The number of low income countries is falling. At the same time, the importance of global issues - conflict, climate, migration, trade, tax, financial stability, youth unemployment, urbanisation economic development, and infectious disease - is rising. The Committee argues that aid remains vital for addressing poverty in poor countries, for encouraging economic development, for providing global goods such as tackling climate change, combating diseases such as Ebola and providing humanitarian assistance, but new forms of co-operation have to be developed in order to meet these challenges. This will include new financial mechanisms and facilitating links with UK institutions in a wide range of areas, including health, education, culture, law, culture and science. This will require the Department for International Development (DFID) to put more emphasis on working with small organisations and less on programme management.As the focus moves away from aid, policy coherence for development must be at the heart of a new approach. This means working across Government in the UK, and with global partners in the multilateral system, to maximise the impact on development of all the UK's actions. This approach and changes will require DFID staff to develop different skills.

Over the next ten years, development aid in the form of grants should be replaced for lower middle income countries. DFID should continue to channel some of its finance through multilaterals, making greater use of their specialist skills and expertise rather than replicating these within its own bilateral programmes. DFID should also establish a financial instrument team, prepare a development finance strategy and publish a Development Finance White Paper during 2014. This strategy should include consideration of whether to establish a UK development bank. The overwhelming drive in UK aid should continue to focus on lifting people out of poverty and meeting post-2015 development objectives. The UK should continue to fund the development and delivery of key services to the very poorest people in low income countries through a system of grants. We should also continue to channel 0.7 % of GNI into development cooperation. But, to support structural transformation in lower middle income countries a significant proportion of future UK development finance should also be delivered via a system of concessional loans and other financial instruments

This study forms part of a greater project, New South–South Development Trends and African Forest, carried out in Gabon, Mozambique and Cameroon. In Mozambique, the project focused on the Brazilian– Japanese–Mozambican trilateral program ProSavana. At the time the study began, there was little information or previous work on the topic. This paper should therefore be treated as a scoping study. During the course of this scoping study, only a few papers based on field research were published, and the initial findings of this study are largely in line with this research. This paper supplements the existing literature by adding depth from field interviews in Nampula and Zambezia as well as an examination of the draft ProSavana reports, which became available in May 2013. This paper finds large misconceptions about what the ProSavana program is and what agrarian models will be implemented under the program. The ProSavana program team’s inadequacy in effectively communicating the program’s mission, methods and content has led civil society to look to PROCEDER for clues as to how ProSavana will play out in Mozambique. However, the findings from field visits, interviews with a range of stakeholders and a review of ProSavana project documents reported in this paper are that ProSavana will not be a replica of PROCEDER and the strategies proposed do align well with Mozambique’s agrarian strategy, known as PEDSA, and by extension the Comprehensive African Agriculture Development Programme (CAADP). ProSavana must therefore be evaluated on its own merit.

The Government is shifting the goal-posts on fuel poverty so that official statistics record far fewer households as fuel-poor. The changes to the fuel poverty definition and target, in part being made through amendments to the Energy Bill, should be stopped unless the Government is prepared to make a public commitment to end fuel poverty altogether. A short-term bid to cut bills must not throw energy and climate change policy off-course. In the longer term green levies could actually keep bills down if they drive energy efficiency improvements that cut the cost of heating our homes. Insulating homes and supporting green technologies is vital to help the fuel poor and cut the emissions causing climate change. At the Rio+20 Summit and the G20, the Government committed itself to phasing out fossil fuel subsidies that encourage wasteful consumption and contribute to greenhouse gas emissions. The Government must set a target to reduce subsidies to harmful fossil fuels. The Government should also use the Autumn Statement as an opportunity to provide a clear and comprehensive analysis of energy subsidies in the UK. The report also looks at whether Government support for the new nuclear power station at Hinkley Point constitutes a subsidy and concludes that it does, despite the Government's assurance otherwise. The Government's policy of 'no public subsidy for new nuclear' requires it to provide only 'similar' support to that provided to other types of energy, but even on that basis the deal for Hinkley Point C is 'dissimilar', notably on support for decommissioning and waste.
