In November 2011, the Nordic Prime Ministers commissioned the Nordic Council of Ministers to launch a new cross sectoral initiative for green growth. The Prime Ministers’ commission was based on the report, The Nordic Region – leading in green growth, prepared by a Nordic working group for green growth. The Nordic countries should together utilise their position in terms of energy efficiency, development of sustainable energy, environmental awareness, innovation and research initiatives, and high international goals in the environmental and climate area. The aim is to work in areas in which the Nordic countries can build on and develop existing positions of strength, improve co-ordination between the Nordic countries, and take the lead in relation to the development in the European Union (EU). The Councils of Ministers are making tangible the working group’s eight recommendations for project activities, which have been granted a total of DKK 45 million in the period 2012–2014. This status report presents the most important advances in each project. The sheer ambition makes it important to monitor progress closely. To this end, the Nordic Council of Ministers commissioned Rambøll Management Consulting to conduct baseline measurements back in 2021. The idea was to map out the starting point for work on the vision. This status report follows up on the baseline measurements and assesses progress towards realising the vision. It is based on the 45 indicators adopted by the Nordic Council of Ministers in 2021 and the methodology used for the baseline report. Overall, the 2023 status report shows that the Nordic Region remains on track to become the most sustainable and integrated region in the world. This is particularly true for the visions of a competitive Nordic Region and a socially sustainable Nordic Region. However, there is room for improvement with regard to the visions for a green Nordic Region.

Green Public Procurement, GPP, can be an important driver of green transition – and must be dealt with accordingly. All five Nordic countries have established framework contracts at state level and have allocated the responsibility for the State Framework Contracts (SFC) to certain organisations: • Denmark: Moderniseringsstyrelsen and SKI • Finland: Hansel Ltd • Iceland: Rikiskaup • Sweden: Kammarkollegiet • Norway: DiFi, HINAS. The roles of these units differ, partly due to differences in the overall national structure. This is a short Summary Report with key findings and conclusions based on the Full Report (TN2016:506), which includes detailed country studies. The study was carried through in 2014 and 2015 and supervised by the Working Group for Sustainable Consumption and Production (i.e. HKP-group) of the Nordic Council of Ministers.
