This report describes a pilot project to introduce a vocational preparation scheme into a youth custody center in Great Britain. The experimental project was evaluated to produce guidelines for similar developments in other young offender establishments. An introduction precedes two chapters that describe Everthorpe, the youth custody center for young male offenders, and City and Guilds 365 Vocational Preparation, a scheme to allow young people to explore a range of vocational activities. Chapters 4-7 discuss why the Vocational Preparation 365 course was chosen, setting up 365 in Everthorpe, continuing staff support and development, and running 365. Chapter 8 highlights issues arising from the introduction of vocational preparation schemes, including implementation that was satisfactory to the City and Guilds of London Institute and Everthorpe, a changed regime at Everthorpe, staff training, staff attitudes, effects on regime and management, production of assignments (teaching materials), and constraints of a penal establishment. Chapters 9-12 address progression beyond 365 or Certificate of Pre-Vocational Education (CPVE), changeover to CPVE, and local education agency support. A conclusion contains a model plan of action. Appendixes, amounting to approximately three-fourths of the report, include project materials, a guide to preparing an assignment, and case studies of three Everthorpe trainees. (YLB)
