The Report continues to provide in depth trend analysis of the four main drug markets in its first section. In addition, to mark the one hundred year anniversary of the Shanghai Opium Commission, and one hundred years of international drug control, the Report contains an in-depth look at the development of the international drug control system. The Report also contains a small statistical annex which provides a detailed look at production, prices and consumption. As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

Historically Canadians have considered themselves to be more or less free of racial prejudice. Although this conception has been challenged in recent years, it has not been completely dispelled. In Colour-Coded, Constance Backhouse illustrates the tenacious hold that white supremacy had on our legal system in the first half of this century, and underscores the damaging legacy of inequality that continues today. Backhouse presents detailed narratives of six court cases, each giving evidence of blatant racism created and enforced through law. The cases focus on Aboriginal, Inuit, Chinese-Canadian, and African-Canadian individuals, taking us from the criminal prosecution of traditional Aboriginal dance to the trial of members of the 'Ku Klux Klan of Kanada.' From thousands of possibilities, Backhouse has selected studies that constitute central moments in the legal history of race in Canada. Her selection also considers a wide range of legal forums, including administrative rulings by municipal councils, criminal trials before police magistrates, and criminal and civil cases heard by the highest courts in the provinces and by the Supreme Court of Canada. The extensive and detailed documentation presented here leaves no doubt that the Canadian legal system played a dominant role in creating and preserving racial discrimination. Abstract: This paper outlines the institutional history of the international narcotic drug control regime. It details the evolution of the control system, from its foundations at the beginning of the twentieth century - a period of mass, unregulated narcotic drug use - to the current period. The paper argues that the contemporary control model is ill-positioned to address the dynamic and rapidly changing nature of the global narcotics trade. The persistence of anachronistic guiding first principles, specifically the utopian idea of prohibition, is identified as the key impediment to the adoption of a more humane and effective policy approach. But while there is growing pressure for a revision of founding ideas, this is not supported by a host of powerful actors that includes the United States.

The planning and writing of this book has taken rather longer than I had originally intended; what began as a modest literary project for two second-year medical students has expanded over eight years to become a complete book. The subject matter lent itself all too easily to a sen sationalist approach yet, on the other hand, a strictly scientific approach would probably have resulted in a dull dry text of little interest to the general reader. I have therefore attempted to bridge the gap and make the book intelligible and entertaining to the non-special ist, but at the same time ensuring that it is factually correct and adequately researched for the scientist or clinician. I have always been impressed by Sir J .G. Frazer's introduction to his classic book The Golden Bough in which he apologizes for the fact that an article originally intended merely to explain the rules of succession to the priesthood of Diana at Aricia had expanded, over a period of thirty years, to twelve volumes. The present work cannot pretend to such heady levels of academic excellence.

This monograph is the product of the decision of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) to launch a project in 1996 to obtain a comprehensive overview of qualitative research on drugs in Europe. The opening section highlights the multiple roles of qualitative research in understanding and responding to drug use. Part II addresses the impact of qualitative research on policy-making. Part III provides examples of research conducted in European Union cities that has been specifically designed to identify and verify new trends in drug use. Part IV on risk behaviour demonstrates how qualitative research methods have made a considerable contribution to the knowledge and understanding of health risks associated with drug injecting. Subsequent sections consider the theme of social exclusion, drug markets, and drug services evaluation. The final section is given over to qualitative research on drug use within a global research agenda. It reveals the scale of qualitative drug research varies greatly between countries, that little is published in the drug-specific scientific journals and that high quality work often appears to fail to influence policy. The monograph concludes that a comprehensive approach should include the training of individual experts and research teams and exchanges of experience between researchers across and beyond Europe.
