Contemporary probation practice is developing rapidly and is become increasingly professionalized. Probation officers are typically described now as offender managers, and the creation of NOMS (National Offender Management Service) has broadened the remit of the Probation Service. As well as bringing an increased emphasis on skills and qualifications it has also introduced a new set of ideas and concepts into the established probation lexicon - including institutional, legal, political and theoretical terms of its own as well as importing concepts from the disciplines of sociology, criminology and psychology. This Dictionary is the essential reference book. Protecting the Public by House of Commons Public Accounts Committ Pdf

The Parole Board (the Board), a Non-Departmental Public Body sponsored by the Ministry of Justice, is responsible for deciding whether an offender is suitable for release from custody on parole. The Board's workload of cases to assess has more than doubled in a five year period. The balance has also shifted from more straightforward paper based hearings to more resource intensive oral hearings, where the offender attends and is questioned. This increase in workload stems from the rising prison population and new sentencing regimes. The Board's administrative performance is undermined by a lack of capacity to hear cases, and it often does not receive the key information required to make their assessment on serious offenders. The Prison and probation services have been unable to provide the timely and complete information necessary for the efficient and effective running of the parole process. There are further problems with the oral hearings: two-thirds of oral hearings have not been held in their planned month and 20 per cent of hearings have been held more than 12 months late. These delays are unacceptable and costly - direct costs of £1 million in 2007-07, and nearly £2 million costs to the Prison Service in keeping offenders who should have been released or transferred to open conditions. These costs are significant when set against the Board's net expenditure in 2007-8 of £7.4 million, and the Board needs to administer hearings more effectively. The Board should also be more independent, and its membership more accurately reflect the composition of society.

Parole, Desistance from Crime, and Community Integration by National Research Council,Division of Behavioral and Social Sciences and Education,Committee on Law and Justice,Committee on Community Supervision and Desistance from Crime Pdf

Every day, about 1,600 people are released from prisons in the United States. Of these 600,000 new releasees every year, about 480,000 are subject to parole or some other kind of postrelease supervision. Prison releasees represent a challenge, both to themselves and to the communities to which they return. Will the releasees see parole as an opportunity to be reintegrated into society, with jobs and homes and supportive families and friends? Or will they commit new crimes or violate the terms of their parole contracts? If so, will they be returned to prison or placed under more stringent community supervision? Will the communities to which they return see them as people to be reintegrated or people to be avoided? And, the institution of parole itself is challenged with three different functions: to facilitate reintegration for parolees who are ready for rehabilitation; to deter crime; and to apprehend those parolees who commit new crimes and return them to prison. In recent decades, policy makers, researchers, and program administrators have focused almost exclusively on "recidivism," which is essentially the failure of releasees to refrain from crime or stay out of prison. In contrast, for this study the National Institute of Justice (NIJ) of the U.S. Department of Justice asked the National Research Council to focus on "desistance," which broadly covers continued absence of criminal activity and requires reintegration into society. Specifically, the committee was asked (1) to consider the current state of parole practices, new and emerging models of community supervision, and what is necessary for successful reentry and (2) to provide a research agenda on the effects of community supervision on desistance from criminal activity, adherence to conditions of parole, and successful reentry into the community. To carry out its charge, the committee organized and held a workshop focused on traditional and new models of community supervision, the empirical underpinnings of such models, and the infrastructure necessary to support successful reentry. Parole, Desistance from Crime, and Community Integration also reviews the literature on desistance from crime, community supervision, and the evaluation research on selected types of intervention.

Reshaping Probation and Prisons by Hough, Mike,Allen, Rob,Una Padel Pdf

The Government has embarked on a programme of radical reform for the probation and prison services with the setting up of a National Offender Management Service (NOMS). The aim is to make the two services work more effectively together, and to promote private sector involvement in 'corrections' work. This groundbreaking volume takes a critical look at the different aspects of the NOMS proposals, at a time when the Government is still working out the detail of its reforms. No other academic publication has scrutinised the NOMS proposals so closely. Through six contributions from leading experts on probation and criminal justice the report identifies the risks attached to NOMS; assesses the prospects of success; provides ideas for reshaping government plans and presents an authoritative critique of a set proposals that could go badly wrong. The report will be crucial reading for politicians, civil servants and criminal justice managers. Senior probation and prison staff will find it of particular value.

Redemption, Rehabilitation and Risk Management by George Mair,Lol Burke Pdf

Redemption, Rehabilitation and Risk Management provides the most accessible and up-to-date account of the origins and development of the Probation Service in England and Wales. The book explores and explains the changes that have taken place in the service, the pressures and tensions that have shaped change, and the role played by government, research, NAPO, and key individuals from its origins in the nineteenth century up to the plans for the service outlined by the Conservative/Liberal Democrat government. The probation service is a key agency in dealing with offenders; providing reports for the courts that assist sentencing decisions; supervizing released prisoners in the community and working with the victims of crime. Yet despite dealing with more offenders than the prison service, at lower cost and with reconviction rates that are lower than those associated with prisons, the Probation Service has been ignored, misrepresented, taken for granted and marginalized, and probation staff have been sneered at as ‘do-gooders’. The service as a whole is currently under serious threat as a result of budget cuts, organizational restructuring, changes in training, and increasingly punitive policies. This book details how probation has come to such a pass. By tracing the evolution of the probation service, Redemption, Rehabilitation and Risk Management not only sheds invaluable light on a much misunderstood criminal justice agency, but offers a unique examination of twentieth century criminal justice policy. It will be essential reading for students and academics in criminal justice and criminology.

Who to Release? by Nicola Padfield Pdf

This book explores the changing role of the Parole Board. It pays particular attention to the effects of the early release scheme of the Criminal Justice Act 2005, which resulted in the Parole Board deciding in Panels to deteminate sentence prisoners, lifers, and recalled prisoners. A wide range of significant issues, and case law, has arisen as a result of these changes, which the contributors to this book, leading authorities in the field, aim to explore.

Working with Offenders by Rob White,Hannah Graham Pdf

This book provides a theoretically informed guide to the practice of working with offenders in different settings and for different purposes. It deals with topics such as offender rehabilitation, case management, worker-offender relationships, working with difficult clients and situations, collaboration, addressing complex needs, and processes of integration. The chapters are structured around a dual focus of workers and their environments on the one hand, and the nature of the offenders with whom they work on the other. The condition and situation of workers is thus considered in the context of the condition and situation of offenders, and the relationship between the two.

The National Offender Management Information System by Great Britain. National Audit Office Pdf

The project's original aim of a single shared database of offenders will not be met, though the number of databases used has been reduced from 220 to three. The new system was to be introduced by January 2008 and was to cost £234 million to 2020. By July 2007, £155 million had been spent on the project, it was two years behind schedule, and estimated lifetime project costs had risen to £690 million. The project was halted while options to get the budget under control were sought. The causes of the delays and cost overruns were : inadequate management oversight, significant underestimation of the project's technical complexity, weak change control and absent budget monitoring. The design of the main supplier contracts precluded pressure on suppliers to deliver to time and cost. In January 2008, NOMS began work on a re-scoped program with an estimated lifetime cost of £513 million and a delivery date of March 2011.
