The history of ideas on rule of law for world order is a fascinating one, as revealed in this comparative study of both Eastern and Western traditions. This book discerns 'rule of law as justice' conceptions alternative to the positivist conceptions of the liberal internationalist rule of law today. The volume begins by revisiting early-modern European roots of rule of law for world order thinking. In doing so it looks to Northern Humanism and to natural law, in the sense of justice as morally and reasonably ordered self-discipline. Such a standard is not an instrument of external monitoring but of self-reflection and self-cultivation. It then considers whether comparable concepts exist in Chinese thought. Inspired by Confucius and even Laozi, the Chinese official and intellectual elite readily imagined that international law was governed by moral principles similar to their own. A series of case studies then reveals the dramatic change after the East-West encounters from the 1860s until after 1901, as Chinese disillusionment with the Hobbesian positivism of Western international law becomes ever more apparent. What, therefore, are the possibilities of traditional Chinese and European ethical thinking in the context of current world affairs? Considering the obstacles which stand in the way of this, both East and West, this book reaches the conclusion that everything is possible even in a world dominated by state bureaucracies and late capitalist postmodernism. The rational, ethical spirit is universal.
Nâzım Hikmet (1902-1963) is best known as a poet and communist whose daring flight by motorboat from Turkey to the Eastern Bloc captured international headlines in 1951. One of the most important poets to have written in the Turkish language, Nâzım Hikmet's dramatic life story is fascinating in its own right, but also intersects with the story of the broader twentieth century. This book is the outcome of a NATO Advanced Research Workshop on "The Eastern Mediterranean as a laboratory basin for the assessment of contrasting ecosystems" that was held in Kiev, Ukraine, March 23-27, 1998. The scientific rationale of the workshop can be summarized as follows. The Eastern Mediterranean is the most nutrient impoverished and oligotrophic large water body known. There is a well-defined eastward trend in nutrient ratios over the entire Mediterranean that starts at the Gibraltar Straits and, through the western basin, proceeds to the Ionian and Levantine Seas. Supply of nutrients to the entire Mediterranean is limited by inputs from the North Atlantic and various river systems along the sea. The unique feature of the Mediterranean is the presence of an eastward longitudinal trend in available nitrate/phosphate ratios. This apparently induces a west-to-east variation in the structure of the pelagic food web and trophic interactions. In this context the Mediterranean, and in particular its Eastern basin, provides probably a unique platform to explore the hypotheses related to the suggested phosphate-limitation on production and to the shift between "microbial" and "classical" modes of operation of the photic food web. The major exception of the overall oligotrophic nature of the Eastern Mediterranean is the highly eutrophic system of the Northern Adriatic Sea. Here, during the last two decades the discharges of the northern rivers (especially of the Po), together with municipal sewage, have led to a very marked increase of nutrients and subsequent imponent eutrophication events.

The health workforce must be able to cope with shifts in the pattern of causes of death and disease that are being seen worldwide—particularly with the rise in noncommunicable diseases (NCDs). This requires health personnel to have a set of skills and competencies that can adapt to meet the population’s growing and changing health needs. This report examines the status of the nurse workforce in the Eastern Caribbean, assessing how best to strengthen its capacity to respond to the growing burden of NCDs. The report is based on four Eastern Caribbean case studies conducted in Dominica, Grenada, St. Lucia, and St. Vincent and the Grenadines. The case studies showed that, although overall nurse staffing levels seem to be sufficient across the four countries in terms of numbers, there are nurse shortages at hospitals and health clinics, as well as in the availability of specialists. Better management of the nurse workforce is needed to ensure adequate coverage at the hospitals and clinics is maintained. In terms of specialists, while the quality of education is generally reported to be good, there are barriers to accessing specialized training which include the high-cost of seeking specialized training due to non-existing or very limited local options and the lack of built-in incentives for completing additional education. To help address the capacity constraints faced by the nurse workforce in the Eastern Caribbean to respond to NCDs, the report generated knowledge in support of two critical areas: (i) provide an understanding of the educational and training opportunities available to nurses to strengthen their capacity to meet the NCD challenges, and (ii) assess whether there is a supportive policy environment in place for nurses to play a role in addressing NCDs. As part of the study, a toolkit was developed, which can be used to strengthen the capacity for HRH planning and management with respect to NCDs.
Transnationalization and Regulatory Change in the EU's Eastern Neighbourhood by Julia Langbein Pdf
Regulatory reforms in the EU’s Eastern neighbourhood countries are not as sluggish as often perceived. Rule enforcement is happening despite the presence of domestic veto players who favour the status quo, the lack of EU membership perspective and the presence of Russia as an alternative governance provider. Using Ukraine as a primary case study, this book examines why convergence with transnational market rules varies across different policy sectors within the Eastern neighbourhood countries. It analyzes the drivers of regulatory change and explores the conditions under which post-Soviet economies integrate with international markets. In doing so, it argues that the impetus for regulatory change in the Eastern neighbourhood lies in specific strategies of domestic empowerment applied by external actors. Furthermore, through the study of the impact of Western and Russian transnational actors, the book concludes that Russia’s presence does not necessarily hinder the integration of the EU’s Eastern neighbours with international markets. Instead, Russia both weakens and strengthens domestic support for convergence with transnational market rules in the region. This book will be of key interest to students and scholars of European/EU studies and international relations, especially in the areas of regulatory politics, transnational governance, public policy, and post-Soviet transitions.
