Many who critique democracy as practiced in East Asia suggest that the Confucian political culture of these nations prevents democracy from being the robust participatory type, and limits it to a spectacle designed to create obedience from the public. Certainly some East Asian nations have had elections for decades, but for democracy to be meaningful, a country needs an active public sphere, political tolerance, egalitarian beliefs, and vigorous political participation. The Asian-values debate focuses on whether the creation of this optimal version of democracy in East Asian nations will be hindered by their shared Confucian cultural heritage and at the centre of this debate is whether there is an active political culture in East Asia that allows citizens to freely discuss, debate, and disagree about politics. With Japan as its focus, this book examines the role of social networks and political discussion in Japanese political culture and asks whether discursive participatory democracy is indeed possible in East Asia. In order to answer this question the authors undertook the largest academic political survey ever conducted in Japan to give the book exceptional empirical credence. This data reveals how the Japanese people interact politically, concluding that through the powerful influence of social networks on Japanese political behaviour, Japan has a more globalized and less hierarchical society where Confucian culture is not dominant and where creation of a vibrant civil society is possible. In those days people were more related on each other. As there has been no social solution in cases of illness or unemployment, for instance, the family was the only solution to help one in such crises. Furthermore the people were living together in tribes , where all generations came together, so the group-feeling was very strong. Nowadays people, especially in the Western cultures, try to create a system of individuality and independence: children should be reared in a way that they are become independent very early and more generations families living in same house together are hardly to find. But of course there are still areas where networks play an important role. Looking in the internet, for instance, one can find an immense number of networks and communities. Although individuality is quite important, furthermore networks play a more and more important role in the business world, as researchers found out that economy is a compact netting of social networks. (Krupp 1996: 290) But Nevertheless, the role of social networks differs between the cultures. In Japan, for instance, business networks have existed for hundreds of years and play an essential role, while Western cultures have just started to discover their importance in business. As the Japanese economy is playing an increasingly important role as a leader and economic superpower in the world (second largest economy on the globe) (De Mente 2005: 140), one may assume that by copying the Japanese networks, one can also copy their success. By looking at these Japanese networks and analysing them, this essay will try to prove, that the Western cultures can learn and benefit from these networks. To make the origin of the Japanese networks understandable to the reader the second chapter is going to look at the main aspects of the Japanese society. The third chapter looks at the networks in Japan and their role in Japanese business, starting with the first form Zaibatsu, from its beginning until the Second World War.

Popular Democracy in Japan examines a puzzle in Japanese politics: Why do Japanese women turn out to vote at rates higher than men? On the basis of in-depth fieldwork in various parts of the country, Sherry L. Martin argues that the exclusion of women from a full range of opportunities in public life provokes many of them to seek alternative outlets for self-expression. They have options that include a wide variety of study, hobby, and lifelong learning groups—a feature of Japanese civic life that the Ministry of Education encourages. Women who participate in these alternative spaces for learning tend, Martin finds, to examine the political conditions that have pushed them there. Her research suggests that study group participation increases women’s confidence in using various types of political participation (including voting) to pressure political elites for a more inclusive form of democracy. Considerable overlap between the narratives that emerge from women’s groups and a survey of national public opinion identifies these groups as crucial sites for crafting and circulating public discourses about politics. Martin shows how the interplay between public opinion and institutional change has given rise to bottom-up changes in electoral politics that culminated in the 2009 Democratic Party of Japan victory in the House of Representatives election.

Through the narratives of fifty activists in eight overlapping issue areas—global governance, labor, food sovereignty, peace, HIV/AIDS, gender, minority and human rights, and youth—Another Japan is Possible examines the genesis of these new social movements; their critiques of neoliberalism, militarism, and nationalism; their local, regional, and global connections; their relationships with the Japanese government; and their role in constructing a new identity of the Japanese as global citizens. Its purpose is to highlight the interactions between the global and the local—that is, how international human rights and global governance issues resonate within Japan and how, in turn, local alternatives are articulated by Japanese advocacy groups—and to analyze citizenship from a postnational and postmodern perspective.
