The movement toward community policing has gained momentum in recent years as police and community leaders search for more effective ways to promote public safety and to enhance the quality of life in their neighborhoods. Chiefs, sheriffs, and other policing officials are currently assessing what changes in orientation, organization, and operations will allow them to benefit the communities they serve by improving the quality of the services they provide.Community policing encompasses a variety of philosophical and practical approaches and is still evolving rapidly. Community policing strategies vary depending on the needs and responses of the communities involved; however, certain basic principles and considerations are common to all community policing efforts.To date, no succinct overview of community policing exists for practitioners who want to learn to use this wide-ranging approach to address the problems of crime and disorder in their communities. Understanding Community Policing, prepared by the Community Policing Consortium, is the beginning of an effort to bring community policing into focus. The document, while not a final product, assembles and examines the critical components of community policing to help foster the learning process and to structure the experimentation and modification required to make community policing work.Established and funded by the U.S. Department of Justice, Bureau of Justice Assistance (BJA), the Community Policing Consortium includes representatives from the International Association of Chiefs of Police (IACP), the National Sheriffs' Association, the Police Executive Research Forum (PERF), and the Police Foundation. BJA gave the Consortium the task of developing a conceptual framework for community policing and assisting agencies in implementing community policing. "This paper suggests that the past model of police professionalism has been updated as a result of technology and federal funding. Sklansky explains that 1960s police professionalism was not about tactics, such as random patrol, but rather about the governing mindset behind policies. By the early 1980s, this professional policing model was discredited, giving birth to community policing, which also focused more on ideas and policy and less on tactics. Community policing was seen to have shortcomings, such as being vague and not reducing serious crime. Today, professional policing is mounting a comeback. Community policing, however, is still valuable. Although the community policing model is incomplete, a model of "advanced community policing" could address unanswered specifics about the nature of community policing that would help law enforcement agencies, police researchers, and the public resist the persistent pull of police professionalism. This report provides guidance in helping police and community leaders develop successful mediation programs for addressing citizen complaints against police officers. The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties. The second chapter outlines the potential benefits of mediation for police officers, citizen complainants, police accountability, community policing, the complaint process, and the criminal justice system. The third chapter discusses the key issues in developing a mediation program for citizen complaints against police. Among the issues addressed are voluntary participation, case eligibility, the mediation of racial and ethnic-related complaints, the mediation of complaints by women, potential language and cultural barriers, case screening, police discipline and accountability, and getting both sides to the table. Other issues addressed pertain to the mediation session itself and the enforcement of agreements. Chapter four presents results from a survey of existing citizen complaint mediation programs. Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.
