The Northern Territories Controversy by Gerald R. Pitzl Pdf

This case study explores the long-running dispute between Japan and Russia over ownership of the Northern Territories (as Japan calls them), a four-island complex north of Hokkaido in the Kuriles. Attempts to develop strong economic ties between the two countries have been thwarted because of animosity stemming from this territorial dispute. This case covers conflict resolution, diplomatic history, political geography, and international law, and lends itself well to the inclusion of cooperative learning and role playing.

Resolving the Russo-Japanese Territorial Dispute by Brad Williams Pdf

The unresolved territorial dispute between Japan and Russia over the South Kuril Islands/Northern Territories remains the largest obstacle to concluding a peace treaty and fully normalising bilateral relations between the two nations. This book traces the evolution of transnational relations between subnational public authorities in Hokkaido and Sakhalin, examining the interrelationship between these ties and the Russo-Japanese territorial dispute. The book investigates why the development of Hokkaido-Sakhalin relations has failed to create, at the subnational level, an environment conducive to resolving (kankyo seibi) the South Kuril Islands/Northern Territories dispute. Brad Williams suggests that kankyo seibi has not worked primarily because Russia’s troubled transition to a liberal democratic market economy has manifested itself in ways that have ultimately increased the South Kuril Islands’ intrinsic and instrumental value for the Sakhalin public and regional elite. This in turn has limited the impact from the twin transnational processes of cultural and economic exchange in alleviating opposition to the transferral of these disputed islands to Japan. Drawing upon a wealth of primary and secondary sources from both countries, this book utilises levels of analysis and an analytical framework that incorporates national and subnational, as well as governmental and non-governmental forces to discuss a relatively unexplored aspect of Russo-Japanese relations. As such, Resolving the Russo-Japanese Territorial Dispute will appeal to students and scholars of Asian politics, international relations and post-communist states.

Economic Statecraft and Foreign Policy by Jean-Marc F. Blanchard,Norrin M. Ripsman Pdf

This book develops a unified theory of economic statecraft to clarify when and how sanctions and incentives can be used effectively to secure meaningful policy concessions. High-profile applications of economic statecraft have yielded varying degrees of success. The mixed record of economic incentives and economic sanctions in many cases raises important questions. Under what conditions can states modify the behaviour of other states by offering them tangible economic rewards or by threatening to disrupt existing economic relations? To what extent does the success of economic statecraft depend on the magnitude of economic penalties and rewards? In order to answer these questions, this book develops two analytic models: one weighs the threats economic statecraft poses to the Target’s Strategic Interests (TSI); while the other (stateness) assesses the degree to which the target state is insulated from domestic political pressures that senders attempt to generate or exploit. Through a series of carefully crafted case studies, including African apartheid and Japanese incentives to obtain the return of the Northern Territories, the authors demonstrate how their model can yield important policy insights in regards to contemporary economic sanctions and incentives cases, such as Iran and North Korea. This book will be of much interest to students of statecraft, sanctions, diplomacy, foreign policy, and international security in general.

Japan, Russia and their Territorial Dispute by James D. J. Brown Pdf

The territorial dispute between Japan and Russia over four islands off the northeast coast of Hokkaidō has been an enduring obstacle to closer relations between the two powers and therefore an important determinant of geopolitics in North-East Asia. Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. Presenting a unique analysis and a strikingly different perspective on this territorial dispute, the findings of this book are of considerable importance for international relations within the Asia-Pacific region. It will be of interest to students and scholars of Japanese Politics, Russian Politics and International Relations.

At the Edge of the Nation by Paul B. Richardson Pdf

Debates over the remote and beguiling Southern Kuril Islands have revealed a kaleidoscope of divergent and contradictory ideas, convictions, and beliefs on what constitutes the “national” identity of post-Soviet Russia. Forming part of an archipelago stretching from Kamchatka to Hokkaido, administered by Russia but claimed by Japan, these disputed islands offer new perspectives on the ways in which territorial visions of the nation are refracted, inverted, and remade in a myriad of different ways. At the Edge of the Nation provides a unique account of how the Southern Kurils have shaped the parameters of the Russian state and framed debates on the politics of identity in the post-Soviet era. By shifting the debate beyond a proliferation of Eurocentric and Moscow-focused writings, Paul B. Richardson reveals broad alternatives and possibilities for Russian identity in Asia. After the dissolution of the Soviet Union in 1991, when Russia was suffering the fragmentation of empire and a sudden decline in its international standing, these disputed islands became symbolic of a much larger debate on self-image, nationalism, national space, and Russia’s place in world politics. When viewed through the prism of the Southern Kurils, ideas associated with the “border,” “state,” and “nation” become destabilized, uncovering new insights into state-society relations in modern Russia. At the Edge of the Nation explores how disparate groups of political elites have attempted to use these islands to negotiate enduring tensions within Russia’s identity, and traces how the destiny of these isolated yet evocative islands became irrecoverably bound to the destiny of Russia itself.
