies, who understood that input-output tables consistent with national accounts can very much improve the quality of economic statistics, started systematic work in this field. It was also obvious that international exchange of experience can be useful. The two main internatio nal fora in which discussion of input-output compilation took place were the international input-out put conferences and United Nations bodies. Already at the First International Conference on Input-Output Techniques (Driebergen 1950) several authors analysed the relations between input-output tables and national accounts. The topic was also on the programme of the Second Conference (Varenna 1954). At the Third Conference (Geneva 1961) standardization of input-output statistics was a topic of a panel discussion of eight experts. The relevant papers, which are still of interest, can be found in published conference proceedings.

It has become a complement to randomized control trials (RCTs), as governments and donors become interested in documenting impacts beyond the treated, comparing the likely impacts of alternative interventions, and designing complementary interventions to influence program and policy impacts. It is also a tool for impact evaluation where RCTs are not feasible. Chapters 1-4 motivate and present the basics of impact simulation, including how to design a LEWIE model, how to estimate the model, and how to obtain the necessary data. The remaining chapters provide a diversity of interesting real-world applications and extensions of the basic models. The applications include evaluations of the impacts of cash transfers for the poor, ecotourism, global food-price shocks, irrigation projects, migration, and corruption. Each chapter provide readers with the tools they need to conduct their own local economy-wide impact evaluations. All models and data used in this book are available on-line.
