This paper examines the influence of the self-employed on the growth in labour productivity in the business sector. There has been a dramatic expansion of self-employment in the Canadian economy over the 1987 to 1998 period. In addition, a comparison is made of Canadian and United States experiences in this area over the 1987 to 1998 reference period. This paper argues that the expansion of the self-employed sector in Canada and the weak growth in Canadian selfemployment net income over the decade has resulted in downward pressure being put on the growth in aggregate labour productivity in the business sector. In contrast, the growth in the net income of the self-employment group in the United States has outpaced overall productivity growth in the business sector throughout the 1990s. Almost all of the difference in labourproductivity growth between Canada and the United States in the 1990s can be attributed to the greater growth of self-employment in Canada and the poorer income performance of this group.

While traditional forms of self-employment, such as skilled crafts work and shop keeping, are in decline, they are being replaced by self-employment in both professional and unskilled occupations. This book uses the state-level panel data to identify some of the important correlates of employment growth/elasticity and indicators of quality-employment. To do so, it considers a wide spectrum of variables including physical, financial and social infrastructure specific indicators and government spending in certain key areas. In addition to the aggregate employment, the book also comprises analysis of different sectors, regions and gender categories. Based on the results, it identifies crucial determinants which bear important policy implications. The book presents evidence showcasing how the overall investment climate and an effective state, as envisaged in terms of increased social expenditure, are instrumental to improvements in employment elasticity. The findings also reinforce the role of industry-led growth and agglomeration economies in contributing to employment growth. Besides, based on the unit-level data from the periodic labour force surveys, the book tries to answer a wide range of questions such as, what restricts a person from getting absorbed in a high productivity activity; within a given sector why one is in a casual or self-employed job and not in regular wage job; are casual wage jobs in the informal sector different from those in the formal sector; and why the wage variations exist across sectors and activities. The three rounds of periodic labour force surveys reflect on certain individual and household characteristics; in particular, the role of education is seen to be crucial in determining the occupational choice and the wage rate. Finally, the book focuses on the enterprise-level data and identifies the types of units which are vulnerable within the unorganized sector. It assesses the links of the unorganized sector units with their organised sector counterpart and identifies the factors which reduce the economic viability of the units.

The share of the workforce in self-employment and the level of turnover are shown to be unreliable measures of labor market distortion and rigidity. Both are shown to be more affected by standard economic and demographic variables - the level of formal sector productivity, real interest rates, and education levels - than by labor taxes and barriers to firing.Maloney uses cross-country data from Latin America and OECD countries to test the predictions of a simple efficiency wage model (Krebs and Maloney 1998) about the share of the workforce in self-employment and the rate of labor turnover across the process of development and demographic transition. The model is supported, with numerous demographic, economic, and labor market institutions appearing as important determinants of both self-employment and turnover. Social security taxes on firms and barriers to firing workers appear to reduce the size of the formal sector, and barriers to firing do appear to reduce turnover. But the level of formal sector productivity, real interest rates, and education levels generally have a greater impact.A central lesson is that it is misleading to use the size of the informal self-employed sector and the rate of labor turnover as indicators of distortion or rigidity without first adjusting for these factors. Somewhat speculatively, Maloney offers adjusted measures that suggest that Latin American labor markets are not especially distorted and are about average in flexibility, with important exceptions. Central to the theoretical framework is the view that self-employment is a desirable destination for many salaried workers rather than the disadvantaged sector of a labor market segmented by union- or government-induced rigidities. To prevent the loss of investment in training to the informal sector, firms will pay above-market-clearing efficiency wages, in the process creating unemployment or segmentation that may cut across lines of formality.This paper - a product of the Poverty Reduction and Economic Management Unit, Latin America and the Caribbean Region - is part of a larger effort in the region to understand the functioning of developing country labor markets and the impact of labor legislation.
