Considering its importance the dispute between Indonesia and the Netherlands over Western New Guinea (Irian Barat) has received little scholarly attention. Highly tendentious treatment has characterized most writing concerning the issue, and those who would seek a full and unvarnished account have been little instructed. In so far as the press has been concerned with the problem, its attention has been largely focused on U.N. debates and on current statements by the spokesmen of the countries involved. Slight effort has been made either by journalists or by those who have professed a more scholarly approach to dig into the relevant historical background or to give any full account of the contemporary factors which shape this problem. In what is the first major study of the dispute, Dr. Robert C. Bone has to a remarkable degree offset these deficiencies. His report is by far the most substantial and thorough yet to appear, and it is the precursor to a considerably more comprehensive monograph on this subject to be printed in 1960. Having a substantial knowledge of the modern history and contemporary politics of Indonesia and the Netherlands, with at least two years of residence in each of these countries and a command of both their languages, and having devoted two years of sustained research to the problem of Western New Guinea, he is perhaps uniquely qualified to write this study. - George McT. Kahin About the Author Prior to embarking on an academic career Robert C. Bone served as Political Officer in the American Embassy in The Hague from 1947 to 1949 and as Senior Political Officer in the American Embassy in Djakarta from 1951 to 1953. In 1954 he resigned from the Foreign Service and entered Cornell University as a fellow in its Southeast Asia Program. From January through September 1956 he carried out research in the Netherlands under a fellowship from the Ford Foundation. He received his Ph.D. degree from Cornell University in 1957, and has since then been Assistant Professor in the Department of Political Science at Tulane University.

Over the course of the American Occupation of Japan, the U.S. attitude toward the Japanese Communist Party (JCP) gradually shifted from one of friendly cooperation to one of mutual opposition. This new study examines the initial approach toward communism in Japan; internal and external factors that affected American attitudes; the various phases of the relationship; and how Japan ultimately became a democratic nation. Oinas-Kukkonen investigates American information gathering techniques used at the time to determine possible links with the Soviet Union. He also discusses the possibility that Nosaka Sanzo, one of the main leaders of the JCP, was an American spy. Using previously secret records of General MacArthur's intelligence staff and plentiful archival materials on the Occupation, this study explores how the United States originally sought to utilize the JCP to assist in the democratization process. It identifies the perceived threat of a revolution in March 1947 as a key turning point in U.S. attitudes. Involved in a delicate balancing act with multiple Japanese interests, some American officials feared that elements of the extreme left might even evolve into extreme right-wing terrorists. In this comprehensive account, Oinas-Kukkonen includes information on the indirect role of the Europeans in this affair, as well as the roles of outsider groups such as the outcaste burakumin and the Koreans residing in Japan.

The central theme of this volume is deteriorating India-Pakistan relations. It opens in the aftermath of the Indian takeover of Hyderabad. This had been accomplished so rapidly that there was a widespread feeling in Pakistan that their country would be next to attract the attention of the Indian Army. Matters were worsened by the exodus of more than a million disaffected Hindus from East Pakistan to India. Belligerent speeches were made by both sides and Nehru told the British High Commissioner, Archibald Nye, on 20 November 1948 that ‘the situation in East Bengal was causing him far more anxiety than that in Kashmir’. However it was Kashmir which remained the major cause of tension. After a period of relative stalemate there was movement from mid-November and a real possibility of the extension of the fighting into West Punjab. Fortunately wiser counsels were to prevail and the volume gives clues as to why a cease fire was agreed extremely rapidly at the end of December. This took effect at midnight on 1 January 1949. There were now grounds for hope that relations between the two Dominions would greatly improve although Nye felt that because of likely problems with a plebiscite ‘in many respects our Kashmir troubles were only about to start’. But he trusted that these would not be accompanied by bloodshed. The volume contains 376 documents (with Appendices) and includes extracts from the monthly appreciations on the general situation which both High Commissioners sent to London.
