The politics and governance of Jordan’s Azraq camp for Syrian refugees Azraq refugee camp, built in 2014 and host to forty thousand refugees, is one of two official humanitarian refugee camps for Syrian refugees in Jordan. Time and Power in Azraq Refugee Camp investigates the relationship between time and power in Azraq, asking how a politics of time shapes, limits, or enables everyday life for the displaced and for aid workers. Based on ethnographic fieldwork, carried out during 2017–2018, the book challenges the perceptions of Azraq as the ‘ideal’ refugee camp. Melissa Gatter argues that the camp operates as a ‘nine-to-five emergency’ where mundane bureaucratic procedures serve to sustain a power system in which refugees are socialized to endure a cynical wait—both for everyday services and for their return—without expectations for a better outcome. Time and Power in Azraq Refugee Camp also explores how refugees navigate this system, both in the day-to-day and over years, by evaluating various layers of waiting as they affect refugee perceptions of time in the camp—not only in the present, but the past, near future, and far future. Far from an ‘ideal’ camp, Azraq and its politics of time constitute a cruel reality in which a power system meant to aid refugees is one that suppresses, foreclosing futures that it is supposed to preserve.

Abandoned airports. Shipping containers. Squatted hotels. These are just three of the many unusual places that have housed refugees in the past decade. The story of international migration is often told through personal odysseys and dangerous journeys, but when people arrive at their destinations a more mundane task begins: refugees need a place to stay. Governments and charities have adopted a range of strategies in response to this need. Some have sequestered refugees in massive camps of glinting metal. Others have hosted them in renovated office blocks and disused warehouses. They often end up in prefabricated shelters flown in from abroad. This book focuses on seven examples of emergency shelter, from Germany to Jordan, which emerged after the great "summer of migration" in 2015. Drawing on detailed ethnographic research into these shelters, the book reflects on their political implications and opens up much bigger questions about humanitarian action. By exploring how aid agencies and architects approached this basic human need, Tom Scott-Smith demonstrates how shelter has many elements that are hard to reconcile or combine; shelter is always partial and incomplete, producing mere fragments of home. Ultimately, he argues that current approaches to emergency shelter have led to destructive forms of paternalism and concludes that the principle of autonomy can offer a more fruitful approach to sensitive and inclusive housing.

The Fallout of War: The Regional Consequences of the Conflict in Syria identifies the impact of the Syrian conflict on economic and social outcomes in Iraq, Jordan, and Lebanon. It combines a large number of data sources, statistical approaches, and a suite of economic models to isolate the specific impact of the Syrian conflict from that of global and regional factors, and it explicitly analyzes the mechanisms through which such an impact is manifested. The analysis suggests that a persistent short-termism in policy making has so far propagated the shock emanating from the Syrian conflict, which led to costly and ineffective service provision, lost economic opportunities, and underfunded programs. The report advocates for a fundamental shift from the short-term mitigation policies to a medium-term regional strategy to address pertinent structural problems. Moreover, as the countries in the Mashreq look toward recovery, a policy approach that takes into account the region’s interconnectedness and seeks to build on it provides better prospects for the people. Such a regional approach that addresses cross-boundary issues—including migration, trade, and infrastructure—will require local, regional, and international commitments.

The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. Syrians crossing the Mediterranean in ramshackle boats bound for Europe; Sudanese refugees, their belongings on their backs, fleeing overland into neighboring countries; children separated from their parents at the US/Mexico border--these are the images that the Global Refugee Crisis conjures to many. In the news we often see photos of people in transit, suffering untold deprivations in desperate bids to escape their countries and find safety. But behind these images, there is a second crisis--a crisis of arrival. Refugees in the 21st century have only three real options--urban slums, squalid refugee camps, or dangerous journeys to seek asylum--and none provide genuine refuge. In No Refuge, political philosopher Serena Parekh calls this the second refugee crisis: the crisis of the millions of people who, having fled their homes, are stuck for decades in the dehumanizing and hopeless limbo of refugees camps and informal urban spaces, most of which are in the Global South. Ninety-nine percent of these refugees are never resettled in other countries. Their suffering only begins when they leave their war-torn homes. As Parekh urgently argues by drawing from numerous first-person accounts, conditions in many refugee camps and urban slums are so bleak that to make people live in them for prolonged periods of time is to deny them human dignity. It's no wonder that refugees increasingly risk their lives to seek asylum directly in the West. Drawing from extensive first-hand accounts of life as a refugee with nowhere to go, Parekh argues that we need a moral response to these crises--one that assumes the humanity of refugees in addition to the challenges that states have when they accept refugees. Only once we grasp that the global refugee crisis has these two dimensions--the asylum crisis for Western states and the crisis for refugees who cannot find refuge--can we reckon with a response proportionate to the complexities we face. Countries and citizens have a moral obligation to address the structures that unjustly prevent refugees from accessing the minimum conditions of human dignity. As Parekh shows, there are ways we as citizens can respond to the global refugee crisis, and indeed we are morally obligated to do so.
