Over the past twenty years, educational policy has been characterized by top?down, market?focused policies combined with a push toward privatization and school choice. The new Every Student Succeeds Act continues along this path, though with decision?making authority now shifted toward the states. These market?based reforms have often been touted as the most promising response to the challenges of poverty and educational disenfranchisement. But has this approach been successful? Has learning improved? Have historically low?scoring schools “turned around” or have the reforms had little effect? Have these narrow conceptions of schooling harmed the civic and social purposes of education in a democracy? This book presents the evidence. Drawing on the work of the nation’s most prominent researchers, the book explores the major elements of these reforms, as well as the social, political, and educational contexts in which they take place. It examines the evidence supporting the most common school improvement strategies: school choice; reconstitutions, or massive personnel changes; and school closures. From there, it presents the research findings cutting across these strategies by addressing the evidence on test score trends, teacher evaluation, “miracle” schools, the Common Core State Standards, school choice, the newly emerging school improvement industry, and re?segregation, among others. The weight of the evidence indisputably shows little success and no promise for these reforms. Thus, the authors counsel strongly against continuing these failed policies. The book concludes with a review of more promising avenues for educational reform, including the necessity of broader societal investments for combatting poverty and adverse social conditions. While schools cannot single?handedly overcome societal inequalities, important work can take place within the public school system, with evidence?based interventions such as early childhood education, detracking, adequate funding and full?service community schools—all intended to renew our nation’s commitment to democracy and equal educational opportunity.

Discontent with public education has been on the rise in recent years, as parents complain that their children are not being taught the basics, that they are not pushed to excel, and that their classrooms are too chaotic to encourage any real learning. Milwaukee, one of the nation's most segregated metropolitan areas, implemented in 1990 a school choice program aimed at improving the education of inner-city children by enabling them to attend a selection of private schools. The results of this experiment, however, have been overshadowed by the explosion of emotional debate it provoked nationwide. In this book, John Witte provides a broad yet detailed framework for understanding the Milwaukee experiment and its implications for the market approach to American education. In a society supposedly devoted to equality of opportunity, the concept of school choice or voucher programs raises deep issues about liberty versus equality, government versus market, and about our commitment to free and universal education. Witte brings a balanced perspective to the picture by demonstrating why it is wrongheaded to be pro- or anti-school choice in the abstract. He explains why the voucher program seems to be working in the specific case of Milwaukee, but warns that such programs would not necessarily promote equal education--and most likely harm the poor--if applied universally, across the socioeconomic spectrum. The book begins with a theoretical discussion of the provision of education in America. It goes on to situate the issue of school choice historically and politically, to describe the program and private schools in Milwaukee, and to provide statistical analyses of the outcomes for children and their parents in the experiment. Witte concludes with some persuasive arguments about the importance of specifying the structural details of any choice program and with a call supporting vouchers for poor inner-city children, but not a universal program for all private schools. Voucher programs continue to be the most controversial approach to educational reform. The Market Approach to Education provides a thorough review of where the choice debate stands through 1998. Universities have never been static. Even so, it is fair to say they have experienced a most radical transformation in the past twenty years. During this period, the role and responsibility of the state generally have been broadly limited while allowing ‘market forces’--private ownership and control--more influence. But even where the state is still the main provider or funder, it relies increasingly on ‘market mechanisms’, for example contractual relations between state and institutions, competition among providers for resources, and external assessment of ‘outputs’ which means the results or impact of what universities do, in particular teaching and research. The new terminology speaks of price and competition, inputs and outputs, resources, cost and benefits, demand and supply, provider and customer, consumers and investors, quality control and accountability. Education, and post-secondary education especially are increasingly seen as matters for markets. Formal post-secondary education becomes a service, commercialized and traded across national borders.
