Data were collected by means of questionnaires sent to each provincial/territorial child care office, interviews with officials, and follow-up interviews to ensure that information was accurate. Part 1 of the report discusses the federal role in early childhood care and education. Part 2, the bulk of the report, contains the following information for each province and territory: (1) relevant legislation; (2) official responsible for child care; (3) child care services available; (4) policies regarding children with special needs; (5) aboriginal child care programs; (6) demographic and family leave information; (7) statistics on child care spaces; (8) standards and regulations; (9) funding; (10) municipal role; (11) child care planning and development; (12) related services such as kindergarten and aboriginal Head Start; (13) history of child care in the province/territory and recent developments; and (14) key provincial child care organizations. This part also presents nationwide information on aboriginal early childhood care and education, discusses issues of flexibility, accessibility, and cultural integrity, and describes government programs and policies. Larry Prochner and Nina Howe reflect the variation within the field by bringing together a multidisciplinary group of experts to address key issues in the field: What programs are currently available and what are their origins? How are adults prepared for work in these programs? How do children within the programs spend their day? What policies guide the programs? How has the field reflected on itself through research? There are no simple answers, but the essays in this collection contribute to a creative reframing of the questions. The authors include psychologists, sociologists, historians, teacher educators, and social policy analysts.

Transforming the Workforce for Children Birth Through Age 8 by National Research Council,Institute of Medicine,Board on Children, Youth, and Families,Committee on the Science of Children Birth to Age 8: Deepening and Broadening the Foundation for Success Pdf

Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning. Despite the fact that they share the same objective - to nurture young children and secure their future success - the various practitioners who contribute to the care and the education of children from birth through age 8 are not acknowledged as a workforce unified by the common knowledge and competencies needed to do their jobs well. Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. This book then makes recommendations to improve the quality of professional practice and the practice environment for care and education professionals. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions. The recommendations of this book provide an opportunity to improve the quality of the care and the education that children receive, and ultimately improve outcomes for children.

Recent Perspectives on Early Childhood Education and Care in Canada by Larry Prochner Pdf

Early childhood education is critical for preparing children for success in formal school settings, and as such, is a major concern throughout the world. This volume brings together ground-breaking research in this area to help practitioners, students, policy makers, curriculum designers, and intervention program developers understand the latest ideas and advances in the field. Recent Perspectives of Early Childhood Education and Care in Canada centres on three key themes. The first provides a survey of historical, social policy, economic, and provincial regulations and policies related to early childhood education and care. The second focuses on issues related to children's learning, curriculum, and teachers. The final theme addresses recent developments in government involvement in early childhood education and care that are unique to Canada. The contributors to this volume demonstrate the pressing need that exists to further public discussion on early childhood education to help policymakers shape better decisions for Canadian families.

National Data Sets by Dafna E. Kohen,Statistics Canada. Analytical Studies Branch,Statistics Canada. Health Analysis and Measurement Group Pdf

"The present review provides a description of various Canadian national survey data sets that could be used to examine issues related to child care use. National data sets dealing with patterns of employment, time use, family earnings, social support, and child, adolescent, or adult health measures were included. We conclude that numerous questions remain unanswered in terms of addressing the relationship between patterns of employment, use of child care, family roles and responsibilities, and associations with the health of families. Recommendations are made about information that has not been collected but may prove to be useful in addressing these issues. Moreover, we conclude that existing Canadian national survey data could be used to address several issues related to patterns of care use as well as the impact on children and families."--Unedited text from document.

Early Childhood Policies and Systems in Eight Countries by Tony Bertram,Chris Pascal Pdf

This report provides an overview of policy strategies on early childhood education settings (from birth to primary schooling) in eight countries. Data were collected using a policy questionnaire addressed to and completed by the National Research Coordinator(s) (NRC) of Chile, the Czech Republic, Denmark, Estonia, Italy, Poland, the Russian Federation and the United States. The countries that participated provide interesting illustrations of early childhood education policy in action in a range of diverse contexts. Analysis of the systemic and structural results of ECE policy at national and, where necessary, subnational levels, enables transnational comparisons in policy and systems. Key policy changes, both underway and planned, are documented. These data reveal key findings in each of the five policy areas as covered in the questionnaire and this report: public policy; delivery models and providers; participation and enrollment; quality assurance systems; and expectations for child outcomes. In particular, the study aims to provide meaningful information for countries, states and jurisdictions across the world in relation to early childhood education, mapping the systems, structures and user pathways in place, along with the perceptions of stakeholders about the system, its functioning and impact. This comprehensive assessment of the wider policy contexts and settings for early childhood education includes teacher/practitioner qualifications, pedagogy approaches, and opportunities for professional development. Such information will enable countries to review their early childhood education systems in an international context.
