Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. This report tries to put boundaries around the abstraction that is "social inclusion". Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development.
