Are Lives a Substitute for Livelihoods? by Daniel Mirza,Thierry Verdier Pdf

Abstract: What is the impact of terrorism on trade through higher security at the borders? The authors set up a theory which shows that the impact goes not only from terrorism to trade. Higher trade with a partner might, in turn, increase the probability of terrorism acts and make security measures more costly for total welfare. To identify the true impact of terrorism, their theory allows for a strategy to condition out the latter mechanism. The authors show in particular how past incidents perpetrated in third countries (anywhere in the world except the origin or targeted country) constitute good exogenous factors for current security measures at the borders. Their tests suggest that terrorist incidents have a small effect on U.S. imports on average, but a much higher effect for those origin countries at the top of the distribution of incidents. In addition, the level of the impact is up to three times higher when the acts result in a relatively high number of victims, the products are sensitive to shipping time, and the size of the partner is small. The authors further show how terrorism affects the number of business visas given by the United States, thereby affecting significantly U.S. imports in differentiated products. These results suggest that security to prevent terrorism does matter for trade.

Structural Changes in Indian Economy by Anil K. Yadav Pdf

The book deals with structural changes relating to the Indian Economy through an over time view in an intercountry perspective. We have examined in this study the structural changes and growth performance of the Indian Economy and contrasted it with the happenings across a set of countries at different levels of development. The Indian Economy is first examined in isolation and then an inter-country analysis is carried out where some of the features depicted by the Indian Economy are further tested. The structural changes in the Indian Economy are examined on the basis of twenty two structural variables as were identified by Syrquin and Chenesy (1989). We also examine Economy and also for a set of countries at different levels of development.

Strengthening the National Institute of Justice by National Research Council,Division of Behavioral and Social Sciences and Education,Committee on Law and Justice,Committee on Assessing the Research Program of the National Institute of Justice Pdf

The National Institute of Justice (NIJ) is the nation's primary resource for advancing scientific research, development, and evaluation on crime and crime control and the administration of justice in the United States. Headed by a presidentially appointed director, it is one of the major units in the Office of Justice Programs (OJP) of the U.S. Department of Justice. Under its authorizing legislation, NIJ awards grants and contracts to a variety of public and private organizations and individuals. At the request of NIJ, Strengthening the National Institute of Justice assesses the operations and quality of the full range of its programs. These include social science research, science and technology research and development, capacity building, and technology assistance. The book concludes that a federal research institute such as NIJ is vital to the nation's continuing efforts to control crime and administer justice. No other federal, state, local, or private organization can do what NIJ was created to do. Forty years ago, Congress envisioned a science agency dedicated to building knowledge to support crime prevention and control by developing a wide range of techniques for dealing with individual offenders, identifying injustices and biases in the administration of justice, and supporting more basic and operational research on crime and the criminal justice system and the involvement of the community in crime control efforts. As the embodiment of that vision, NIJ has accomplished a great deal. It has succeeded in developing a body of knowledge on such important topics as hot spots policing, violence against women, the role of firearms and drugs in crime, drug courts, and forensic DNA analysis. It has helped build the crime and justice research infrastructure. It has also widely disseminated the results of its research programs to help guide practice and policy. But its efforts have been severely hampered by a lack of independence, authority, and discretionary resources to carry out its mission.

A New Phoebe by Virginia Kaib Ratigan,Arlene Swidler Pdf

Since the re-introduction of the permanent diaconate for men after the Second Vatican Council there has been debate over whether women should be included. Would diaconal ordination be a support in the charitable and ecclesiastical tasks women are already performing? Is it necessary? Would it be a help or a hindrance in women's attaining the priesthood? In A New Phoebe, women in the U.S. and German--the two countries with the most deacons--write about their ideas and experiences of ministry: some would seek the diaconate if it were open, others would not. The concluding essays, including an interview with Bishop Ernest Unterkoefler, the first chair of the U.S. Bishops' Committee on the Permanent Diaconate, provide additional historical background.

Small Property Versus Big Government by Clarence Y. H. Lo Pdf

Tax reformers, take note. Clarence Lo's investigation of California's Proposition 13 and other tax reduction bills is both a tribute and a warning to people who get "mad as hell" and try to do something about being pushed around by government. Homeowners in California, faced with impossible property tax bills in the 1970s, got mad and pushed back, starting an avalanche that swept tax limitation measures into state after state. What we learn is that, although the property tax was slashed, two-thirds of the benefits went to business owners rather than homeowners. How did a crusade launched by homeowning consumers seeking tax relief end up as a pro-business, supply-side political program? To trace the transformation, Lo uses the firsthand recollections of 120 activists in the movement, going back to the 1950s. He shows how their protests were ignored, until a suburban alliance of upper-middle-class property owners and business owners took charge. It was the program of that latter group, not the plight of the moderate-income homeowner, which inspired tax revolts across the nation and shaped the economic policies of the Reagan administration. Saddam's War of Words by Jerry M. Long Pdf

From a Western perspective, the Persian Gulf War of 1990-1991 largely fulfilled the first President Bush's objective: "In, out, do it, do it right, get gone. That's the message." But in the Arab world, the causes and consequences of Saddam Hussein's invasion of Kuwait and his subsequent defeat by a U.S.-led coalition were never so clear-cut. The potent blend of Islam and Arab nationalism that Saddam forged to justify the unjustifiable—his invasion of a Muslim state—gained remarkable support among both Muslims and Arabs and continued to resonate in the Middle East long after the fighting ended. Indeed, as this study argues in passing, it became a significant strand in the tangled web of ideologies and actions that led to the attacks of 9/11. This landmark book offers the first in-depth investigation of how Saddam Hussein used Islam and Arab nationalism to legitimate his invasion of Kuwait in the eyes of fellow Muslims and Arabs, while delegitimating the actions of the U.S.-led coalition and its Arab members. Jerry M. Long addresses three fundamental issues: how extensively and in what specific ways Iraq appealed to Islam during the Kuwait crisis; how elites, Islamists, and the elusive Arab "street," both in and out of the coalition, responded to that appeal and why they responded as they did; and the longer-term effects that resulted from Saddam's strategy.
