Since the establishment of the Red Army in 1927, China's military has responded to profound changes in Chinese society, particularly its domestic politics, shifting economy, and evolving threat perceptions. Recently tensions between China and Taiwan and other east Asian nations have aroused great interest in the extraordinary transformation and new capabilities of the Chinese army. In A History of the Modern Chinese Army, Xiaobing Li, a former member of the People's Liberation Army (PLA), provides a comprehensive examination of the PLA from the Cold War to the beginning of the twenty-first century that highlights the military's central function in modern Chinese society. In the 1940s, the Chinese army was in its infancy, and many soldiers were rural conscripts and volunteers who had received little formal schooling. The Chinese military rapidly increased its mobility and weapon strength, and the Korean War and Cold War offered intense combat experience that not only allowed soldiers to hone their fighting techniques but also helped China to develop military tactics tailored to the surrounding countries whose armies posed the most immediate threats. Yet even in the 1970s, the completion of a middle school education (nine years) was considered above-average, and only 4 percent of the 224 top Chinese generals had any college credit hours. However, in 1995 the high command began to institute massive reforms to transform the PLA from a labor-intensive force into a technology-intensive army. Continually seeking more urban conscripts and emphasizing higher education, the PLA Reserve Officer Training and Selection program recruited students from across the nation. These reservists would become commissioned officers upon graduation, and they majored in atomic physics, computer science, and electrical engineering. Grounding the text in previously unreleased official Chinese government and military records as well as the personal testimonies of more than two hundred PLA soldiers, Li charts the development of China's armed forces against the backdrop of Chinese society, cultural traditions, political history, and recent technological advancements. The first full treatment of the unique phenomenon of High Commands in the Soviet Army during World War II and the Cold War. The war on the Eastern Front during 1941–45 was an immense struggle, running from the Barents Sea to the Caucasus Mountains. The vast distances involved forced the Soviet political-military leadership to resort to new organizational expedients in order to control operations along the extended front. These were the high commands of the directions, which were responsible for two or more fronts (army groups) and, along maritime axes, one or more fleets. In all, five high commands were created along the northwestern, western, southwestern, and North Caucasus strategic directions during 1941–42. However, the highly unfavorable strategic situation during the first year of the war, as well as interference in day-to-day operations by Stalin, severely limited the high commands' effectiveness. As a consequence, the high commands were abolished in mid-1942 and replaced by the more flexible system of supreme command representatives at the front. A High Command of Soviet Forces in the Far East was established in 1945 and oversaw the Red Army's highly effective campaign against Japanese forces in Manchuria. The Far Eastern High Command was briefly resurrected in 1947 as a response to the tense situation along the Korean peninsula and the ongoing civil war in China, but was abolished in 1953, soon after Stalin's death. Growing tensions with China brought about the recreation of the Far Eastern High Command in 1979, followed a few years later by the appearance of new high commands in Europe and South Asia. However, these new high commands did not long survive the collapse of the Soviet Union in 1991 and were abolished a year later. The book relies almost exclusively on Soviet and post-communist archival and other sources and is the first unclassified treatment of this subject in any country, East or West.

Although inter-state tensions have generally been easing after the Cold War, military power remains a dominant factor in Asian regional politics. As China, operating the world's largest army, grows stronger, there are ongoing debates over the implications for Asia's regional security. This book argues that it is imperative to look beyond the empirical observations and conventional materialist reading of Chinese military development to understand its dynamics and directions in doctrinal terms and put it in a readiness context for evaluation. Military doctrine has long been under-studied and is often treated as a subject separate from force development. But, as this study contends, this factor is necessary for interpreting the making and purposes of China's military power because it forms the intellectual foundation of military structural and hardware development. When loaded with political rhetoric, it also communicates to us the intended uses of the military power. The role of doctrine is reinforced in the context of military readiness, which defines what for and how the army is getting ready. Force development is evaluated in structural, operational and directional terms. The importance of this analytical framework based on military doctrine and readiness is demonstrated in a survey of the evolutionof Chinese military doctrine and force development. As the Chinese People's Liberation Army has continued to adjust its military structure and operation to follow the doctrinal lead, its switches between the doctines of local war and total war have seen corresponding changes to the emphasis between operational and structural readiness.

Citizens and Groups in Contemporary China began with two symposia held in 1977 and 1978. The first, a workshop on “The Pursuit of Interest in China,” was held in August 1977 at the University of Michigan, and was organized by Michel Oksenberg and Richard Baum. It was supported by a grant from the Joint Committee on Contemporary China of the Social Science Research Council and the American Council of Learned Societies, using funds provided by the Andrew Mellon Foundation. Its principal goal was to use detailed case studies to explore the relevance of interest group approaches to the study of Chinese politics. The second, a panel organized by the editor for the 1978 Chicago meeting of the Association of Asian Studies, sought to apply participatory approaches to the role of social groups in the Chinese political process. The striking degree of overlap in the focus, methodology, and participants in both meetings suggested to a number of the paper writers that there was a need for a more eclectic approach which would focus simultaneously on individual and group actors. The recognition that a volume based on such an approach might serve the needs of students and scholars seeking to examine the dynamics of informal influence and power in China was the stimulus for publishing the studies presented here in book form. Imperialism, pernicious as it was in most respects, served as the prime catalyst for social change in China throughout the turbulent period from 1895 to 1913. Starting with this premise, Edward Rhoads traces the social, political, and economic history of the republican revolution. The post-Boxer reforms attracted many revolutionaries and defused a serious revolutionary threat. Contrary to traditional accounts, Sun Yat-sen and his Revolutionary Alliance did not move easily from success to success. On the eve of the 1911 revolution, in fact, the movement was disorganized and demoralized. Its ultimate victory came less from its own efforts than from the failure of the incumbent rulers to win the support of the nonrevolutionary elite.
