In December 1909, 1st Lt. Benjamin D. Foulois was summoned into the office of Brig. Gen. James Allen, Chief Signal Officer of the U.S. Army, who told the officer that he was to become the sole flyer of the newly acquired Wright military airplane, designated "Signal Corps No. 1." Foulois was to report to Fort Sam Houston, Texas, in order to assess the aircraft's military possibilities. "Take plenty of spare parts, and teach yourself to fly" was the heartening command given to the young lieutenant. Foulois had minimal exposure to heavier-than-air mechanical flight and had yet to fly solo. In the early days of flight, every attempt to leave the ground held the possibility of disaster. Unpredictable mechanical failure or dangerous weather conditions were constant threats. Admirably, Foulois not only survived the assignment but also developed his skills as a pilot, introduced modifications to the aircraft, and established many new procedures along the way. Most of the Logbook of Signal Corps No. 1 was handwritten by one or more individuals in a neat, professional hand. The logbook is presented as it was originally written although certain adjustments to the format of the material as originally recorded were considered editorially felicitous. Where such format changes have been applied to assist a modern-day reader's comprehension of the author's original record, the information appears here phrased in italic type. This convention is most frequently used to express, using the author's words, what had originally been indicated only symbolically by his use of ditto marks. As is standard practice, notations made by the present editor appear as [bracketed] information. Interpolations and annotations were added to the original logbook and, judging from the handwriting, were nearly always attributable to Benjamin D. Foulois. Many of these interpolations appear to have been made, on the basis of internal evidence, within hours or days of the original entry. Others appear to have been made from months to years later, perhaps as Foulois was contemplating his memoirs. Such author interpolations are indicated here in a sans serif typeface. The author's annotations found as marginal notes in the original logbook are preceded here by the bracketed phrase, "Marginal note." In various places, words are underlined in the original text. Whether these underlinings were done contemporaneously with the writing of the text or were made later is unknown; however, the underlinings have been scrupulously retained in this text. US Air Force Forward Air Controllers (FACs) bridge the gap between air and land power. They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. At the Dawn of Airpower: The U.S. Army, Navy, and Marine Corps’ Approach to the Airplane, 1907–1917 examines the development of aviation in the U.S. Army, Navy, and Marine Corps from their first official steps into aviation up to the United States’ declaration of war against Germany in April, 1917. Burke explains why each of the services wanted airplanes and show how they developed their respective air arms and the doctrine that guided them. His narrative follows aviation developments closely, delving deep into the official and personal papers of those involved and teasing out the ideas and intents of the early pioneers who drove military aviation Burke also closely examines the consequences of both accidental and conscious decisions on the development of the nascent aviation arms. Certainly, the slow advancement of the technology of the airplane itself in the United States (compared to Europe) in this period affected the creation of doctrine in this period. Likewise, notions that the war that broke out in 1914 was strictly a European concern, reinforced by President Woodrow Wilson’s intentions to keep the United States out of that war, meant that the U.S. military had no incentive to “keep up” with European military aviation. Ultimately, however, he concludes that it was the respective services’ inability to create a strong, durable network connecting those flying the airplanes regularly (technology advocates) with the senior officers exercising control over their budget and organization (technology patrons) that hindered military aviation during this period.

At its dawn in the early twentieth century, the new technology of aviation posed a crucial question to American and British cavalry: what do we do with the airplane? Lacking the hindsight of historical perspective, cavalry planners based their decisions on incomplete information. Harnessing the Airplane compares how the American and British armies dealt with this unique challenge. A multilayered look at a critical aspect of modern industrial warfare, this book examines the ramifications of technological innovation and its role in the fraught relationship that developed between traditional ground units and emerging air forces. Cavalry officers pondered the potential military uses of airplanes and other new technologies early on, but preferred to test them before embracing and incorporating them in their operations. Cavalrymen cautiously examined airplane capabilities, developed applications and doctrine for joint operations, and in the United States, even tried to develop their own, specially designed craft. Throughout the interwar period, instead of replacing the cavalry, airplanes were used cooperatively with cavalry forces in reconnaissance, security, communication, protection, and pursuit—a collaboration tested in maneuvers and officially blessed in both British and American doctrine. This interdependent relationship changed drastically, however, during the 1930s as aviation priorities and doctrine shifted from tactical support of ground troops toward independent strategic bombardment. Henning shows that the American and British experiences with military aviation differed. The nascent British aviation service made quicker inroads into reconnaissance and scouting, even though the British cavalry was the older institution with more-established traditions. The American cavalry, despite its youth, contested the control of reconnaissance as late as the 1930s, years after similar arguments ended in Britain. Drawing on contemporary government reports, memoirs and journals of service personnel, books, and professional and trade journals and magazines, Harnessing the Airplane is a nuanced account of the cavalry’s response to aviation over time and presents a new perspective on a significant chapter of twentieth-century military history.
