The EU Audiovisual Media Services Directive by Mark D. Cole,Jenny Metzdorf Pdf

"The European audiovisual industry is one of the most dynamic markets in the European Union. The Audiovisual Media Services Directive is the bedrock of the EU's audiovisual and media policies. It regulates diverse aspects for providers of television broadcasting and on-demand services and entered into force in December 2007. Due to the volatility of a market facing convergence of media and important policy choices, for instance whether to allow product placement, Member States have struggled with the transposition of this Directive. This completely new commentary employs an innovative approach: Based on English translations, the study systematically examines the national implementing measures of the future 28 Member States (including Croatia). It sets out, article-by-article, the original provisions contained in the Directive before analysing domestic transpositions. National measures are grouped in order to reveal similarities and differences and examined for compliance with the Directive. This comparative perspective contributes to the discussions on reforms of the Directive or the EU's approach to new media services."--

The Future of State Aid by Council of Europe,European Audiovisual Observatory Pdf

The last major study by the European Audiovisual Observatory on the economic significance of public film support, carried out in 2009, underscored the important role played by these subsidies for the European film industry: in 2009, 280 different funds administered total aid of more than EUR 2 billion. The review of the legal provisions relating to the grant of these subsidies currently being conducted by the European Commission is therefore extremely important for the European film industry, the future of which also depends on the future of state support.

The European Audiovisual Industry in the Time of COVID-19 by European Audiovisual Observatory Pdf

With its comparative analysis of approaches taken in the context of the COVID-19 crisis, this IRIS Plus helps the reader understand the diversity of approaches, interests, and measures taken across the film and audiovisual sector, and the diversity of the bodies taking them.It is June 2020, and the European audiovisual sector is barely emerging from the COVID-19 crisis; although a full assessment of the short- and long-term effects of this crisis remains premature, a first set of observations can nevertheless be made. The immediate effects of the crisis have been diverse and have affected almost all the main branches of the audiovisual sector, ranging from the interruption of ongoing production projects to the shutdown of cinemas. Many emergency measures have been taken to deal with these immediate effects, but some of them, by their very nature, such as measures offering loans, are likely to be limited to deferring the impact.

Audiovisual Media Services Without Frontiers by European Audiovisual Observatory Pdf

The current ongoing revision of the EC's Television without Frontiers (TVwF) Directive clearly raises major questions for the future of the regulation of linear and non-linear services. However, it also gives rise to reflection concerning the Council of Europe's European Convention on Transfrontier Television (ECTT), a parallel regulatory instrument concerning cross-border broadcasting. At a time of major transformation of the European legal instruments which are applied to broadcasting and new audiovisual services, this new report from the European Audiovisual Observatory takes stock of recent and current problem areas in broadcasting regulation in the light of the challenges these will raise for the new extended regulation. The report analyses issues of the practical application of the TVwF Directive and the ECTT in their current form. It also raises the question of the future cohabitation of the two instruments following the completed revision of the TVwF Directive, not forgetting that there will clearly be a period where the two instruments will be "out of phase" with each other.

The Economics of the Audiovisual Industry: Financing TV, Film and Web by Mario La Torre Pdf

This book is open access under a CC BY licence. Recent reductions in public funding for audiovisual products have led to dramatic changes in the industry. The lack of interaction between the industry and capital markets has made sourcing funds for audiovisual products especially difficult. This book explains why the distance between the audiovisual and financial markets exists, and considers the perspective of both audiovisual companies and financial intermediaries. Providing a thorough overview of the audiovisual industry in three major categories (television, cinema and web), it analyses the financing behind each. The author adapts the traditional assessment methods to include exploitation rights, distribution deals and risk determinants ; he also proposes a pricing model for the audiovisual products demonstrating that prices and values in a industry of prototype goods do not depend solely on cost and revenue. The book also includes a methodology for analysing the economics of the sector, the different sales agreements between broadcasters and the distribution deals between distributors and independent producers. Finally, a description of the main financial products for private finance is provided, as well as an explanation of how public funds can act as leverage to catalyze private resources through the use of guarantee funds. In The Economics of the Audiovisual Industry the author suggests that rather than relying on subsidized public support, the audiovisual industry should foster private-public partnerships and market dynamics to promote an alternative funding model based on a profitable and long-lasting connection between the audiovisual and financial markets. The valuation model, both for products and firms, proposed in this book are at the basis of this new approach.
