Excerpt from A Bibliography of Unemployment and the Unemployed The list here presented to the student, of nearly eight hundred books, reports, pamphlets and articles relating to the problem of Unemployment, is, of course, very far, alike in form and in content, from being a proper bibliography of the subject. It is, in fact, no more than a summary guide to the principal publications of the United Kingdom, and to some of those of France, Germany, Italy and the United States, for the most part within the last quarter of a century. The items referred to are not all to be found in any one library, not even in the magnificent collection of the British Museum, the courteous assistance of which institution is gratefully acknowledged. The greater number are in the British Library of Political Science, in connection with the London School of Economics and Political Science, where they are accessible not only to students of that institution, but also to any serious inquirer. The present list, prepared in the first instance for some members of the Royal Commission on the Poor Laws and on the Relief of Distress from Unemployment(1905-9), and revised for the use of the Research Department of the National Committee to Promote the Break Up of the Poor Law, is now placed at the disposal of a wider circle. Perhaps the most serious deficiency in the list is its lack of historical perspective. We are always apt to suppose that Unemployment is peculiarly a problem of to-day, and such a mistaken impression might easily be fostered by the incomplete character of the present list. To remove that impression it would be useful if some student would supplement Miss Taylor's work by compiling a corresponding list, which would be a lengthy one, of publications on Unemployment during the seventeenth and eighteenth centuries - to go no farther back into mediaeval darkness - and during the first three-quarters of the nineteenth century. Among them are sunspots, high wages, natural laws, too much saving, and the exhaustion caused by war. It would be rash to say that the sunspots explanation, though it requires little refutation, is the most untenable. All these explanations ignore the plainest facts of the situation. For instance, the highest wages are invariably paid when trade is at its best, and it is the countries of high wages which are the most prosperous. Moreover, the nominally high wages paid since the war are high only when expressed in paper. Real wages are very little higher than before the war, and the recent fall has been a fall in paper wages also. Expressed in gold it is probable that wages have changed little. That A unemployment is a national problem of the first order and that a broad, constructive program for dealing with it is a national need, requires no emphasis today. The conflicting social and economic points of view as to what this program should be, the varied interpretations of European experience with unemployment insurance and the prevailing vagueness of information on the situation in the United States as regards the application of public insurance to the unemployment problem, make Man impartial analysis of the question highly desirable. The purpose of the present report is to discuss the problem of the relation of public unemployment insurance to conditions in the United States, through an analysis of the theory of such insurance, an examination of European experience with its, various forms and a survey of the need and basis for public a unemployment insurance in the United States. Legislative. projects for such insurance in this country are studied from the point of view of economic and social theory and in the light of American economic and social conditions so as to provide a basis for unbiased judgment regarding the applicability of any form of social insurance to the unemployment problem in the United States. Realizing the burden which unemployment puts upon modern industrial society, the Board in this report wishes to emphasize the necessity for a thorough study of the character of the problem and the possibilities of meeting it in ways adapted to economic and industrial conditions in the United State, without prejudice to the principle of public insurance in so fr as its need and practicability may be demonstrated.
