Hidden Debt by Martin Melecky Pdf

The COVID-19 crisis, which has sent economies in South Asia and around the world into a deep recession, has highlighted South Asia’s rising debt levels and sizable hidden liabilities. State-owned enterprises, state-owned commercial banks, and public-private partnerships have been at the center of the rising debt wave and the latest pandemic response. Historically,South Asia has relied on these direct public interventions more than other regions. The interventions have helped governments tackle key development challenges and rapidly deliver relief measures during crises. However, because of their inefficiencies and weak governance, the interventions are also a significant source of public indebtedness and macrofinancial risks. Hidden Debt examines the trade-off between tackling development challenges through direct state presence in the market and avoiding unsustainable debt due to economic inefficiencies of such off†“balance sheet operations, which greatly leverage public capital. The study recommends a reform agenda based on the four interrelated principles of purpose, incentives, transparency, and accountability (PITA). The reforms can mitigate the risks that off†“balance sheet operations will become the source of the next financial crisis in South Asia.

Southeast Asia beyond Crises and Traps by Boo Teik Khoo,Keiichi Tsunekawa,Motoko Kawano Pdf

This book examines five countries in South East Asia that are instructive case studies of how the region has had to negotiate pathways of development beyond crises and traps. At two ends of just one decade, 1997–2007, Indonesia, Malaysia, the Philippines, Thailand and Vietnam all had to weather the shocks of an East Asian financial crisis and a global financial crisis. Some economies might have buckled completely under those shocks and been condemned to long-term stagnation. Yet these five economies, part of the larger Asian region, emerged with continued if slower economic growth. An important theme of this book is that their resilience has been partly derived from the pursuit of growth and competitiveness along less known or recommended pathways. The chapters of this book take a novel approach to South East Asia’s search for growth and improvement. They do not begin by evaluating how far macro-level performances would take a particular country towards high-income status. Instead they provide original insights into actual cases of intermediate ways of achieving growth, upgrading and income improvement in non-privileged sectors. Such cases may hold more relevant lessons for the majority of developing countries than the experiences of highly developed economies.

South Asia by Pradumna Bickram Rana,John Malcolm Dowling Pdf

This timely book reviews how South Asia is rising to the challenge of globalization. In particular, how are South Asian countries maximizing the benefits of globalization whilst minimizing its costs? What lessons have these countries learned from the East Asian financial crisis? What actions have they taken at the national, regional, and global level? Some important topics covered in this book include policy reforms and economic integration in South Asia, comparisons between South Asia (mainly India) and China, and economic linkages between South Asia and East Asia including the possibility of an integrated Pan-Asia similar to the European Union. Academics, researchers, students, policymakers and observers of South Asian, and more broadly Asian, economic development and integration will want to read this book.

South Asian Economic Development by Moazzem Hossain,Rajat Kathuria,Iyanatul Islam Pdf

South Asia's developing nations have been enjoying moderate to high growth over the past decade before the global recession began. This new edition provides an up-to-date guide to the growing markets in South Asia. It offers an analysis of the changes and consequences of high sustainable growth, investigating what has been achieved in the region during the last ten years from a macroeconomic viewpoint, identifying new challenges and clearly defining what has driven the boom. The first part of the textbook presents an analysis of how South Asia is rated against Southeast and East Asia in recent decades in economic and social terms. The second part of the text focuses on South Asia's economic development over 1990s and mid-2000s, and the third and final part identifies those major governance issues, which were responsible for South Asia's underperformance both socially and economically. It is widely recognised that globalisation enhanced global trade, and that trade further increased the region’s prosperity. Embracing the view that economists can no longer regard themselves as technocratic guardians of neutral policy advice, the book advocates for a shift in focus from policy reform per se to the more challenging task of implementing institutional reform that will invigorate the capability of the political leadership to bring about rapid, sustained and poverty-reducing growth in South Asia. The central task would be to re-direct the focus of governments in South Asia in order to ensure that the core functions of the state stable, non-distortionary policy climate, a secure foundation of law, investment in basic education, health and infrastructure, protection of the vulnerable and adapting with the climate change are efficiently provided. At the same time, the reform agenda must be sensitive to the goal of ensuring that durable democratic institutions, traditions and values are preserved. This is a fundamental challenge, but one that must be met in order to secure the emergence of a prosperous South Asia in the early part of the twenty-first century. This textbook will be useful for students and researchers in Development Economics, Business Economics, Development Studies and Asian Studies.

Asia Beyond the Global Economic Crisis by Satoshi Inomata Pdf

The characteristic feature of the recent Global Economic Crisis is the speed and extent of the shock transmission. The development of cross-national production networks in recent years has significantly deepened the economic interdependency between countries, and a shock that occurs in one region can be swiftly and extensively transmitted to the rest of the globe. The sudden contraction of world trade and output is a negative outcome of this intertwined global economic system. Based on the method known as international input-output analyses, this book provides a detailed examination of the mechanics of shock transmission by probing the labyrinth of complex supply networks among nations.

Economic Reform Processes in South Asia by Philippa Dee Pdf

While South Asia’s economic reform initiatives of the last two decades were often born in crisis, this alone does not account for their occurrence. This book looks at the processes and institutional arrangements behind these reforms, and analyses what lessons can be learnt about how South Asia can improve its policy efficiency. The book develops ideas about how to overcome the political restraints to reform by drawing on recent theories of political economy and policy learning. It tests these ideas against authoritative case studies of actual reform initiatives in South Asia, which illustrate processes and institutional arrangements that have helped South Asian governments to sustain reform efforts, even in the absence of a strong political base. This offers valuable lessons for the global economy as it moves into a phase of rebalancing, with the structural adjustments that this will require. The book goes on to identify weaknesses that could be addressed by South Asian national governments and regional forums. It is an important contribution to studies on South Asian Politics and International Political Economy

Economic Successes in South Asia by Shahrukh Rafi Khan Pdf

This book analyses economic successes in South Asia and the reasons why they emerge by offering an in-depth analysis of a few case studies against the backdrop of overall policy context and economic performance of these countries. Offering a brief comparative review of South Asia in a global context, the book shows that the region remains an economically and socially lagging region. The author argues that within South Asia, most countries demonstrate examples of economic or social success. This book explores such successes that provide lessons for other South Asian countries and beyond. Case studies include the textile industry and microcredit in Bangladesh, information technology in India, forestry management in Nepal, surgical and sports goods in Pakistan, and human development in Sri Lanka. At the macro level, the book discusses India’s catch-up growth first given the country’s global importance and because of the prominence of the debate on its catch-up growth to development economics. A novel addition to the literature with its focus on successful initiatives with broad policy implications, this book will be of interest to researchers in the field of development economics, development studies and South Asian Studies, in particular South Asian policy.
