Building on the evolving literature on the topic, this paper reviews the relationship between demographics and long-run capital flows in both theory and in the data. For this purpose, we develop a two region overlapping generations model where countries differ in their population growth and mortality risk. Besides exploring the implications of demographics for saving and the current account over the long-run, we also study how these might be affected by differences in the coverage and sustainability of old-age transfer schemes. The model predicts that population structure and life expectancy (which affects the need to save to meet old age consumption) affect current account levels, and that while countries with more generous unfunded transfer schemes tend to have lower saving and more capital inflows over the long-run, this effect may be dampened by natural limits (on taxation) of these schemes. The key predictions of the model are generally supported by a rich panel dataset.

In most societies of the world, including in Africa, re- sponsibility for the material support of older people unable to sustain themselves through work or investments originally resided with their younger generational family members--especially their adult children. Aboderin explores this topic specifically for Africa. In the wake of social or economic change, societies experience shifts in the degree to which families support their elders. Questions about the proper balance of family and state responsibility, however, persist, especially in light of socio-demographic trends and constraints in public expenditure. In most of sub-Saharan Africa, in contrast to other world regions, economic security policies for older people have not yet been formulated, despite declines in material family support along with rising poverty to which a growing elderly population is exposed. In part, this betrays the crucial lack of understanding about how and why these shifts in support have occurred in African societies--and, thus, a profound uncertainty about what balance of individual, family, and state responsibilities will be culturally appropriate and effective in ensuring economic security for older Africans both now and in the future. Aboderin aims to address these gaps in understanding. She provides an empirical and theoretical analysis of the micro and macro level processes that have underpinned recent declines in old age family support in African societies and likely parameters of future familial support. Old age is a time of losses- permanent, cumulative and irreversible. These losses include our loss of work in retirement, the eclipse of our past, our biological decline, dependency resulting from such decline, the foreshortening of our future, the abandonment of belief in our own improvement and our society’s progress, and, of course, our death. This book views these losses as part of an elegy of old age. Elegy is a poetic or prose mourning of loss. Sadness and other emotions result. With elegiac understanding we detach ourselves from these losses to seek and find consolation. This book is concerned with achieving intellectual detachment through meditative reflection with the help of reading and appreciating the classics. The final stage of the old age elegy- consolation can be found, at least in part, within the classics-“the garlands of repose”. The classics are broadly defined by Matthew Arnold as: “the best that [has} been thought and said: { or found in the fine arts}. To benefit from the classis requires a life-long liberal education. This education begins with an introduction to the classics in youth, makes use of them during our adult lives, and supplies their conclusion for old age meditation. Such significant works enable us to place the losses we suffer within an intellectual framework of perennial ideas. It is by means of such an intellectual framework that we secure consolation in old age. Classic works familiarize us deeply with the losses and emotions we endure-suggest substitutes for the goods of the life we have lost in old age, offer opportunities of catharsis for the sadness we experience and help us transform ourselves in old age. Classics help us see old age and its losses as part of a complete life which hold a unique value of its own, while remaining part of larger nature processes, history and intellectual traditions.
