When states fail to resolve disputes over shared water resources, many cast such failures on inadequate or ineffective legal rules. Why do states often fail to cooperate, using transboundary natural resources inefficiently and unsustainably? This book, first published in 2002, examines the contemporary international norms and policy recommendations that could provide incentives for states to cooperate. Congo, and Kenya) and is home to more than 160 million people. Five of these countries are among the poorest in the world, with low levels of socio-economic development or - in other words - with tremendously high potentials and motivation to socio-economically develop. Today, exploitation of the Nile has reached its limits with ever greater populations and industries depending on its waters. History has created political power structures which represent the exact opposite of the hydrological realites. Although the river receives no contributions from Egyptian territories, the country is the most excessive consumer of Nile waters and dependent on it for about 95% of its freshwater resources. At the same time, precipitation in the Ethiopian highlands delivers some 85% of the Nile's flow measured at Aswan. But the prevailing river regime in combination with a history of political instability has so far prevented Ethiopia and other upstream countries from constructing major schemes to facilitate economic development or even flood protection for its population. Will increasing resource competition lead the states of the Nile Basin to full-scale inter-riparian conflict? Egypt with its very limited availabilty of arable land and already over-exploited and contested water resources must consider to at least partially abandon its pursuit of food self-sufficiency and examine alternative ways of securing its population's needs. Given growing pressures on the Nile's resources, the Basin states' current order will have to fundamentally shift from the current lower-basin domination to a more integrative regional system that appreciates both the upperriparians' contributions and development needs as well as the lower-riparians' dependence upon their cooperation. Considering the most recent trends in scientific literature on transboundary water resources, this transformation is expected to be accomplished through cooperative action rather than resisted against through inter-riparian conflict. This paper argues that Egypt will, despite the repeated threats uttered against underdeveloped upstream states' claims for more equal shares, lose its hitherto dominant position and engage in cooperative efforts exceeding current frameworks like that of the World Bank's NBI.

This book introduces an analytic framework constructed upon the iterated Prisoners' Dilemma game to model and analyze transboundary water interactions along the Nile River. It presents a thorough and in-depth analysis of the historical path through which conflict and cooperation have been generated among the Nile riparians over large-scale developmental schemes. This is done through modeling water interactions in the basin as an iterated Prisoners' Dilemma game and employing process-tracing method to compare four distinguishable rounds of the game: the colonial round, the Cold War round, the post-Cold War round, and the post-2011 round. The book examines the influences of the changing political contexts at the domestic, regional, and global levels on the game outcomes. This framework is initially applied on several cases of international rivers worldwide, while the rest of the book is devoted to the Nile case. The book's central argument is that the riparians' interests, capabilities, and beliefs are heterogeneous in varying degrees and that the changing multilevel political contexts influence the level of such heterogeneities among the riparians, which ultimately drive the equilibrium dynamics in the Nile game to generate different conflictive and cooperative outcomes over time. Although the book's main conclusion indicates that the absence of economic interdependence and regional integration will transfer the game into tug-of-war, which will impose harsh punishment on the basin communities and ecosystems on the long term, the final chapter lists a group of recommendations addressed to the riparian states and international donors, exploring the way for boosting cooperation and preventing conflicts in the basin. Climate change has an impact on the ability of transboundary water management institutions to deliver on their respective mandates. The starting point for this book is that actors within transboundary water management institutions develop responses to the climate change debate, as distinct from the physical phenomenon of climate change. Actors respond to this debate broadly in three distinct ways – adapt, resist (as in avoiding the issue) and subvert (as in using the debate to fulfil their own agenda). The book charts approaches which have been taken over the past two decades to promote more effective water management institutions, covering issues of conflict, cooperation, power and law. A new framework for a better understanding of the interaction between transboundary water management institutional resilience and global change is developed through analysis of the way these institutions respond to the climate change debate. This framework is applied to six river case studies from Africa, Asia and the Middle East (Ganges-Brahmaputra, Jordan, Mekong, Niger, Nile, Orange-Senqu) from which learning conclusions and policy recommendations are developed.
