The Craney Island Management Plan was developed to extend the life of the Craney Island Dredged Material Management Area (CIDMMA). The CIDMMA is used to dispose maintenance and new work dredged material from the project area. With current practice, CIDMMA would reach ultimate capacity by the year 2000. If, however, suitable material is barged to the sea and only contaminated material is placed in the facility (Restricted Use Program), then the life of the facility can be extended. Two tasks were addressed in this study: (a) determine service life under Restricted Use and (b) determine contaminant losses and conduct a Comprehensive Analysis of Migration Pathways (CAMP) expected to occur under Restricted Use. The results showed that the service life of the CIDMMA could be extended under Restrictive Use for approximately 140 years under baseline coniditions or 90 years under Worst Case conditions. The CAMP analysis was conducted along three major contaminant migration pathways (effluent, leachate, and volatile). Effluent was the most significant pathway for metal losses and volatilisation and for polynuclear aromatic hydrocarbon (PAH) losses. Leachate losses under a fully dewatered condition would not exceed effluent losses for some metals. PAH losses for a fully dewatered condition would not exceed effluent losses.

Up to then it was common practise to dispose dredged material at sea or use it to raise the land or as fertilizer on land. These CDFs are only meant for dredged material that is heavily contaminated and cannot be relocated into the water system or used for engineering or environmental purposes. Much effort was devoted to the design of CDFs and to the assessment and management of environmental risks. Despite the fact that stricter environmental pollution controls meant that sediments in rivers and harbours became less contaminated and options for use of dredged material became more available, there still is the need for more storage capacity for contaminated dredged material arising from certain capital, environmental remediation and sometimes maintenance dredging projects. A laboratory study was made of the amenability of contaminated dredged material to various treatment procedures; the test results support the observation that many conventional wastewater treatment techniques are inapplicable and/or impractical prior to open-water disposal. Three alternative systems have demonstrated potential for the treatment of dredged material. In-line aeration provides a means of satisfying the immediate oxygen demand, thus reducing or eliminating the adverse effect of depletion of dissolved oxygen in the receiving water body. Treatment by confinement of dredged material in diked areas takes advantage of natural sedimentation processes to separate solid and liquid fractions. A system of vacuum filtration, though experimental, offers the advantages of a more rapid means of fraction separation and a smaller containment area than the confined area used for natural sedimentation treatment. An evaluation of 18 physical and chemical parameters commonly used as indices of the pollution potential of dredged material shows that bulk analysis methods do not provide an adequate assessment of the environmental effects of dredged material disposal.
