The Mexican Military Approaches the 21st Century: Coping with a New World Order by Anonim Pdf

The author's discussion of the roles and missions of the Mexican forces has special salience in this era of 'alternative missions.' Since the U.S. Army has had to deal with the same missions of civic action and counternarcotics, this study provides a timely and instructive lesson on how the Mexican military has wrestled with these challenges. North American Free Trade Agreement(NAFTA), Civic action, Counternarcotics, Mexico, Mexican army.

The Mexican Military Approaches the 21st Century: Coping with a New World Order by Stephen J. Wager Pdf

In 1993, the Strategic Studies Institute and the University of Arizona cosponsored a conference on "Mexico Looks to the 21st Century: Change and Challenge." It brought together a distinguished group of academic and government specialists to discuss Mexico's future, particularly the changes likely to be brought about by the North American Free Trade Agreement and their implications for the United States. Participants made presentations on Mexico's political future, the borderlands, the environmental problem, migration, Mexico's civil society, the labor and women's movement, and the military. The conference was funded by the U.S. Army War College's Strategic Outreach Program, under the direction of Colonel John D. Auger, and the University of Arizona. It was organized by Dr. Edward J. Williams of the University of Arizona and Dr. Donald E. Schulz of the Strategic Studies Institute. Of the papers presented at the meeting, the one that struck closest to the concerns of the U.S. Army was "The Mexican Military Approaches the 21st Century: Coping with a New World Order" by Lieutenant Colonel Stephen J. Wager of the U.S. Military Academy.

The Mexican Armed Forces in Transition by Anonim Pdf

After the September 11, 2001 (9/11), attacks on the United States, homeland defense became the primary issue in U.S. defense policy. At the same time, it was clear that homeland defense would have to become a trilateral continental issue, and, thus, would have to include Canada and Mexico. Because the United States and Canada already had developed a relatively close relationship during and after World War II as a result of their common interests and efforts in NATO (North Atlantic Treaty Organization) and NORAD (North American Air Defense), it became important to begin to understand the Mexican armed forces and their capabilities. This monograph, written from a Canadian prospective, is a significant step in that direction. Because interaction among the U.S., Mexican, Canadian, and other hemispheric armed forces is likely to increase, within or outside a continental economic and/or security architecture, better mutual understanding of the structure and inner workings of the not well understood Mexican armed forces is indispensable. Thus, the purpose of this monograph is to provide a long-overdue appraisal of the Mexican armed forces, with the intention of acquainting those in Canada and the United States and other countries in the Western Hemisphere with the Mexican armed forces. This monograph will demonstrate that the armed forces are professional and well respected in Mexico, and that many Mexicans depend on these forces for medical services, physical and human development, and disaster relief. Additionally, the authors expect that this monograph will contribute to a more universal understanding of the history, structure, and doctrine of the Mexican forces, and of the changing nature of civil-military relations in Mexico. This is not only desirable, but likely necessary, as we move further into 21st century interdependence.

Mexico's Military on the Democratic Stage by Roderic A. Camp Pdf

Based on information not available previously, this comprehensive study details the history, evolution, and changing relationship between the armed forces and civilian leadership in Mexico in the second half of the 20th century. Camp focuses on the past two decades during which democratic transformation produced important changes within the armed forces, in particular the navy. Despite institutional autonomy, a lack of reform, and an increase in civilian missions, the Mexican armed forces remain subordinate to civilian political authorities, and Camp finds little evidence to support the common notion that they are a significant threat to civilian supremacy in general or to the democratic process in particular. This work draws from published and unpublished sources, military websites, and material obtained through numerous freedom of information requests made directly through the secretariat of national defense. It includes correspondence and interviews with Mexican officers, specialists and journalists who have covered the military and American officers who have trained or worked with the Mexican armed forces. Based upon thirty-five years of research, Camp incorporates detailed data on 670 army, air force, and naval officers at the two or three star rank, into the only comprehensive biographical data bank ever compiled on the Mexican military. This allows for insightful comparisons between the navy and army, on such topics as leadership, training, international education, and promotion. It reveals new organizational developments within the armed forces, especially the navy, and the new roles civil political institutions are playing vis-a-vis the armed forces.

Adapting, Transforming, and Modernizing Under Fire by Inigo Guevara Moyano,U. S. Army War College,Strategic Studies Institute Pdf

Since President Felipe Calderon took office in December 2006, Mexico has embarked upon the implementation of a culture of law and security that has triggered a war with organized crime. This war has involved all sectors of society and has activated a series of renovations in its armed forces, which to date remain the most trusted institutions in Mexican society. This groundbreaking Letort Paper is an important contribution to an understanding of the structure, culture, motivators, and challenges of the Mexican military in the 21st century. Mr. Iñigo Guevara Moyano, a Mexican researcher and writer, provides a clear picture of doctrinal and structural transformations, adaptations, and improvement that the Mexican armed forces have endured over the past 5 years. Mr. Moyano focuses on how the counternarcotic role has impacted its organization, deployments, and operations, and how it has generated new doctrinal and equipment requirements.

Mexico Faces the 21st Century by Donald E. Schultz,Edward J. Williams Pdf

As Mexico approaches the 21st century, its problems seem to be rapidly overwhelming its prospects. Only a short time ago, with the passage of NAFTA, it appeared ready to catapult out of underdevelopment into the ranks of the industrialized countries. Then came 1994, the year of living dangerously, and suddenly Mexico appeared dangerously close to the brink of wholesale disintegration. What went wrong? And what are the prospects for the future? In Mexico Faces the 21st Century, a distinguished group of veteran Mexico watchers analyze the roots of the crisis and the outlook for political stability democratization, socioeconomic development, and U.S.-Mexican relations. Among the subjects addressed are: the crisis of the Salinas years, the changing nature of the political system, the relations between the PRI and the opposition, the internal conflicts within the PRI, the emerging power of the narcotraffickers, the role of civil society, labor and the military, the Chiapas uprising, NAFTA, the current economic crisis, illegal migration, the U.S.-Mexican borderlands, and U.S.-Mexican national security issues. Though the prognosis is for a troubled future, the outlook is by no means hopeless: political violence and socioeconomic turmoil will continue, and relations with the United States will be more conflictual than anticipated. But Mexico will probably be able to avoid a full-scale revolutionary upheaval and will continue what is likely to be a long and difficult transition to democracy.

Mexico at War by David Marley Pdf

A comprehensive overview of Mexico's military history from 1810 to the present day, including rare facts and information not found online. Mexico's past is riddled with stories of struggle—military battles, internal rebellions, revolutions, and drug wars. This in-depth reference provides a complete military history of that country since its War of Independence in 1810 through the present day. From the evolution of combat in the region, to the motivations and tensions behind recurrent conflicts, to the dubious beginnings of drug gangs and warlords, this is the only book of its kind to explore Mexican warfare in such great depth. This detailed study consists of an alphabetical compilation of roughly 300 entries dealing with different facets of hostile encounters throughout the country's history. In addition to covering key places and people, regional expert and author David F. Marley offers unique insights into more obscure topics such as the 1913 aerial bombardments at the port of Guaymas, visits from American luminaries, colorful Mexican military slang, and the songs that identify various political factions. The work includes a host of important historical documents, a glossary, and an extensive bibliography to encourage further research on the subject.

Between a Rock and a Hard Place by Donald E. Schulz Pdf

The North American Free Trade Association has accelerated its interdependence with the U.S. economy. At the same time, Mexico has been experiencing great political, economic, and social disruption, and has become the territory of origin or transit of most of the illegal drugs entering the United States. The growing interpenetration and interdependence of the two countries means that this turmoil is more likely than ever to spill over the border. Whether in the form of economic interaction, illegal immigration, or the spread of corruption and violence, what happens in Mexico increasingly affects our own national interests. By redefining U.S.-Mexican national security in nontraditional terms, the author has gone a long way towards helping us comprehend the implications of what has been happening. Equally important, he offers practical suggestions as to how U.S. leaders should respond--and not respond--to these challenges.

Mr. Moyano focuses on how the counternarcotic role has impacted its organization, deployments, and operations, and how it has generated new doctrinal and equipment requirements. The paper also addresses key areas of national and international concern such as respect for human rights and and the military justice system. Given Mexico's importance to the United States as its neighbor, ally, and third largest trading partner, understanding the transformation that its armed forces are enduring to assist in the implementation of a culture of law should be of prime concern to all actors-government, private sector, and academia-involved in the decisionmaking process.

The Blood Contingent by Stephen Neufeld Pdf

"In the pursuit of the modern, the armed forces served as instrument, model, and metaphor for national progress. I examine in this book how the military experience, as representative of the process, failed or fulfilled aspects of the broad national transition towards hegemony and sovereignty. This is the first work combining personnel records and military literature with cultural sources to address the setting of military life for soldiers and their families rather than politics or officers. In connection with nation formation and identity, this book moves away from studies of the army as an institution to broaden understandings of inculcations and the limits and fault lines of building Mexico as a nation. More social and cultural in historical outlook, I examine the creation of political cultures rooted in or derived from the personal experiences of the lower ranks. In doing so, the book removes some of the privileged view that official narratives emphasize in order to explain the making of a bureaucratic institution from the bottom up, and to more clearly describe how this process both encouraged the development of nationalism and limited it in important ways. In this fashion I build on the works of scholars whose focus has centered more on officers, education, and political conflicts"--Introduction.
