Scholars have long argued that political participation tends to increase with economic and social modernization. In this study of Turkey, however, the author shows that rapid socio-economic growth has coincided with a substantial decline in turnout at the polls. His ecological analysis of subnational aggregate voting data for the sixties and the explanation of his startling findings form the core of this up-to-date and comprehensive survey of Turkey's political development. Turkey is one of very few countries to combine rapid socio-economic change with a democratic system. The author demonstrates that in this context modernization tends to increase autonomous, instrumental, and class-based political participation, and to decrease mobilized, deferential, and communal-based political participation. The topics he examines include: social cleavages and the party system; distribution of land and income; geographical and social mobility; access to education; regional variations in voting turnout; urban-rural differences in voting behavior; socio-economic correlates of voting activity and party votes; and patterns of participation among peasants and the urban poor. But in democracies around the world—rich and poor, Western and non-Western—there is growing evidence of low or declining public confidence in parties. In membership, organization, and popular involvement and commitment, political parties are not what they used to be. But are they in decline, or are they simply changing their forms and functions? In contrast to authors of most previous works on political parties, which tend to focus exclusively on long-established Western democracies, the contributors to this volume cover many regions of the world. Theoretically, they consider the essential functions that political parties perform in democracy and the different types of parties. This book presents an in-depth analysis of the role played by the EU accession process in Turkey’s democratic evolution and in the empowerment of the Justice and Development Party (AKP) in the early 2000s. Often moving against the grain of consolidated analytical positions, the author finds that the accession process can have a critical impact on the political evolution and institutional setting of an aspiring member state that goes well beyond the simple Europeanization process (or EU accession conditionality). In the case of Turkey, that process created the essential conditions and environment for the country’s political modernization by helping the emergence of a “periphery” (including Kurds, “conservative” Muslims and non-Muslims) that secularism had pushed into a marginal, secondary status in Turkish society. Turkey’s gradual evolution in an authoritarian direction, following the stalling of the EU accession process, offers further proof of the decisive role that the EU accession can play in a country’s democratic advancement. The book additionally indicates how Turkey’s EU-driven democratic evolution for a number of years had important implications in terms of regional and global order.
