Michel Foucault's death in 1984 coincided with the fading away of the hopes for social transformation that characterized the postwar period. In the decades following his death, neoliberalism has triumphed and attacks on social rights have become increasingly bold. If Foucault was not a direct witness of these years, his work on neoliberalism is nonetheless prescient: the question of liberalism occupies an important place in his last works. Since his death, Foucault's conceptual apparatus has acquired a central, even dominant position for a substantial segment of the world's intellectual left. Far from leading an intellectual struggle against free market orthodoxy, Foucault seems in many ways to endorse it. Traditionally, Euroamerican cultures have considered that human status was conferred at the conclusion to childbirth. However, in contemporary Euroamerican biomedicine, law and politics, the living subject is often claimed to pre-exist birth. In this fascinating book Lorna Weir argues that the displacement of birth as the threshold of the living subject began in the 1950s with the novel concept of ‘perinatal mortality’ referring to death of either the foetus or the newborn just prior to, during or after birth. Weir’s book gives a new feminist approach to pregnancy in advanced modernity focusing on the governance of population. She traces the introduction of the perinatal threshold into child welfare and tort law through expert testimony on foetal risk, sketching the clash at law between the birth and perinatal thresholds of the living subject. Her book makes original empirical and theoretical contributions to the history of the present (Foucauldian research), feminism, and social studies of risk, and she conceptualizes a new historical focus for the history of the present: the threshold of the living subject. Calling attention to the significance of population politics, especially the reduction of infant mortality, for the unsettling of the birth threshold, this book argues that risk techniques are heterogeneous, contested with expertise, and plural in their political effects. This book explores the origins of western biopolitics in ancient Greek political thought. Ojakangas’s argues that the conception of politics as the regulation of the quantity and quality of population in the name of the security and happiness of the state and its inhabitants is as old as the western political thought itself: the politico-philosophical categories of classical thought, particularly those of Plato and Aristotle, were already biopolitical categories. In their books on politics, Plato and Aristotle do not only deal with all the central topics of biopolitics from the political point of view, but for them these topics are the very keystone of politics and the art of government. Yet although the Western understanding of politics was already biopolitical in classical Greece, the book does not argue that the history of biopolitics would constitute a continuum from antiquity to the twentieth century. Instead Ojakangas argues that the birth of Christianity entailed a crisis of the classical biopolitical rationality, as the majority of classical biopolitical themes concerning the government of men and populations faded away or were outright rejected. It was not until the renaissance of the classical culture and literature – including the translation of Plato’s and Aristotles political works into Latin – that biopolitics became topical again in the West. In Neoliberalism from Below—first published in Argentina in 2014—Verónica Gago examines how Latin American neoliberalism is propelled not just from above by international finance, corporations, and government, but also by the activities of migrant workers, vendors, sweatshop workers, and other marginalized groups. Using the massive illegal market La Salada in Buenos Aires as a point of departure, Gago shows how alternative economic practices, such as the sale of counterfeit goods produced in illegal textile factories, resist neoliberalism while simultaneously succumbing to its models of exploitative labor and production. Gago demonstrates how La Salada's economic dynamics mirror those found throughout urban Latin America.
