The Economics and Politics of High-speed Rail by Daniel Albalate,Germa Bel i Queralt Pdf

The technological revolution linked to high speed rail (HSR) has been accompanied by myths and claims about its contribution to society and the economy. Although HSR is unquestionably a technological advance that has become a symbol of modernity, this review and analysis of the international experiences shows that the conditions necessary to have a positive impact, economically, socially and environmentally, are enormously restrictive. The Economics and Politics of High Speed Rail: Lessons from Experiences Abroad, by Daniel Albalate and Germ Bel, introduces the main questions policy makers and scholars should examine when considering and studying HSR implementation, with particular emphasis on the US's recent interest in this technology and possible application in California. Albalate and Bel then review the experiences of the most significant implementations of HSR around the globe. This in-depth international perspective includes chapters on the pioneers of HSR (Japan and France), the European followers (Germany, Spain and Italy), as well as Asian experiences in China, Taiwan, and Korea. Albalate and Bel's study provides a clear distinction between the myths and realities associated with this transportation innovation. Among the most relevant findings, this study highlights how HSR projects that do not satisfy highly restrictive conditions--on mobility patterns, measured costs, and economically rational designs--that make it desirable have been the source of huge financial debacles and the economic failure of HSR in most cases, which result in unfortunate consequences for taxpayers. The Economics and Politics of High Speed Rail is a rigorous investigation of the economic and political challenges and ramifications of implementing new public transportation technology.

High-Speed Rail and Sustainability by Blas Luis Pérez Henríquez,Elizabeth Deakin Pdf

High speed rail (HSR) is being touted as a strategic investment for connecting people across regions, while also fostering prosperity and smart urban growth. However, as its popularity increases, its implementation has become contentious with various parties contesting the validity of socioeconomic and environmental objectives put forward as justification for investment. High Speed Rail and Sustainability explores the environmental, economic and social effects of developing a HSR system, presenting new evaluations of the proposed system in California in the US as well as lessons from international experience. Drawing upon the accumulated experience from past HSR system development around the world, leading experts present a diverse set of perspectives as well as diverse contexts of implementation. Assessments of the California case as well as cases from Japan, France, Germany, Italy, Spain, Taiwan, China, and the UK show how governments and stakeholders have bridged the gap between the vision and the realities of connecting metropolitan regions through HSR. This is a valuable resource for academics, researchers and policy-makers in the areas of urban planning, civil engineering, transportation and environmental design.

China's High-Speed Rail Development by Martha Lawrence,Richard Bullock,Ziming Liu Pdf

Over the past decade, China has built 25,000 km of dedicated highspeed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

Handbook on High-Speed Rail and Quality of Life by Yoshitsugu Hayashi,Ke Seetha Ram,Shreyas Bharule Pdf

Handbook on High-Speed Rail and Quality of Life outlines global experiences of high-speed rail development, including its construction, impacts, and planning, with a special focus on countries that are planning implementation in the coming decade. High-speed rail infrastructure can bring considerable socioeconomic benefits that cannot be captured through econometric modeling alone. Thus, analysis of the true impacts requires a scalar as well as a temporal lens. The studies in this handbook discuss transport infrastructure projects of varying geographic scale and describe the underlying complexities of developing an infrastructure system while focusing on the aspects that can enhance quality of life. The cases, concepts, and ideas presented in this handbook were discussed and refined during a conference and seminar series held at the Asian Development Bank Institute in Tokyo and special sessions on transport and quality of life at the 15th World Conference on Transport Research at the Indian Institute of Technology Bombay in Mumbai. The special sessions were jointly organized by the Asian Development Bank Institute and World Conference on Transport Research Society Special Interest Group A4, "High-Speed Rail: Policy, Investment, and Impacts". The conference and special sessions highlighted critical issues and delivered key messages on the broad research on high-speed rail and quality of life.

The Geography of Transport Systems by Jean-Paul Rodrigue,Claude Comtois,Brian Slack Pdf

Mobility is fundamental to economic and social activities such as commuting, manufacturing, or supplying energy. Each movement has an origin, a potential set of intermediate locations, a destination, and a nature which is linked with geographical attributes. Transport systems composed of infrastructures, modes and terminals are so embedded in the socio-economic life of individuals, institutions and corporations that they are often invisible to the consumer. This is paradoxical as the perceived invisibility of transportation is derived from its efficiency. Understanding how mobility is linked with geography is main the purpose of this book. The third edition of The Geography of Transport Systems has been revised and updated to provide an overview of the spatial aspects of transportation. This text provides greater discussion of security, energy, green logistics, as well as new and updated case studies, a revised content structure, and new figures. Each chapter covers a specific conceptual dimension including networks, modes, terminals, freight transportation, urban transportation and environmental impacts. A final chapter contains core methodologies linked with transport geography such as accessibility, spatial interactions, graph theory and Geographic Information Systems for transportation (GIS-T). This book provides a comprehensive and accessible introduction to the field, with a broad overview of its concepts, methods, and areas of application. The accompanying website for this text contains a useful additional material, including digital maps, PowerPoint slides, databases, and links to further reading and websites. The website can be accessed at: http://people.hofstra.edu/geotrans This text is an essential resource for undergraduates studying transport geography, as well as those interest in economic and urban geography, transport planning and engineering.

High-Speed Rail in Poland by Andrzej Zurkowski Pdf

The Railway Research Institute (Instytut Kolejnictwa) in Warsaw was established in 1951 and was, until 2000, part of the Polish State Railways (PKP). At present, it serves as an independent entity, it is subordinated to the minister responsible for transport. Since its inception, the Institute has been the centre of competence for technology, technique and organization of operation and services in rail transport, particularly in respect to innovation. One of its fundamental tasks also includes activities connected with safety which are carried out in close cooperation with the National Safety Authority, i.e. the Office of Rail Transport. At the same time the Institute participated in the process of upgrading and modernization of the rail network in Poland. Experience in high speed rail, gained as a result of international cooperation and basing on the effort to increase speed on railway lines in Poland (so far 200 km/h), is included in the monograph “Koleje Dużych Prędkości w Polsce” (High Speed Rail in Poland) published in 2015 for the benefit of the Polish reader. This monograph aims at reaching an international audience of experts so as to present Polish determinants of HSR implementation. In order to elaborate this monograph, apart from specialists from the Railway Research Institute, experts from other research and academic centres were invited. Not only presenting a wide range of problems connected with future construction of High Speed Lines in Polish conditions, but also a number of operational ones. The authors have created a reference work of universal character, solving problems in order to build and operate high speed rail systems in countries on a similar level of development as Poland. Features: providing requirements for design and upgrade of engineering works on High Speed Rail development information on restructuring and building railway lines for countries starting to develop a High Speed Rail system dealing with organizational, engineering, socioeconomic and economic demands for transport services and the formation of human resources for constructing and operting a High Speed Rails system. Presenting these problems on the international arena will facilitate future cooperation and application of world experience to create HSR in Poland and integrate the Polish HSR network into the international one.

Localized Bargaining by Xiao Ma Pdf

Looks at the rollout of one of the largest infrastructure programs in human history to show how local governments play a complex role. China's high-speed railway network is one of the largest infrastructure programs in human history. Despite global media coverage, we know very little about the political process that led the government to invest in the railway program and the reasons for the striking regional and temporal variation in such investments. In Localized Bargaining, Xiao Ma offers a novel theory of intergovernmental bargaining that explains the unfolding of China's unprecedented high-speed railway program. Drawing on a wealth of in-depth interviews, original data sets, and surveys with local officials, Ma details how the bottom-up bargaining efforts by territorial authorities--whom the central bureaucracies rely on to implement various infrastructure projects--shaped the allocation of investment in the railway system. Demonstrating how localities of different types invoke institutional and extra-institutional sources of bargaining power in their competition for railway stations, Ma sheds new light on how the nation's massive bureaucracy actually functions.
