This volume provides an overview of the political economy of coal in diverse country contexts. Coal is the largest source of greenhouse gas emissions globally, accounting for about 40 percent of energy-related CO2 emissions. Continued construction of coal-fired power plants could make the climate targets of the Paris Agreement infeasible to achieve. In spite of sharply declining costs for renewable energy sources, many countries still heavily rely on coal to meet their energy demand. The predominance of coal can only be adequately understood in light of the political factors that determine energy policy formulation. To this end, this edited volume assembles a wide variety of case studies exploring the political economy of coal for across the globe. In Eastern Europe and Central Asia there are significant pressures for residential energy tariffs to rise, as government budgets are increasingly stretched and cannot afford to pay large energy subsidies. Further pressures for tariffs to rise come from environmental concerns, as the tariff levels that households now face do not cover the social costs of energy production. Because reforms that would increase energy tariffs are likely to affect significantly the poor and the middle class, their political feasibility may be questioned unless appropriate ways of cushioning the impacts can be devised. Balancing these competing claims—fiscal and environmental concerns on the one hand, affordability and political economy concerns on the other—is a task that policy makers in the region are increasingly unable to put off. While challenging, the reforms needed for this balancing act can build on much that has been learned in the last decade in terms of improving the effectiveness of social assistance systems and increasing energy efficiency. This report suggests that a policy agenda that focuses on cutting subsidies to the energy sector, while investing in energy efficiency and supporting households at the bottom of the distribution, amounts to a new wave of policy reforms for the energy sector in transition countries. The feasibility of such an integrated policy agenda and the ability of these policies to balance the competing claims of fi scal responsibility and social concerns are explored through different policy scenarios, which, in their simplicity, help clarify the parameters of the policy choices many countries ECA are facing. Under moderately optimistic assumptions concerning the vigour with which CoP21 objectives are pursued, nearly every country will attempt to design and implement the most promising and locally relevant policies for achieving their agreed contribution to global mitigation. This book seeks to understand the simultaneous economic and political contributors to China's changing agricultural protection levels and the central government's choice of policy instruments to tax or assist farmers. It theoretically explores the motivation behind agricultural trade-related support policies through extending the two-sector specific factors production model to three sectors, so as to make it more relevant for a one-party state such as China. Chapter three tests that theory empirically, using panel data on agricultural distortions for the period 1981 to 2010 from Anderson and Nelgen (2013). The long-running trend in the level of assistance to the farm sector sees considerable fluctuations in support each year, which has been attributed to fluctuations in international prices of agricultural products. Chapter four seeks to explain the Chinese government's responses to world market price fluctuations. In practice, the government does have other instruments besides trade restrictions to alter domestic producer and consumer prices in the face of fluctuating international prices. Chapter five explores the role that public storage policy can play in contributing to the government's objective of stabilizing the domestic market price of farm products. The final chapter of the book draws out implications for policymakers in China and elsewhere.
