China and India's spectacular economic rise over the last two decades has accelerated their trade and investment flows with the Middle East and North Africa (MENA), particularly with the oil-producing countries. And while these flows are still small, China and India's presence in the region is on the rise. This report focuses on the following questions: what have been evolution and the impact of MENA's trade and investment relations with China and India? what actions can be taken to maximize the benefits from these relations and to enhance MENA's international integration? The main findings indicate that the region as a whole has benefited from the rise of China and India in terms of better terms of trade, significant increases in oil and gas exports, and cheaper imports. However, producers of industrial goods have been negatively-and in a few cases severely-affected by competition with the two Asian countries in both third and domestic markets. While China and India are investing more in MENA, they are contributing very little to job creation or to the transfer and diffusion of technology. Faster growth in the two Asian countries-and the associated higher demand for energy-will increase revenues from oil and the difficult choices associated with their management. For the labor-abundant, non oil-producing countries, competition with China and India will increase. But the lack of competitive manufacturing industries and services, the insufficient attention given in the past to building technological capabilities and promoting openness and entrepreneurship are constraining their ability to respond to competition. They need to accelerate productivity to tackle unemployment, especially among youth. This may require the broader institutional changes seen in China and India-suggesting the importance of a pragmatic reform agenda that can accelerate productivity, trade, and investment in the region.

The popular grievances that have fueled the Arab Spring since 2010 demonstrate that past development paradigms have failed to achieve the inclusive and sustainable growth expected by Arab populations. Countries in the Middle East and North Africa (MENA) region have failed to develop a strong private sector that is linked with global markets, survives without state assistance, and generates productive employment for young people. One key symptom of this maldevelopment is that, with the exception of the petroleum sector, MENA remains the least trade-integrated region in the world. The Deauville Partnership, launched by the Group of Eight (G8) in Deauville, France, in May 2011, is thus strategic and timely. At the request of the G8, this report provides an analytical framework for increasing trade and foreign direct investment (FDI) for Egypt, Jordan, Libya, Morocco, and Tunisia (the Partnership countries ). Increased trade and FDI is a key means by which Partnership countries can achieve a path of sustainable growth that reduces youth unemployment. Moreover, trade and investment can also show short-term results. The G8 countries, Turkey, the Gulf states, and other Deauville partners can help the new Arab democracies achieve their objectives in two main ways: by effectively expanding market opportunities and by supporting domestic regulatory reforms. To start implementing a long-term vision of increased trade and investment integration, based on an integrated economic space in the Mediterranean basin, the Deauville Partnership could focus on five priority areas. These are helping Partnership countries adapt to a fast-changing trade, FDI, and jobs landscape; improving market access opportunities and market regulations; fostering competitiveness, diversification, and employment; facilitating trade and mobilizing trade finance and diaspora resources; and promoting inclusiveness, equity, and sustainability of the structural transformation brought about by the process of integration. The success of the Arab political awakening will greatly depend on the emergence of such an economic awakening that can generate quality employment for the millions of young Arab men and women who seek jobs and a decent life.

This book grew out of a series of my doctoral essays and discussion with Fulbright scholar, Mr. Tasawar Baig and Professor David Earnest at Old Dominion University. Some ideas and thoughts were also inspired by Professor Robert Putnam at the Harvard University John F. Kennedy School of Government and Professor Zbigniew Kazimierz Brzezinski (former US National Security Advisor) when they did lectures and special discussion with me at Old Dominion University in 2009 and 2012, respectively. In The Third Wave (1991), Samuel Huntington explains various sociopolitical factors caused radical political changes in developing countries. His analysis shows that for Africa, the main obstacle for building democracy is economy, While for East Asia and the Middle East, the major obstacle are culture and religion. Huntington’s analysis oversimplified the driving factors of democratization in specific case, such as China, a hybrid of Capitalist economy and communist politics. This paper measures the current democratization of Chinese politics from three perspectives: social capital, rapid economic development and radical social movement. Thus, the grand question is whether these factors can lead to a regime change in China? The author draws a conclusion that the radical political change is possible but not desirable in Chinese politics. In the eyes of rising Chinese middle Class, a Singaporean political transformation or South Korean democratization is more favored than radical democratization. Following the US Presidential election, China went through a one week meeting of the 18th National Congress starting on November 8, 2012. Without much surprise, Xi replaced Hu, becoming the core of Chinese communist power. The power transition seems to be smooth in Chinese media coverage. However, anecdotes, rumors, unofficial reports and foreign news exposed the political battle behind the stage. President Xi is now facing a stark different situation compared to Hu. Today, China is the world’s second largest economy. At the same time, China is experiencing rising mass disturbance every year. As a non-democracy, leaders’ past experience, network and personality can greatly influence state policies. With more people getting rich and educated, the mass claim the mismatch between Chinese politics and economy. Other than changing domestic Chinese politics, China has drawn much attention internationally. China’s presence in Africa and the Middle East tightens the nerves of U.S. policy makers. Is China a peaceful or benign riser? Where is China heading toward? What interests are Chinese companies pursuing and what strategies are they using globally? The book investigates these questions in different chapters. Globalization is the current trend. As a propeller, China’s participation in global trade greatly shapes world order. In return, global trade also produced effects on China’s domestic labor market, particularly on the traditional Chinese women labors. This book is a sound recipe integrating both faces of China domestically and internationally.
