The current structure of select committees is 30 years old this year. The scale and scope of their work has changed enormously since their creation, as has their public profile. Overall, the work of select committees is now more focussed, more extensive, more visible, better resourced and more engaged with the public than ever before. Select committees play a key role on behalf of the public in holding Government and major public figures to account: has public money been wasted? Are officials serving the public properly? Have Ministers made the right policy decision? Are the consumer's interests properly protected? Is this person suitable to be appointed? This report records the breadth and depth of scrutiny: 326 Members of the House served on select committees during the 2007-08 session, with committees holding 785 public hearings and publishing 387 substantive reports. It also describes the variety of ways in which committees have carried out their task - developing innovative ways of obtaining information, engaging with the public and publicising their work. The level of achievement can only be sustained if committees have access to sufficient resources and full autonomy in carrying out their work programmes. One of the most significant pressures on committee resources is the availability of Members, who already face many demands on their time. These demands are only exacerbated by committees being too large, or too many committees being established. The Government is seeking to increase Government's accountability to Parliament through a variety of initiatives involving select committees, but a proper balance has to be struck to avoid overloading committees with tasks initiated by Ministers.

This report considers the experience of some three years of holding 'pre-appointment' hearings by select committees to examine the 'preferred candidate' for certain public appointments before that appointment is confirmed. Whilst the committee considers the experiment a success they do recommend a number of changes. They propose a three tier list: Posts in the first tier are those considered to be of sufficient constitutional significance as to require a process which is effectively a joint appointment by Government and the House of Commons. Posts in the second tier are those which the committee proposes should be subject to an enhanced an improved version of the current process, and which should be subject to an 'effective veto' by the House of Commons or its committees. For posts in the third tier, pre-appointment hearings should be at the discretion of committees.

The British Council is the UK's international organisation for educational opportunities and cultural relations. Its purpose is to "build engagement and trust for the UK through the exchange of knowledge and ideas between people worldwide." As well as education, it runs programmes in the arts, science, sport, governance and English language in 110 countries and territories worldwide. 2009 marked the 75th anniversary of the establishment of the Council. It receives Grant-in-Aid from the FCO for its public diplomacy activity: £209 million 2008-09, a 6% increase from 2007-08. The Committee concludes that the change in extent of data provided and the presentation of that data in the British Council's 2008-09 annual report makes it more difficult to track and evaluate the Council's performance over a period of years. In future the annual report should include fuller performance data, including corporate performance scores and reach, to facilitate year-on-year analysis. The recent decline in some of the scores achieved in relation to quality of service, particularly in that relating to engagement with decision makers and senior influencers, gives cause for concern. The Committee welcomes the Council's efforts to re-establish itself in Iran and Zimbabwe, its increased focus on China, and its progress in implementing NAO suggested administrative reforms (HC 625, session 2007-08, ISBN 9780102954173). 2009-10 will be a difficult year for the British Council and further cuts in staff and services may be unavoidable. In these circumstances it is important that the Council concentrates its activities on its core business and key objectives.

This report examines the practice of recruiting externally to the senior civil service (SCS). Outside recruitment has been used to fill skills shortages and to bring new perspectives to government, but has also been criticised for potentially diluting core civil service values and for being poor value for money. PASC concludes that the senior civil service has depended too heavily on external recruitment in recent years, and should now take steps to reduce its reliance on outside appointments. PASC also found that external recruits do not appear to perform better than career civil servants - despite being paid more, on average - and many leave civil service employment relatively quickly. Nonetheless, given the existence of skills gaps and the other benefits that external recruits can bring, PASC believes that there will continue to be a place for outside appointments in civil service recruitment. PASC further concludes that the extent of recent external recruitment is symptomatic of a wider concern: the ability of the civil service to identify its current and future skills needs, and to plan effectively to meet those needs. PASC recommends that the emphasis of civil service employment policy should be on developing its own people and skills, rather than seeking to draw these in from outside.

Drawing on the largest study of its kind for more than forty years, Meg Russell and Daniel Gover cast new light on the political dynamics that shape the legislative process. They provide a fascinating account of the passage of twelve government bills - collectively attracting more than 4000 proposed amendments - through both the House of Commons and House of Lords. These include highly contested changes such as Labour's identity cards scheme and the coalition's welfare reforms, alongside other relatively uncontroversial measures. As well as studying the parliamentary record and amendments, the study draws from more than 100 interviews with legislative insiders. Following introductory chapters about the Westminster legislative process, the book focuses on the contribution of distinct parliamentary 'actors', including the government, opposition, backbenchers, select committees, and pressure groups. It considers their behaviour in the legislative process, what they seek to achieve, and crucially how they influence policy decisions. The final chapter reflects on Westminster's influence overall, showing this to be far greater than commonly assumed. Parliamentary influence is asserted in various different ways - ranging from visible amendments to more subtle means of changing government's behaviour. The book's findings make an important contribution to understanding both British politics and the dynamics of legislative bodies more broadly. Its readability and relevance will appeal to both specialists and general readers with interests in politics and law, in the UK and beyond.
