Review of the Fund’s Capacity Development Strategy—Towards a More Flexible, Integrated, and Tailored Model by International Monetary Fund. Institute for Capacity Development Pdf

Capacity Development (CD), comprising technical assistance and training, fosters economic development by improving human capital and institutions in member countries. Every five years, the IMF reviews its CD Strategy to ensure that CD continues to be of high quality and well-focused on the needs of its members. This review calls for CD to become more flexible, integrated with the Fund’s policy advice and lending, and tailored to respond to member needs. The review benefitted from the recent independent evaluation of the Fund’s CD and a wide range of inputs, including internal and external consultations, surveys of recipients and development partners, staff background studies and recommendations of an External Advisory Group. The vision for CD is informed by the Fund’s comparative advantages and surveillance priorities. The proposals of the current review center around the six key areas: (1) strengthening CD prioritization and integration; (2) enhancing the funding model; (3) strengthening monitoring and evaluation; (4) modernizing modalities; (5) enhancing field presence; and (5) strengthening human resources policies for staff working on CD.

An IMF mission visited Peru in June 2023. This mission was the third engagement with the Central Bank of Peru (BCRP) aimed at enhancing staff capacity for engaging directly with key stakeholders on strategic and policy matters regarding Central Bank Digital Currency (CBDC). Building from ongoing virtual support, the mission initially assisted the BCRP to deliver a CBDC white paper, and a survey to gauge the reactions to a proposed CBDC. Also, the mission delivered an operating manual for guidance when considering innovation challenges as potential modalities for CBDC concept development. Off the back of the publication of the white paper, and on request of the BCRP, a physical mission worked with the BCRP to host an inaugural industry-wide stakeholder engagement on CBDC between June 19 and June 23, 2023. This strategic engagement marked a significant milestone for the BCRP, facilitating a candid assessment of stakeholder support for CBDC. Nine recommendations along three strategic themes surfaced from the robust and dynamic interactions.

Mauritania requested capacity development from the Fiscal Affairs Department on carbon taxation, fossil fuel pricing and fiscal aspects of hydrogen development. This is a high-level summary of the technical assistant and the recommendations provided to the authorities. The report assesses options to gradually introduce a carbon tax to bring the country in line with its Nationally Determined Contribution for 2030 and net-zero pledge for 2050, including targeted support for vulnerable households. It then reviews approach to price fossil fuel products and proposes a revised methodology better aligned with international petroleum markets, along with a fiscally neutral smoothing mechanism to mitigate the impact of abrupt price changes on Mauritanian consumers. Finally, the report evaluates fiscal aspects related to the development of the low and zero-emissions hydrogen to ensure the country continues to position itself as an attractive investment destination without foregoing future revenue streams.

Uganda: PFM Climate Assessment by Arturo Navarro,Matthew K Quillinan,Jyoti Rahman,Ms. Natalia Salazar,Mr. Eivind Tandberg,Tjeerd Tim Pdf

Uganda has committed to an ambitious climate change mitigation and adaption agenda. To achieve this, the country has developed a sound framework to enhance climate change sensitivity across public financial and public investment management. The framework clearly allocates responsibilities, enhances coordination, and requires the identification of climate expenses in the budget documentation. However, gaps remain in some key regulations, primarily on project appraisal, and some initiatives are in early stages of implementation and need further guidance and training. The Climate Public Investment Management Assessment proposes reforms across multiple areas, underscoring as priority areas project appraisal and selection, and budgeting and portfolio management.
